Even though portfolio theory has increasingly been applied to analyze large-scale investments under uncertainty - and especially so in the electricity sector-most analysis so far has been based on the static mean-variance approach, which has two shortcomings: it fails to take into account irreversibility in the form of high sunk costs and the associated implications for optimal dynamic behavior. In addition, variance is not always the ideal risk measure, given that return or cost distributions are not necessarily normal. In fact, if losses are potentially large, a risk measure taking into account fat tails should be adopted. In this paper we generate distributions by optimizing investment behavior in a real options model, thus considering uncertainty and irreversibility at the plant level, and use them in a dynamic portfolio model, where the conditional value-at- risk (CVaR) is the risk measure. More specifically, we look at the dynamics of the optimal technology mix over a future time period conditional on the initial distribution of technologies. the application to investment in the electricity sector with uncertain climate change policy shows that this approach is not only useful from the aggregate investment point-of-view, but also for the purpose of assessing of policy effects.

Image compression is one of the major services in space flight mission and remote sensing system. this paper presents a high speed and high performance image compressor for future spacecrafts and micro-satellites. the proposed compression core is based on a modified CCSDS algorithm and the processing speed is improved 40 times using parallel architecture and pipeline technique. the experimental results indicate that this core has high performance at coding efficiency, data rate and error containment. A data rate of about 12.5 Mpixels/s can be sustained at 50 MHz.

In this paper, the algorithm for 2D shape matching and retrieval is developed by using Fisher Barycenter Contour (FBcC). First, the shape is represented into 3D format using the signed enclosed area at each scale level of Barycenter Contour (BcC). Because of high dimension of the feature representation, the eigen Barycenter Contour (EBcC) is applied for dimensionality reduction. then, the Fisher Barycenter Contour (FBcC) is used for making discrimination. Finally, the similarity is measured using the normalized cross correlation. the experimentation is tested on MPEG-7 contour shape database CE-1 part B of 1400 image shapes. the experimental results illustrate that our approach gives very high retrieval efficiency (or Bulls-eye test) of 89.60% and 98.62% using two parameters, shape signature and its power spectrum respectively, when comparing with all the existing methods.

Existing operational support systems of GSM service providers focus on collecting and maintaining massive rough cell-ID based location data, which cannot satisfy the requirement of new trajectory based services in identifying the behaviors of mobile users. In this paper, we introduce a trajectory enabled service support platform to convert the location data into limited meaningful mobile user's behavior patterns, which benefit the trajectory based services by simplifying the behavior detection. the core technologies of the platform are the pattern selection, which requires to cover the information included in the raw location data as more as possible, and the run-time mining algorithm, which requires less storage space. We propose a new concept, transient entropy, to identify the moving speed of users, and based on which we define and mine four types of behavior patterns: frequent locations, frequent trajectory, meaningful location, and moving mode. By analyzing the sojourn distribution, we find that the sojourn time in each location follows a Zipf distribution, based on which we present a run-time algorithm to mine the behavior patterns with less storage space. A realistic experiments is given to validate the proposed platform and algorithms.

In this paper, a novel chaos control approach by differential evolution (DE) Algorithm is proposed to control the inherent chaotic phenomenon in genetic algorithms. Firstly the new approach detects the dynamical behaviors of a new discrete chaos system with rational fraction in GA such as the extreme values and unstable periodic points. Secondly it directs the chaotic system to its unstable fix point from any initial point by global controlling factors {U(k)} solved self-adaptively by DE. thirdly it proposes a multi-model solution for chaos control through DE to stabilize the system on its unstable fix point. Simulation results are further presented to show the effectiveness and performance of the put method.

this paper aims to introduce a facility operation modeling and simulation mainly based on a discrete event system modeling scheme. Recently, facilities have become so much complex that its operational status cannot be estimated by simple calculations. A facility can consist of a lot of unit process and a lot of transportation between consecutive processes, which may be modelled as a time driven system or an event driven system. However, the transportation between processes can usually be considered as a discrete event system and not a continuous system. therefore, in macro-scale, a facility operation can be simulated on the basis of a discrete event system modeling if we do not consider how an individual process behaves. this study introduces the current status of the studies on an operation modeling and simulation regarding typical nuclear facilities along with some instances. Also, this paper provides insights about how a discrete event system can be applied to a nuclear facility. these kinds of modeling and simulation are very important because they can contribute to a facility design in terms of an optimal process and an equipment layout, a generic understanding for regulators, stakeholders and operators, a system diagnosis through by comparing measurement data with simulation results and furthermore it can contribute to an efficient operation scheduling.
