In this paper, an efficient content-based rate control scheme is proposed in the context of rate-distortion optimization for 3-D wavelet-based scalable video coding (SVC). Despite the prevalence of the conventional rate control methods in DCT-based SVC, the underlying formulation is not directly applicable to 3-D wavelet-based SVC. Performing optimal rate control with 3-D wavelet coding methods is difficult because energy is not conserved after applying the motion-compensated temporal filtering (MCTF) technique. To address the inherent challenges, a thorough analysis of the distortion relationship between temporal subbands and reconstructed frames is explored for controlling the video quality fluctuation. Although the quantization distortion of the reconstructed frame is assessed by tracking the filter-based quantization error along the temporal decomposition trees, it fails to consider the pixel connectivity status and the temporal subband content characteristic that ultimately degrades the video coding performance. Based on our statistical investigation, an adaptive MCTF decomposition level selection is first developed to enable more accurate motion compensation than the original MCTF. then, the mutual information, the gradient per pixel, and the texture homogeneity are effectively utilized to measure the subband content and enhance the rate control performance. Experimental results show that the proposed scheme can reduce the bit estimation error and improve the video quality with smoother PSNR variation as compared to three other benchmark rate control schemes. © 2017 ieee.

the need of new curricula in the Internet of things (IoT) for MSc, PhD and engineering levels of education is described. the joint project on curricula development ALIOT, financed in the frame of Erasmus+ program, is discussed. the project ensures adaptation of academic programs in Ukraine and other countries to the needs of the labor market in the EU, thus influencing on the expansion of the opportunities for economic and labor diversity. the ALIOT covers hot domains of IoT applications such as health systems, intellectual transport systems, ecology and industry 4.0 systems, smart grid, smart buildings and city. the description of interdisciplinary multi-domain and transnational program of MSc and PhD levels is introduced with the mechanisms of intensive capacity building measures as well as the establishment of multi-domain IoT cluster network (MDICN) in Ukraine is given.

General Purpose computing on Graphics Processing Unit offers a remarkable speedup for data parallel workloads, leveraging GPUs computational power. However, differently from graphic computing, it requires highly reliable operation in several application domains. In this paper we present SIFI a reliability evaluation framework for soft-errors on AMD GPUs built on top of Multi2Sim, a micro-architectural level simulator. SIFI is capable of computing different reliability metrics by means of two different techniques: fault injection and ACE analysis. Experiments performed on a set of 14 GPGPU applications targeting the AMD Southern Islands GPU architecture show the capability of the tool and the potential of its use to support decisions about the best architectural parameters for a given application. © 2017 ieee.

Wthis paper describes a knowledge model for the design of Massive Open Online Course (MOOC) platforms. It is based on our generic instructional engineering method called Knowledge Field of Educational Environment with Competence Boundary Conditions (KFEEC). KFEEC uses the ontology as a foundation for the knowledge representation model. It provides a flexible structure to the various self-paced e-learning system designs but appears to be overcomplicated for the MOOC platform. this paper describes the KFEEC method, the steps of adapting the KFEEC to the MOOC platform design, and the specification of the resulting knowledge model. this model is a core of the MOOC platform that will be developed in future work.

this paper presents a unified profiling platform for a many-core machine that gives realtime information about the current state of the system. Such information is valuable for the observation and evaluation of running programs on the machine, as well as the health status of the machine itself. the information from the profiler can also be used for tuning the system's kernel operational parameters to maintain its performance and reliability. In our work, the profiler framework is developed for SpiNNaker, a many-core neuromorphic platfrom. the profiler framework provides realtime information such as power consumption, chip temperature, processor frequency, core utilization, and network connectivity. Many researchers and institutions have been using SpiNNaker not only for simulating spiking neural networks, but also for general purpose and energy-aware computing. therefore, it is important to provide a reliable and comprehensive profiling platform for helping SpiNNaker users in developing their programs.

Multi-events driven emotion generation was an important research point in the affective computing field. However, as the events have different types and occurred in variable times, then computing the emotion state intensity became a challenge. the existed solutions for this problem did not take time influences of different event types into consideration. In order to solve this problem, we provided a Hawkes process based multi-events driven emotion generation method. Firstly we appraised every event and generate the related emotional reaction;secondly, we treated the emotion generation process with a certain period as a point process and trained the parameters of Hawkes process by maximum likelihood estimation with real individual emotional reactions;thirdly, we used Hawkes process to simulate the accumulated emotion reactions. the experimental results showed that our method can generate a multi-events driven emotion more accurately and efficiently. © 2017 ieee.

this paper introduces the realization method of Beidou anti-jamming antenna hardware and software, theory analysis and MATLAB simulation of antenna array and adaptive algorithm. the space time joint anti-jamming algorithm based on the linear constraint minimum variance criterion is adopted as the core of the anti-jamming processor. It is designed and implemented successfully. the anti-jamming ability of the antenna is tested and verified. the antenna has the capability of resisting single jam 75 dB and resisting three jam 60 dB. Finally, the difference between theoretical simulation and practical implementation is analyzed, and future work is prospected.

the oblique effect, observed in both humans and animals, refers to the phenomenon of differential perceptual performance in visual recognition tasks that involve horizontal and vertical, vs. diagonal patterns. Furthermore, differences have been found in the visual cortical organization for the horizontal and vertical vs. diagonal representations. However, why such structural differences leading to functional divergence emerge in the first place is yet to be explained. In this paper, we propose a potential explanation for the oblique effect based on the differences in the sampling of oriented edge inputs along different angles due to the mechanics of eye movement. Our hypothesis is that the oblique effect is mainly due to eye movement along the diagonal directions being less precise than the horizontal and the vertical, which causes the sampling of the angles more variable for the diagonal orientations. this will, in turn, lead to structural changes in the visual cortex, which is known to be sensitive to the natural stimulus statistics. We used our Two-Dimensional Linear Homeomorphic Oculomotor Plant Model to simulate saccadic eye movements and sample visual inputs along the eye movement trajectories. then, we used a multilayer perceptron (as a simple surrogate of the visual cortex) to test how easy it is to learn to classify the different angles from these samples. We found that our results are consistent with the oblique effect data reported in the experimental literature, thus supporting our hypothesis. We expect our work to shed new light on the role of the motor system in determining perceptual organization and function. © 2017 ieee.
