Nowadays an information and communication technologies (ICTs) have become a necessity in everyday life. However, not all technological advances are in place and help the problems that occur in rural area such as the lack of ease in making payments between cooperatives in the rural area especially if any people in one cooperatives want to pay using their saving to another person who has a saving in different cooperatives, the difficulty of small medium enterprises in obtaining loans due to unavailability of data, the unavailability of core banking system for cooperatives that can regulate their financial transactions. Traditional methods are ineffective because of possible data incompatibility, a security issues, data integration issues, and the unavailability of data storage of local program. this paper will provide a technological concept that can help solve transactional problems in the rural area community, APEX System, an integration of management information concept. Reconnaissance teams collect large volumes of perishable data after a natural disaster that are related to the condition of the buildings and other infrastructure. Each event is an opportunity to evaluate the performance of our structures under circumstances that cannot entirely be reproduced in the laboratory or numerical simulation. In the field, engineers typically prefer to record such information through images. For each building, images readily document the visual appearance of damage to structures and their components. Each team follows a similar procedure that includes taking views of the structure, from both outside and inside, using various distances and angles. During this process, engineers frequently incorporate metadata in the form of images, such as structural drawings, GPS devices, watches, and even measurements (e.g. an image of a structural column with a measuring tape). Large quantities of images with a wide variety of content are collected within a short period, and their timely organization and documentation are important. Engineers need to generate accurate and rich descriptions of the images before the details are forgotten. To distil such information in an efficient and rapid manner, we developed an automated approach that uses computer vision techniques for classifying and organizing the large volume of images collected from each building. Deep convolutional neural network (CNN) algorithms are successfully implemented to extract robust features of key visual contents in the images. thsi capability is demonstrated using data collected by various reconnaissance teams from buildings damaged during past earthquakes. A schema is developed based on the real needs of field teams examining buildings, with several different categories and information defined and used for annotating the images, thus supporting organization of the data that parallels the procedure followed by the engineer in the field. this paper examines the initial study on teachers perception on usability of computer aided reading and pronunciation practice system and system development for elementary level in a rural area. the sample of this study consists of twelve(12) teacher, who teaches in an elementary level in the southern part of Antique, Philippines. the usability and user satisfaction questionnaire, which was adapted from Post-Study System Usability Questionnaire(PSSUQ), divided into seven categories namely design/layout, functionality, ease of use, learnability, satisfaction, outcome/future use and errors/system reliability was utilized. Prototyping model was used in the development of the system. the internal consistency of the subscale was tested using Cronbach's and the results are satisfactory.

Content-based image retrieval remains a critical problem in computer *** this paper,we study the performance of various content-based image retrieval technique for recognizing the object and *** conduct the comparative survey to compare the state of the art bag of words(BOW) framework with other method to help the researcher to understand more and enable researcher selecting the most suitable *** carried out the experiment and tested with 3 publicly dataset that are Caltech 101,Caltech 256 and 15-Scene Category dataset with BOW *** also compare and evaluate the effect on the number of cluster toward the computational time and the *** addition,the significant of different feature extraction method applied in BOW performance is *** conclusion,we discuss on several key potential research topics towards the content-based image retrieval.

Visual analytics plays a leading role in data-driven research. this requires systems for fast and intuitive data exploration. In this paper we demonstrate Vat, a system for Visualizing, Analyzing and Transforming spatio-temporal data. the system consists of a distributed back end for low-latency processing and a web front end that allows creating workflows of computations in an exploratory fashion. A novel quality of the system is the combination of scientific processing while simultaneously tracking the provenance of the data and aggregating a list of data citations. these features make a visual analytics approach for large, heterogeneous spatio-temporal data feasible. © 2017, Copyright is with the authors.

the INPE-UFSM's NANOSATC-BR, CubeSats Development Program started in 2008. Currently, the Program counts with two CubeSats: the NANOSATC-BR1 (1U) launched in 2014 and still in operation & the NANOSATC-BR2 (2U) under development and expected to be launched in 2018. In this paper the finalization of NANOSATC-BR2 development and the scientific and technological results of the NANOSATC-BR1 are presented. Considering the Capacity Building, the major target of the Program, the paper emphasizes the involvement of UFSM undergraduate and graduate students in the conception, development and operation of NANOSATC-BR1 and the participation of INPE graduate students in the OBDH software subsystem development, verification and validation for the NANOSATC-BR2. In addition, the collaborations of other Space science, Engineering and computer science institutions involved in Brazil and abroad are discussed. Concerning NANOSATC-BR1, the paper reports the Capacity Building, the technological and the scientific results of the mission. the Program has received financial support from the Brazilian Space Agency (AEB) and from the Ministry of science, technology, Innovation and Communications – MCTIC. © 2018 Univelt Inc. Globally, computer technology is changing the way educators teach and students learn. Faculty must be computer literate, competent to use available technologies and to become innovative and receptive to change. this study aimed to know the levels of computer anxiety and self-efficacy, use of computer applications in instructions and levels of computer anxiety explained by computer self-efficacy, computer usage and selected characteristics. Findings show the total composite anxiety score of 29.36 which interpreted as Low Technophobia, Generally, Relax or Comfortable. Among the identified schools, self –efficacy of 96.61 was obtained which was interpreted as very confident. When the variables were grouped, a negative correlation(r =-.392) for computer self-efficacy and computer applications(r=-.22) were noted with the composite computer anxiety scores. these two variables had inverse linear relationships with computer anxiety but had a positive linear relationship with each other. the results revealed that groups' having less self-efficacy has less enthusiasm to perform activities compared to groups having higher self-efficacy. Other findings shown that there are number of teachers whose response are "not available" and only few hands are utilizing the benefit of using computer applications in their profession. It is recommended that schools should be more open to teachers in using computers and to provide comprehensive training to enhance their literacy and skills in computer application. For this effort, educators could use higher technology and the possibility to develop new instructional methods and materials in their teaching.
