Incentives and penalties for healthcare providers as laid out in the American Recovery and Reinvestment Act of 2009 have caused tremendous growth in the development and installation of electronic health record (EHR) systems in the US. For the benefit of protecting patient privacy, regulations and certification criteria related to EHR systems stipulate the use of access control of protected health information. the goal of this research is to guide development teams, regulators, and certification bodies by assessing the state of the practice in EHR access control. In this paper, we present a compilation of 25 criteria relative to access control in EHR systems found in the Health Insurance Portability and Accountability Act (HIPAA) regulation, meaningful use certification criteria, best practices embodied in the National Institute for Standards and Technology (NIST) role-based access control standard, and other best practices found in the literature. We then examine the state of the practice in access control by evaluating four open source EHR systems using these 25 evaluation criteria. Our research indicates that the NIST Meaningful Use criteria provide HIPAA compliance, but none of the regulatory and certification criteria address the implementation standards, and best practices related to access control. Additionally, our results indicate that open source EHR system designers are not implementing robust access control mechanisms for the adequate protection of patient data. © 2011 ACM.

In thailand, malaria diagnosis still relies primarily on microscopic examination of Giemsa-stained thick and thin blood films. However, the method requires vigorously trained technicians to correctly identify the disease, and is known to be error-prone due to human fatigue. the limited number of such technicians further reduces the effectiveness of the attempt to control malaria. thus, this project aims to develop an automated system to identify and analyze parasite species on thick blood films by image analysis techniques. the system comprises two main components: (1) Image acquisition unit and (2) Image analysis module. In our work, we have developed an image acquisition system that can be easily mounted on most conventional light microscopes. It automatically controls the movement of microscope stage in 3-directional planes. the vertical adjustment (focusing) can be made in a nanometer range (7-9 nm). Images are acquired with a digital camera that is installed at the top of microscope. the captured images are analyzed by our image analysis software which utilizes the state-of-the-art algorithms to detect and identify malaria parasites.

Aiming at the environmental lightness influence on MTF, MTFs at different contrasts are proposed and used to assess the imaging quality of CCD camera in this paper. Based on the MTF measurement principle with the slit target, the measurement system is designed and developed. In order to get different contrasts, two integrating spheres are used to illuminate the face and back of the test target uniformly. the target luminance and background luminance of the test target are regulated by self-developing luminance measure and control parts. the contrast can be adjusted conveniently. the experimental results of many groups indicate that the luminance differences between the values by the system and those by L88 first level luminance meter, which is checked by National Institute of Metrology P. R. China, are within ±0.3 cd/m2. thereby the measure precision can be ensured in MTF test of CCD cameras. the imaging qualities of Sony camera and Cannon camera are measured by this system. the experimental results show that the assessments are corresponds with the fact;MTFs at different contrasts can demonstrate the imaging quality fully and objectively. this study provides an effective method to evaluate the imaging quality of visible imaging systems.

We present a new microfluidic system for transdermal interstitial fluid (ISF) extraction, collection, and volumetric measurement towards the application of noninvasive, continuous, and real-time glucose monitoring. this device consists of a Venturi Tube for vacuum generation, chambers for the introduction of ISF and normal saline solution, pneumatic valves for fluid control, and flow sensors for ISF and normal saline solution volumetric measurement. Under the control of pneumatic valves, demonstration of the normal saline injection, ISF extraction and collection functions of the system is presented using the stable vacuum generated by the integrated Venturi structure. A test volume of deionized water is measured using the flow sensor, and the measurement results are compared with the values measured by micro syringe. the data correlates well with each other (R 2 =0.9952).

Cooling is a potential treatment for induced epilepsy. there is no electric current pass through the organization of brain because it will damage it with high temperature. EEG electrodes and thermal electric (TE) coolers were integrated and placed in the head of rat. EEG electrodes were used to measure brain waveform and TE cooler was employed to be a cooling actuator to decrease temperature on the surface of cortex. Brain cortex can be cooled down lower than body temperature in order to suppress epilepsy and variance of temperature do not exceed over ±2°C. the experiment for suppressing epilepsy was implemented and brain waveforms of induced epilepsy were detected. Suppression with focal cooling is the main technology for the current study. We are currently determining the efficacy for the therapy of certain focal epilepsies.

Neopterin is a catabolic product of guanosine triphosphate (GTP), a purine nucleotide. In human biological fluids such as urine, neopterin concentrations indicate the activation of cellular immune activation under the control of T helper cells. High neopterin concentrations in body fluids such as serum or urine also indicate the activation of cellular immunity, which is associated with the reaction to oxidative stress. In this work, neopterin is used as the target molecule and is then imprinted onto poly(ethylene-co-vinyl alcohol) via solvent evaporation. After removing the thin-film template molecules, the membrane is used as a sensing element for electrochemical urinalysis. Miniaturized devices were fabricated for continuous measurement of biomolecules in urine. A microfluidic channel made from polydimethylsiloxane (PDMS) is mounted on the electrochemical electrode chip. To maximize electrochemical response, the sensing area is a 30 × 1 mm 2 . In the random urine analysis, the cyclic voltammetry measurements of neopterin with additional recovery method achieved higher than 90% recovery gave the neopterin concentration 0.5 ng/mL.

the speed at which new digital communication systems are being developed is increasing dramatically. Growing quantity of transmitted information and growing quantity of users require development of modern communication systems based on new principles; existing systems are quickly becoming obsolete technologically. Digital radio and television broadcasting (DVB-T, DVB-T2), which break down into three options - satellite, cable and terrestrial systems expanded massively in the Czech Republic in 2010. Multistate digital modulation M-QAM is used for transmission of information in these systems. this article is focused on the analysis of digitally modulated signals in communication systems which use software defined radio concept and modern synthetic instruments. Authors of this article present real results, which illustrate the link between number of symbols in M-state QAM modulation, SNR and BER. Constellation diagrams of transmitted and received symbols (with superposition of noise) were presented in the article. Simple picture is transmitted through simulated radio channel to show the result of signal impairments. Experiments were done using software defined radio concept of communication system. Modular PXI HW platform was used in connection with graphically oriented development environment. this combination of modular HW and flexible SW components allows changing the communication protocol, modulation scheme, frequency bandwidth and other parameters in a very simple way by changing the software part of the system.

this paper elaborates the design and development of the embedded alarm system based on the public switch telephone network..the core of the system is Micro control Unit MCU,which,in coordination with other peripheral circuits,can implement the remote alarm through Public Switch Telephone Network (PSTN).the subscriber can easily modify telephone numbers pre-stored in the *** with the other security products,this system has the advantages of low cost and alarms in time because it takes use of the telecom network nothing to be invested to the subscriber.

Electricity-stealing defense is one of the chief steps in distribution network reconstruction. the electronic energy meter is an important invention for measurement energy power system, which is an effective measures for the electricity-stealing defense. And one-time seal technology makes stealing ways reduced to the limited several specific ways that are undercurrent tecnology, undervoltage teconology and phase-shifted teconology. All these ways are stealing electricity in front of the energy meter. Due to these methods of electricity-stealing and actual demand of defending stealing electricity, based on a digital three-phase electric energy meter, the equipment of electricity-stealing defense electronic energy meter is designed, which adopts Atmega 128 as the control core, uses a low power consumption and a high accuracy ADE7758 as the energy metering unit, takes use of the output impulse of standard electricy measure module and user electric energy meter to calculate and judge electricity-stealing by comparing the reading RMS voltage and current from the ADE7758 with the ZigBee wireless acquisition module. Energy meter can communicates with the concentrator by 485, infraned or carrier module. the energy meter sends the effective data back to the concentrator. It is showed that this system can not only accurate measurement of electrical energy, but also to accurately determine the occurrence and electricity-stealing and the time of stealing is also recorded, which bring great convenience to the power system.

3D Mesh NoCs (Network on Chips) are one of the best approaches to solve the complexity of interconnect structures in SoCs (System on Chips) which leads to lower yield. In this paper, we present a Mesh-based scheme for 3D NoCs with fault-tolerance that helps increasing chips' reliability and yield. there are several phases for this scheme. the phase I transforms a 2D NoC into an optimized 3D NoC under the constraints of area, routing length, temperature, performance and etc. then, we optimize the I/O placement to get the best routing between I/O pads and all cores by clustering the placement of each core and reassign the tier sequence to minimize the number of TSVs. Finally, we build up the Mesh topology for each tier with squaring the maximum number of cores. For example, we need a 44 Mesh if the maximum cores in each tier are 15. Once the 3D Mesh topology is ready, we are going to set up the routing scheme that provides the minimum number of routers and the minimum routing latency in phase II. We also have a routing scheme to control the data flow and distribute the communication overhead. Phase III is to search the replacement routing paths. there will be at least 2 paths for each connection. the more replacement paths we found, the more faults can be tolerated and more computing time will be needed. We verify the fault-tolerant 3D Mesh NoC in phase IV. First, we randomly insert some faults to verify if the NoC is still working. We can get the maximum number of faults to be tolerated by increasing the number of faults until the system crash in the second step. the verification may need hundreds of times to get the approximate maximum faults. If the fault toleration is not good enough, we can go back to phase III to search more replacements. Experimental results show to this verified fault-tolerant 3D Mesh scheme to be effective and efficient. this scheme can efficiently transform a complex 2D NoC into 3D fault-tolerant Mesh NoC according to the user-defined constr
