In this paper we present an optoelectronic hardware implementation of a neural network system based on optoelectronic devices and electronic techniques. The system is composed of basic cells with optoelectronic artificial neurons;every basic cells exploits the communication strengths of optics to broadcast the input to all neurons and the computational strengths of electronics to assign the interconnections weights. Description of the architecture of the basic cell, the first implementation of a prototype based on the proposed system and examples of configuration of the neural system are described.

The worldwide demand for broadband communications is being met in many places through the use of installed single-mode fiber networks. However, there is still a significant "first-mile" problem, which seriously limits the availability of broadband Internet access. Free-space optical wireless communication has emerged as a technique of choice for bridging gaps in the existing high data rate communication networks, and as a backbone for rapidly deployable mobile wireless communication infrastructure. Because free space laser communication links can be easily and rapidly redirected, optical wireless networks can be autonomously reconfigured in a multiple-connected topology to provide improved network performance. In this paper we describe research designed to improve the performance of such networks. Using topology control algorithms, we have demonstrated that multiply-connected, rapidly reconfigurable optical wireless networks can provide robust performance, and a high quality of service at high data rates (up to and beyond 1 Gb/s). These systems are also very cost-effective. We have designed and tested on the University of Maryland campus a prototype four-node optical wireless network, where each node could be connected to the others via steerable optical wireless links. The design and performance of this network and the topology control is discussed.

We discuss a number of operation and maintenance (OAM) issues in optical burst-switched (OBS) networks and propose an OAM framework in this respect. Four OBS functions are identified as bases for the proposed framework. These are the burst termination function, the burst transmission function, the switching function, and the routing and switching control function. The study focuses on the unique aspects of OBS networks and how they can be addressed from an OAM point of view. We propose an OAM architecture and investigate the functional, network, and node aspects of it. Novel OAM-capable structures for core and edge OBS nodes are introduced for the first time.

The network paradigm is changing rapidly spurred by the dramatic increase in IP traffic and recent progress in photonic network technologies. A key requirement, enhancing the performance of existing IP-based multimedia communication networks, can be most effectively achieved by introducing optical path technologies that exploit wavelength routing. Cost effective and reliable optical cross-connection is essential. Different optical switch technologies have been proposed and tested. Among them, the PLC (Planer Lightwave Circuit) switch has demonstrated excellent performance, particularly with regard to system reliability. network control mechanisms based on the overlay and peer model models have been developed. The presentation will highlight some of the key system technologies. To develop very large scale and robust networks, effective traffic engineering capabilities are necessary. This will be achieved through optical path control. To develop future IP-centric networks, an operation mechanism based on distributed control is important. The degree to which the necessary transport and IP routing functions are integrated will determine system cost-effectiveness. The Photonic MPLS (Multi Protocol Label Switching) router, which integrates all the functions and provides seamless operation between IP and optical layers, has been proposed and developed. The technical feasibility of a recent prototype system has been proven. Finally, some of the cutting-edge photonic transport technologies that we have recently developed are demonstrated;these technologies will enable us to achieve another level of network performance enhancement in the future.

We had indicated multimedia communication services, which can provide multimedia information according to functionality and availability for users. We had already proposed "Multimedia Scalability Package: MSP" as data structure in integrated multimedia services. In this paper, we proposed a distance education system based on MSP data communication as one of MSP multimedia services. We especially considered this system using proceedings data and video contents. The structuring methods of data architecture are used scalability. We had studied description schemes in MSP data, such as, header information and behavior information of content data for tele-lecturing system. It is needed to update mode data, which could control remote play and MSP data access in user side. That's because we send only control data in the case of remote control, any network environment is available, such as, wide band, narrow band and wireless network. In this system, to decode MSP data realized a virtual tele-lecturing system between presenter's and users' terminals. Moreover, overview of this system was shown. MSP data has been previously transmitted to data repository in users' terminals, They are points that it uses information key as manipulation of lecture data, and that this key simultaneously works all data. For example, when lecture's data has contents scalability of abstract data, data for 3 minutes and full data for 10 minutes, level information controls to play contents. Finally, this system architecture was indicated, and procedure of MSP data and MSP data structure were explained and were simulated. So it was shown that this system was available as tele-lectures.

Novel network architecture and key device technology are described for next-generation photonic networks enabling high-performance data communications. To accomplish full-mesh links for efficient data transportation, time-shared wavelength-division multiplexing (WDM) is the most promising under the limitation imposed on the total wavelength number available at network nodes. optical add/drop I multiplexing (OADM) using wavelength-tunable devices is essential for temporal data link formation. Wavelength management based on absolute wavelength calibration is a key to OADM operations. A simple wavelength discriminating device using a disk-shaped tunable optical bandpass filter under the synchro-scanned operation is useful for managing the laser wavelengths. High-speed data transmissions of >40Gbps necessary for efficient operation of the networks are also described. A key is photonic downconversion which enables phase detection for optical data streams at above the electrical limitation of around 50 GHz. This technique is applied not only to a phase-locked loop for synchronizing mode-locked pulses to an electrical signal in the much lower frequency range of around 10 GHz, but to timing extraction from 100-Gbps data streams.

This paper presents an overview of the architecture for a broadband, high-speed packet switch processor used in the TRW Gen*Star broadband system concept. The first application of the Gen*Star design is the Astrolink program. TRW is currently producing its 4th generation of digital communications processors. Features and benefits of several key capabilities of the processor design for space applications are presented in this paper. The high-speed packet switch processor uses standard asynchronous transfer mode (ATM) cell structure, which ensures compatibility with terrestrial ATM networks. A non-blocking crossbar switch with overspeed and input arbitration optimizes switch performance and alleviates output port contention. The downlink has output priority queues with programmable downlink scheduling and adaptive coding that provides maximum flexibility for traffic control and Quality of Service (QoS). The resource control function is a distributed architecture using a two-layer approach that maximizes performance within available weight and power. © 2002 by the American Institute of Aeronautics and Astronautics, Inc. all rights reserved.

The homeland security interests of a many nations are being increasingly threatened by the proliferation of weapons of mass destruction, drug trafficking, mass migration, global terrorism, environmental concerns, international crime and other global issues. These so-called "hard problems" are growing more dangerous in terms of their potential consequences, more complex in terms of their behavior, and more transnational in terms of their scope. Virtually all will demand levels of international cooperation well beyond that seen in previous history. However, individual state action or even cooperative, but traditional ad hoc approaches will be inadequate on their own or collectively to handle these highly interrelated and increasingly complex issues. The question then is not about the need for but is about what the nature of that cooperation should be, what form should it take, and how could it best be implemented A disciplined approach is sorely needed that can bring structure to ways to properly address the individual self-interest of each nation while simultaneously addressing the collective security interests of them all. The development of multi-national, system-of-systems architectures could provide the needed structure to address these problems in a more rational way. The premise of this paper is that the development of such transnational architectures would enable smart trade-offs and balanced investments to be made based on measures of value, costs and risks. Because it is in many ways a simpler and more tractable problem the development of a ballistic missile defense (BMD) could illustrate how this might be accomplished. The guiding principle is that each participating nation would provide it's own unique contribution to a large-scale, system-of-system architecture in return for enjoying the collective benefits of the whole.
