While exploring to find better solutions, an agent performing online reinforcement learning (RL) can perform worse than is acceptable. In some cases, exploration might have unsafe, or even catastrophic, results, often modeled in terms of reaching 'failure' states of the agent's environment. this paper presents a method that uses domain knowledge to reduce the number of failures during exploration. this method formulates the set of actions from which the RL agent composes a control policy to ensure that exploration is conducted in a policy space that excludes most of the unacceptable policies. the resulting action set has a more abstract relationship to the task being solved than is common in many applications of RL. Although the cost of this added safety is that learning may result in a suboptimal solution, we argue that this is an appropriate tradeoff in many problems. We illustrate this method in the domain of motion planning.

ESWC 2010 presented the latest results in research and applications of Semantic Web technologies. the internationalconference on Asian Digital Libraries (ICADL) is an annual international forum that provides opportunities for librarians, researchers and experts to exchange their research results, innovative ideas, service experiences and state-- the-art developments in the field of digital libraries. Building on the success of the first six ICADL conferences, the 7th ICADL conference hosted by the Shanghai Jiao Tong University and the Shanghai Library in Shanghai, China aimed to further strengthen the academic collaboration and strategic alliance in the Asia- Pacific Region in the development of digital libraries. the theme of ICADL 2004 was: Digital library: international Collaboration and Cross-fertilization, with its focus on technology, services, management and localization. the conference began with an opening ceremony and the conference program featured 9 keynote speeches and 5 invited speeches by local and international experts. During the 3-day program, 40 research paper presentations were given in 3 parallel sessions. the conference also included 6 tutorials and an exhibition. the conference received 359 submissions, comprising 248 full papers and 111 short papers. Each paper was carefully reviewed by the Program Committee members. Finally, 44 full papers, 15 short papers and 37 poster papers were selected. On behalf of the Organizing and Program Committees of ICADL 2004, we would like to express our appreciation to all authors and attendees for participating in the conference. We welcome you to the 7thinternationalconference on E-commerce and Web Technologies (EC-Web 2006) held in Krakow, Poland, in conjunction with DEXA 2006. this conference was organized for the first time in Greenwich, UK, in 2000, and it has been able to attract an increasing number of participants and interest, reflecting the progress made in the field. As in the previous years, EC-Web 2006 served as a forum bringing together researchers from academia and practitioners from industry to discuss the current state of the art in e-commerce and Web technologies. Inspiration and new ideas emerged from intensive discussions that took place during the keynote address, the formal sessions and the social events. the conference attracted 88 paper submissions and each paper was reviewed by three Program Committee members. the Program Committee selected 24 papers for presentation and publication (an acceptance and publication rate of 27%). We have to confess that this task was not that easy due to the high quality of the submitted papers. We would like to express our thanks to our colleagues who helped put together the technical program: the Program Committee members and external reviewers for their timely and rigorous reviews of the papers, and the Organizing Committee for their help in the administrative work and support.
