Electronic navigational charts (ENCs) are official nautical charts which are equivalent to paper charts with supplementary information. Although their main purpose is to be used for the safe navigation of ships, they also contain much information on coasts and seas which may be interesting to ordinary people. However, there is no easy way to access them because of their specialized data format, access method and visualization. this paper proposes a Web-based system for the access and services of ENCs, which makes use of the geography markup language (GML) and the scalable vector graphics (SVG). It accepts ENCs coded in the S-57 format as the source of coast and sea information, and then adopts GML as a coding and data transporting mechanism, database as a storage and query system, and SVG as a visualization means on the Web. By using the system, ordinary people can easily access coast and sea information contained in the ENCs. In this paper, based on timing-constrained Steiner-point location flexibility in any Y-type wire, a dynamic SA-based timing-constrained flexibility-driven SRT (DSTF/spl ***/SRT) approach withthe congestion weighs is firstly proposed to obtain a better timing-constrained flexibility-driven SRT by reassigning the feasible locations of the Steiner points in a SRT. Furthermore, the concept of dynamic tree reconstruction is applied to timing-constrained congestion-driven global routing. the experimental results show that our proposed TCGR/spl ***/DTR algorithm can obtain a better timing-constrained congestion-driven global routing result than the HBA+TRR [Hu, 2000] and TCGR [Yan, 2004] algorithm for the tested benchmark circuits.

In this paper, we propose a multi-level hierarchical dynamic deficit round-robin (MLHDDRR) scheduling algorithm enhanced from the existing dynamic deficit round-robin (DDRR) for the support of differentiated services. the level of service differentiation can be changed simply by adjusting parameters. the MLHDDRR scheduler can deliver small delays for short packets of each class. this feature can achieve great delay improvement in comparison withthe waiting time priority (WTP) scheduler and is of great importance for improving the QoS of some real-time applications. Moreover, the MLHDDRR scheduler can efficiently provide much better QoS for real-time applications under high link utilizations (95%-99%). Because MLHDDRR is enhanced from DDRR, it is intended to be implemented in high-speed switch systems to deliver short delay and high throughput for the increasing volume of real-time video and audio communication. Logarithmic number systems (LNS) offer a viable alternative in terms of area, delay and power to binary number systems for multiplication and division operations in signal processing. the Mitchell algorithm (MA) is a simple and low cost approach commonly used for logarithmic multiplication. However, the method involves high error due to piecewise straight line approximation of the logarithm curve. Several methods have been proposed in the literature for improving the accuracy of Mitchell's algorithm. In this paper, we propose a new method for improving the accuracy of MA using operand decomposition (OD). the OD process decreases the number of bits withthe value of '1' in the multiplicands and reduces the amount of approximation. the proposed method decreases the error percentage of the Mitchell algorithm by 44.7% on the average. Since the proposed method does not require any correction term it can be used in combination with other methods for improving the accuracy of the MA based multiplier. Experimental results are presented for random input data, signal and image processing applications, which clearly indicate that the proposed method significantly outperforms previous methods proposed in the literature.
