In 1990, two papers were presented to the aiaa Flight simulationtechnologiesconference which discussed the evolution of Boeing Integrated Technology Development Laboratory (ITDL), and the development of its air-to-air combat simulation environment. At that time the ITDL had been heavily involved in supporting the Lockheed/Boeing/General Dynamics team efforts in the Advanced Tactical Fighter (ATF) competition by conducting a series of scheduled demonstration/ validation simulations. The focus then had been to construct the necessary secure flight simulation environment infrastructure to support the development of advanced avionics architecture and cockpit display concepts for the air superiority mission required of the ATF. After contributing to the success of that effort and in anticipation of the need to support an advanced fighter with a multi-role mission, the ITDL began the process of expanding its simulation to include an equally capable tactical air-to-surface and flight handling qualities simulations. Along with increasing the scope of the simulation, the scale of its simulation environment, to cover the scope of a theater battlefield, was also expanded. This paper will discuss the steps taken over several years by the ITDL management and staff, through its internal Air-to-Surface initiative, to allocate the resources and capital for the necessary infrastructure investments. In the course of this process new hardware and software have been developed or acquired and integrated into the baseline simulation architecture. These new capabilities were incrementally added to the baseline, proceeding in a stepwise fashion, by supporting a series of studies/demonstrations, e.g., the government sponsored Airborne Tactical Information Management System and Effective Information Fusion studies, and the Boeing sponsored Integrated Battle Space initiative.
