This paper aims to understand the issues involved in introducing optimisation in complex computer based systems. It also proposes a framework within which optimisation may occur, and suggests the research that needs to be done. The paper follows through on software's dominance in complex systems to determine the feasibility of raising complex computer based system design to a new level of practice by enabling optimisation and refinement built upon architectural modelling. The paper draws on optimisation in chemical, control system and aeronautical engineering for its techniques and tools. The major issues are: how to apply optimisation to complex systems; how to apply refinement in a scalable, inclusive manner; how to extend architectural modelling to encompass optimisation and refinement. Additionally, a visual design guidance system need to be developed for the designer, and an appropriate design process is to be developed. The effect of a project built upon this framework could be to transform the way system/software architects design complex systems, and, have a profound effect on the effectiveness of all industries which deal with complex systems.

Mobile free space optical (MFSO) networks introduce new challenges for laser communication terminals. network capabilities, such as packet routing where different information packets are sent to different locations, require switchable links. Also, switchable links are needed to route an information packet through different channels to the same destination. For MFSO networks, the ability to route information through different channels greatly aids reliability because any one channel can be disrupted by weather conditions. To have the ability to route around obstructions, the mobile platforms have to act as hubs, communicating with a number of remote terminals. Since these terminals are all in motion, the challenge is to acquire and track multiple terminals from a single platform without requiring a full duplication of hardware for each link. To reduce hardware duplication, a significant improvement in scanning flexibility is needed. Improvement is being pursued through the development of nonmechanical optical phased arrays (OPAs). This work discusses the ability to combine several OPAs to generate and independently control one or more beams from a common aperture.

As the army transforms towards the future force and an integrated; network centric; command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4LSR)-based systems-of-systems (SoS) concept, the modeling and simulation (M&S) community is struggling to provide the appropriate support across the advanced concepts and requirements (ACR); research, development, and acquisition (RDA); training, exercises, and military operations (TEMO); and testing domains. One of the main issues is the ability to translate the operational context and the C4ISR system design into the simulation environment, in a way that is consistent, flexible, and re-usable. The army currently captures the C4ISR system design and its operational use in what is termed the "DoDAF architecture framework". This consists of a number of operational and system views of the underlying data, each of which describes some aspects of the system and its operational context. Modeling and simulation environments, on the other hand, do not usually have a rigorous framework for representing the design. Translating the architecture views into the M&S environment has been a challenge which, to date, no simulation environment handles adequately. In this paper, we will present an approach that creates a bridge between the C4ISR architecture and the simulation environment by applying the following three-step strategy: 1) adapt the framework products; 2) populate the M&S data in a DoDAF framework-compliant database; and 3) translate architecture views into simulation.

Wireless communications is moving from cellular networks towards a more distributed, self-configuring ad hoc oriented networks. Until a complete metamorphosis occurs, the emerging techniques that allow communication by using no infrastructure at all can be enjoyed at the presence of the vast infrastructure of cellular systems. Alternatively, this situation can be viewed as the cellular systems of today benefiting from the flexible new techniques of ad hoc communications in order to improve current levels of performance. In this paper, we propose ad hoc routing techniques that allows improved packet delivery performance in the next generation of a UMTS system. Our results show that a hybrid network, where each mobile terminal is capable of communicating to a base station and to other mobile terminals in the network, and delivers packets much more successfully than the conventional UMTS network. Furthermore, the number of nodes that can be supported by such a system is much higher than the case of a pure cellular network. We construct 2 alternative routing schemes that exploit the hybrid architecture and show that performance is superior as compared to UMTS.

We develop a class of structured receivers for a lightpath diversity scheme, which was introduced to provide ultrareliable communication with low delay in vulnerable all-optical networks. We explore the trade-off between implementation complexity and error probability to achieve optimum and near-optimum performance within a class of structured receivers. Using a doubly-stochastic point process model, we develop receiver architectures for both the optimal receiver with respect to error performance, and the equal-gain-combining receiver with suboptimum error performance but simpler receiver architecture. Closed-form error bounds for both receivers are obtained and compared with the 'Genie-aided' limit of the lightpath diversity transmission scheme. The comparison shows that the error performance of both receivers approaches the 'Genie-aided' limit when the signal is strong. Numerical results also demonstrate that additional power over what is required for the optimum receiver is needed to be transmitted in order for the equal-gain-combining receiver to achieve the same target error probability, and the power penalty decreases with decreasing noise level. These results suggest that the simpler equal-gain-combing receiver provides similar performance as the optimal receiver in the high signal-to-noise ratio (SNR) regime, but the optimal receiver should be used in the low SNR regime for significantly better performance.

In a cellular network, the service coverage area is divided into cells, each of which is served by a base station. Although the cellular network provides great convenience for mobile users, the transmitter at the base station emits radio frequency (RF) radiation which can be harmful to humans nearby. To minimize human exposure to RF radiation, the base stations should be placed as far away from densely populated sites as possible in network planning. The problem to be solved in this paper, referred to as the minimal exposure problem, is abstracted as follows: given a set of sites and a planned cellular network that has a fixed cell size and network orientation but is movable, find a position to deploy the planned network such that the minimal distance between the sites and their corresponding base stations in the deployed network is maximized. To solve the problem, the paper proposes a new geometric diagram called the nearest-point umbrella diagram. The nearest-point umbrella diagram is comparable to the famous nearest-point Voronoi diagram. The Voronoi diagram uses the Euclidian distance between two points whereas the umbrella diagram uses the distance between a point and a cellular network. Based on the umbrella diagram, the minimal exposure problem can be solved in O(n2logn) time if there are n sites to be considered.

The exploratory Supersector project falls within the scope of research based on the hypothesis that the current proliferation of controlled sectors had led to a too rigid use of airspace to face with medium- to long-term traffic growth. Supersector suggests a shift of paradigm from sector-division to sector-regrouping, i.e. instead of subdividing sectors to accommodate traffic growth, Supersector investigates a new control organization and practices from which traffic in large volume of airspace can be managed by teams of controllers with responsibilities no more restricted to sector-planning and radar-control but span from real-time traffic flow organization to conflict solving. In this way, it is expected that Supersector can help filling the gap between long-term predictive issues of central flow management, and short-term adaptive issues of radar-control, and thus moving from the today's non-synchronous Air Traffic Management System to a synchronous one, from a sector-control working methods to a network and flow management one, from conflict-based control to a time-based control one. A human-in-the-loop demonstration has been realised and allowed to validate the hypothesis and to identify the pros and cons of such a synchronised ATM. Time-based ATM architecture, 4D contract of service, teamwork, trunk-structured airspace design, medium-term anticipation and layer planning working methods have been explored and results are discussed.

In this paper, we consider the design of a physical network topology that meets a high level of reliability using unreliable network elements. We are motivated by the use of networks, and in particular, all-optical networks, for high-reliability applications which involve unusual and catastrophic stresses. Our network model is one in which nodes are invulnerable and links are subject to failure, and we consider both statistically independent and dependent link failures. Our reliability metrics are the all-terminal connectedness measure and the less commonly considered two-terminal connectedness measure. We compare in the low and high stress regimes, via analytical approximations and simulations, common commercial architectures designed for all-terminal reliability when links are very reliable with alternative architectures which are mindful of both of our reliability metrics and regimes of stress. Furthermore, we show that for independent link failures network design should be optimized with respect to reliability under high stress, as reliability under low stress is less sensitive to graph structure; and that under high stress, very high node degrees are required to achieve moderate reliability performance. Finally, in our discussion of correlated failure models we show the danger in relying on an independent failure model and the need for the network architect to minimize component failure dependencies.

The 3G mobile standard offers an unprecedented high speed digital service that can carry multimedia traffic such as video streaming. The distributed system buffers in the conventional client-server architecture absorb the fluctuations of channel conditions such as bit rate variations, delays and jitters. To enable easy control of the 3G system, the MPEG committee is developing scalable video coding technology that provides flexibility for transmission over wireless networks. This paper address issues in controlling these buffers that can impact and benefit the end-to-end system performance using the novel scalable video technology. Specifically, we explore the effects of diverse channel characteristics on the buffers performance tolerance, and its impact on the quality of service. A novel model-based adaptive media playout (AMP) buffer control is proposed to mitigate the risks of buffer outage.

The importance of network centric warfare continues to grow in today's modern military. network centric warfare enables the military to access information across a secure worldwide network, anywhere, anytime, and conduct operations using this information. Determining which systems should make up this network and how to apportion resources are difficult questions to answer. These issues may have significant impacts on the outcome of engagements and on the success or failure of operations. It has been identified by this community that a modeling and simulation environment is needed to analyze how new and enhanced technologies affect operations. Modeling and simulation provide a means to quickly and relatively cheaply evaluate new technologies and to determine how best to utilize new and existing technologies. Currently NETWARS is the C4ISR network-modeling tool of choice. NETWARS was built to analyze network performance by providing a common tool and standard models to support the decision maker's ability to analyze impact of new technologies on network performance. The shortcoming of NETWARS is its inability to output metrics associated with operational effectiveness. Similarly, the Naval Simulation System (NSS) is a multi-warfare analysis tool developed to analyze operational metrics but provides coarse and sometimes incorrect assumptions of the underlying C4ISR network. Therefore by optimally combining the capabilities of the two respective tools, NETWARS and NSS, the modeling and simulation environment quality and depth of analysis would be greatly enhanced. This paper describes an effort to integrate NSS and NETWARS using Georgia Tech's DRTI (DRTI implements a substantial subset of HLA services) and the technical challenges encountered. A major portion of this work is middleware software called the DRTI-NETWARS plug-in that provides a suite of services needed to manage simulation time, the mapping of NSS objects to NETWARS objects, and facilitating communication
