Most of fire detection system used the heuristic fixed threshold values in their specific methods. However, input images may be changed, in general, so the heuristic fixed threshold values used in the fire detection systems might be modified on a case by case basis. In this paper, an automatic fire detection system without the heuristic fixed threshold values was studied. We presented an automatic method using the statistical color model and the binary background mask. We did the experiment using 600 frames from 6 typical different fire video clips. As the experimental results the proposed method showed a good performance of about overage 85% detection rate without false positive, compared withthe other methods withthe heuristic fixed threshold values.

the semantic web is a general vision for supporting knowledge-based processing across the WWW and its successors. As such, semantic webtechnology has potential to support the exchange and processing of complex NLG data. this paper discusses one particular approach to data sharing and exchange that was developed for NLG - the RAGS framework. this was developed independently of the semantic web. RAGS was relatively complex and involved a number of idiosyncratic features. However, we present a rational reconstruction of RAGS in terms of semantic web concepts, which yields a relatively simple approach that can exploit semantic webtechnology directly. Given that RAGS was motivated by the concerns of the NLG community, it is perhaps remarkable that its aspirations seem to fit so well with semantic webtechnology.

Nowadays, hand-held devices are being used more and more, especially for web navigation. But the small screen size of these devices requires adapting web page contents to be browsed more conveniently. A fundamental step in a successful automatic adaptation process of a web page is perception its visual layout and mining its Document Object Model (DOM) structure. In this paper, we present a new web-adapted supervised segmentation algorithm dedicated to vibro-tactile access on touch-screen devices. this suggested algorithm is fundamental in our framework whose aim is enhancing the ability of Visually Impaired Persons (VIP) to understand the 2-dimension web page layout by converting web pages into vibrating pages using a graphical vibro-tactile language. A comparison between automatic and manual segmented pages is presented. the objectives of this comparison are, on the one hand, to know how users understand web page layout structure based on their visual perception, and on the other hand, to explore the main differences between automatic and manual segmentation. In this paper we will discuss how it is possible to improve e-gov service delivery by using human language technologies. A multi-agent learning system model is presented to solve the problems existing in the present remote learning system, such as the monotonous pattern and passive educating.
