Our world is constantly changing, and this has its effect on worldwide military operations. For example, there is a change from conventional warfare into a domain that contains asymmetric threats as well. The availability of high-quality imaging information from Electro-optical (EO) sensors is of high importance, for instance for timely detection and identification of small threatening vessels in an environment with a large amount of neutral vessels. Furthermore, Rules of Engagement often require a visual identification before action is allowed. The challenge in these operations is to detect, classify and identify a target at a reasonable range, while avoiding too many false alarms or missed detections. Current sensor technology is not able to cope with the performance requirements under all circumstances. For example, environmental conditions can reduce the sensor range in such a way that the operational task becomes challenging or even impossible. Further, limitations in automatic detection algorithms occur, e.g. due to the effects of sun glints and spray which are not yet well-modelled in the detection filters. For these reasons, Tactical Decision Aids will become an important factor in future operations to select the best moment to act. In this paper, we describe current research within The Netherlands on this topic. The Defence Research and Development Programme "Multifunctional Electro-optical Sensor Suite (MEOSS)" aims at the development of knowledge necessary for optimal employment of Electro-optical systems on board of current and future ships of the Royal Netherlands Navy, in order to carry out present and future maritime operations in various environments and weather conditions.

In various fields of application, the shape and the tip position of flexible, snakelike objects have to be reconstructed. For this, the considered objects are fitted with so-called shape sensors. This shape sensors are e.g. applied in medical technology to support minimally invasive surgical interventions by tracking flexible instruments;this way navigation systems can be considerably supported. The sensors consist of a solid snakelike body out of flexible carrier material, as silicone, with embedded FBG - optical glass fibers along the object-axis. Guided along the observed instruments, the sensor is supposed to detect the instruments shape by detecting its own ones. The fibers measure the strain at discrete points along the sensor body, which is caused by deformation of the sensor. From these values the shape is estimated. This estimation is performed using specific algorithms. Accordingly, certain requirements regarding the position, orientation and exact number of the measurement units are made. As part of the manufacturing process of the sensor, however, exact control of fiber positioning cannot be realized. To compensate this inaccuracy and also further occurring problems, a fundamentally new calculation approach is presented in this paper. The basic idea is, to consider the system of measurement units as a sensor network. The position and orientation of the units are not considered to be static, because they can only be detected after production but cannot be exactly implemented in a controlled way with a planned position and orientation. The idea is realized by initializing a tensor field on a manifold, representing the surface of the object. This allows to apply the algorithm to measurement values, measured at randomly distributed positions along the sensor body. Generating strong interactions between single quanta of light and matter is central to quantum information science, and a key component of quantum computers and long-distance quantum networks. In quantum information processing, these interactions are required to create elementary logic operations (quantum gates) between stationary matter quantum bits (qubits) and photonic qubits that can be transmitted over long distances. Efficient quantum gates between photonic and matter qubits are a crucial enabler for a broad range of applications that include robust quantum networks, non-destructive quantum measurements, and strong photon-photon interactions. So far these qubit-photon gates have been achieved using single atoms and at microwave frequencies in circuit QED systems. Their implementation with solid-state quantum emitters, however, has remained a difficult challenge. We demonstrate that the qubit state of a photon can be controlled by a single solid-state qubit composed of a quantum dot (QD) strongly coupled to an optical nanocavity. We show that the QD acts as a coherently controllable qubit system that conditionally flips the polarization of a photon reflected from the cavity mode on picosecond timescales. This operation implements a controlled NOT (cNOT) logic gate between the QD and the incident photon, which is a universal quantum operation that can serve as a general light-matter interface for remote entanglements and quantum computations. Our results represent an important step towards an all solid-state implementation of quantum networks and quantum computers, and provide a versatile approach for controlling and probing interactions between a photon and a single quantum emitter on ultra-fast timescales.

Measuring visual quality, as perceived by human observers, is becoming increasingly important in many applications where humans are the ultimate consumers of visual information. Significant progress has been made for assessing the subjective quality of natural images, such as those taken by optical cameras. Natural Scene Statistics (NSS) is an important tool for no-reference visual quality assessment of natural images, where the reference image is not needed for comparison. In this paper, we take an important step towards using NSS to automate visual quality assessment of photorealistic synthetic scenes typically found in video games and animated movies. Our primary contributions are (1) conducting subjective tests on our publicly available ESPL Synthetic Image Database containing 500 distorted images (20 distorted images for each of the 25 original images) in 1920 × 1080 format, and (2) evaluating the performance of 17 no-reference image quality assessment (IQA) algorithms using synthetic scene statistics. We find that similar to natural scenes, synthetic scene statistics can be successfully used for IQA and certain statistical features are good for certain image distortions.

The concept for a hyperspectral imaging system using a Fabry-Perot tunable filter (FPTF) array that is fabricated using "miniature optical electrical mechanical system" (MOEMS) technology. [1] Using an array of FPTF as an approach to hyperspectral imaging relaxes wavelength tuning requirements considerably because of the reduced portion of the spectrum that is covered by each element in the array. In this paper, Pacific Advanced Technology and ARL present the results of a concept design and performed analysis of a MOEMS based tunable Fabry-Perot array (FPTF) to perform simultaneous multispectral and hyperspectral imaging with relatively high spatial resolution. The concept design was developed with support of an Army SBIR Phase I program The Fabry-Perot tunable MOEMS filter array was combined with a miniature optics array and a focal plane array of 1024 x 1024 pixels to produce 16 colors every frame of the camera. Each color image has a spatial resolution of 256 x 256 pixels with an IFOV of 1.7 mrads and FOV of 25 degrees. The spectral images are collected simultaneously allowing high resolution spectral-spatial-temporal information in each frame of the camera, thus enabling the implementation of spectral-temporal-spatial algorithms in real-time to provide high sensitivity for the detection of weak signals in a high clutter background environment with low sensitivity to camera motion. The challenge in the design was the independent actuation of each Fabry Perot element in the array allowing for individual tuning. An additional challenge was the need to maximize the fill factor to improve the spatial coverage with minimal dead space. This paper will only address the concept design and analysis of the Fabry-Perot tunable filter array. A previous paper presented at SPIE DSS in 2012 explained the design of the optical array. [2]

This paper demonstrates digital signal processing (DSP) based chromatic dispersion (CD) reckoning technique for single carrier high speed coherent optical communications. Coherent detection permits the optical field parameters (amplitude, phase and polarization) to be available in the electrical domain enabling new opportunity for multi-level signaling (M-ary PSK and M-ary QAM modulation), as well as the possibility of exploring polarization multiplexing. Again, it enables quasi-exact compensation of linear transmission impairments by a linear filter (equalizer), which can operate adaptively to overcome time-varying impairments. That is why Coherent detection employing QAM modulation formats has become one of the most promising technologies for next generation high speed transmission systems due to the high power and spectral efficiencies. With the development of DSP, coherent optical receivers allow the significant estimation of CD. In recent days, the realizations of these DSP algorithms for mitigating the chromatic dispersion in the coherent transmission systems are the most attractive investigations. In this paper, CD estimation technique has been improved using DSP algorithm and optimal OSNR, BER have been achieved.

An objective approach is proposed to measure the image degradation caused by optical transmission effects of atmospheric turbulence. Comparisons of the proposed measure with existing objective image quality measures are performed and the correlations between the measure and subjective ratings are quantified. Experiments on wind-tunnel images and simulated turbulence-degraded images produce good results. The proposed measure may serve as a complement to state-of-the-art measures in evaluating image degradation caused by turbulence. It can also be applied as a criterion for frame selection and iteration termination for iterative restoration algorithms or help evaluate the performances of image restoration algorithms.

According to the problems that there are low detection rate and high false reject rate based on traditional image processing algorithms, this article proposes a method that combines SSDA and character contour searching algorithms to recognize the digital segment codes' large flaws and extract characters in the VFD image, and by image subtraction, maximum between-cluster variance (Otsu) and mathematical morphology algorithms, we can easily judge if there is any other little flaw in it. The results demonstrate the performance of our proposed algorithm through simulation, and we validate it with many experiments using this new method compared with other existing methods.
