Worldwide there are many different scripts and languages in common use. Finding text lines and character and word boundaries, where present, are necessary primitive operations for most document processing applications. We have developed a method of handling text lines from several different languages that is robust in the presence of common printing and scanning artifacts. A technique is described by which information about the characteristics of a text line can be determined from a list of the connected pixel components that comprise the image. This technique applies across many languages and scripts that are laid out horizontally. For text comprising Roman type, the location and dimensions of each text line are augmented with positions of the baseline and x-height. Where appropriate, coordinates of space-delimited words and individual character cells are determined. This technique incorporates a computationally inexpensive method for straightening curved lines and segmenting kerned characters and a novel method based on font weight and stress for locating the boundaries of individual characters, even if their images touch.

As part of a prototype implementation of the DICOM 3.0 standard we have also considered the problem of converting DICOM information Objects into other standard image formats. This paper concentrates on the issues involved in converting DICOM image formats into IPI (Image processing and Interchange) formats. The issue of conformance is restricted to consideration of information attributes which can be adequately represented in IPI formats and the tradeoffs involved when using different encoding schemes.

Some results of a theoretical and experimental investigation of hybrid type optoelectronic devices with feedback are presented. The devices use an integrated optical modulator on a base of lithium niobate single-crystal. It is shown that the system may be applied for optical impulses amplification, for multistage optical flux level switching, as well as for a design of an optoelectronic generator. Output power level of the generator is switched by a drive signal.

Automatic detection and segmentation of microcalcifications may be achieved by application of algorithmic techniques or by use of artificial neural networks. We selected two neural network architectures and implemented object detection techniques on them. Further we have developed two algorithmic approaches to segment microcalcifications. In the first algorithm, thresholding of local image gray level histogram is used for object segmentation. In the first pass each object is labeled and object boundaries are marked but they are not segmented from the background. In the second pass the discontinuities due to region boundaries are corrected for, by allocating a unique threshold value for each object commensurate with the local background. In an alternative algorithm we employ edge detection to identify the pixels that may potentially belong to microcalcifications. Region growing techniques are then applied and the resulting segmented objects are subjected to tests involving shape, size and gradient.

At present, powerful support tools are under development that shall enhance diagnosability analysis during the design phase because the designer is the only one who is familiar with all the subtle problems of the design. Already available are the diagnosability and testability analysis in conjunction with CAD tools, functional test pattern generation from simulation data and the fault coverage analysis through fault simulation tools still under development are tools for automated fault localization in the case of non-functional silicon prototypes. Several chip manufacturers and independent Research Institutes have carried out basic work on the development of design-to-test links between the design environment and hardware analysis tools (e.g. an electron beam tester) or on the integration of electron beam testers into VLSI test environments. To reach higher compression ratios in video sequence coding the demands posed on the motion estimation module become greater and greater. In this paper we present a motion estimation scheme which gives a motion field defined on every block (typical 8 by 8 or 16 by 16) and resembles very well the real motion in the scene. In more complex coding schemes constraints were added to obtain better visual quality. The proposed algorithm is a `one-pass' algorithm and is not explicitly based on any statistical model. A classification procedure on a predefined number of motion vector candidates defines the final motion field. An overview is given of the concept of using global information to calculate the motion vector field. A thorough description of the new algorithm is given and some simulation results are presented on real sequences. Further research on this algorithm will be done to use it in a segmentation based codec for complex scenes.

This paper presents efficient methodologies to extract information from tabular drawings representing telephone cable interconnections. These tables include records of cable counts, cables in service, assignment charts, and cable running and wiring lists. An interesting problem in these drawings is that the changes to the data are occasionally recorded by crossing out entries and appending the changes rather than redrawing the entire documents. The objective of the work described here is the extraction of information contained in these table structured documents to facilitate the creation of a computer database. Our software system makes use of contextual information in these drawings (e.g., a particular line pattern is used to represent repeated entries, ignore crossed-out entries, etc.). The system uses features like inter-line spacing, length of lines, line orientation, and start and end locations of the lines to detect the diagonal lines and vertical lines with demarcations. Experimental results are also included.

Measured data are inherently inaccurate. Operations done on data for defining, visualizing, manipulating and analyzing object information should attempt to retain these inaccuracies as accurately as possible. The theory of fuzzy sets is a proper mathematical vehicle for this purpose. In this attempt, topological notions such as adjacency, connectedness, and boundary need to be developed starting from fuzzy sets. We develop such a framework in this paper and present algorithms for finding fuzzy connected components and boundaries in digital imagery. We demonstrate the usefulness of these algorithms in medical applications, particularly in separating objects that come close together which are otherwise difficult to segment using hard (non-fuzzy) criteria.

The effective display of multiparameter medical image data sets is assuming increasing importance as more distinct imaging modalities are becoming available. For medical purposes, one desirable goal is to fuse such data sets into a single most informative gray-scale image without making rigid classification decisions. A visualization technique based on a non-linear projection onto a 1D self-organizing map is described and examples are shown. The SOM visualization technique is fast, theoretically attractive, a useful complement to projection- pursuit or other linear techniques, and may be of particular value in calling attention to specific regions in a multiparameter image where the component images should be examined in detail.
