This paper describes how gateways provide interoperability for the Department of Defense (DoD). At the same time these gateway interoperability solutions create problems including, amongst others: maintenance difficulties, certification issues, communications bottlenecks, single points of failure, impacts on communication network planning and monitoring. However, there are some significant opportunities created by introducing gateways. Gateways provide a near term option to make legacy systems interoperate. This paper discusses the pros and cons of gateways. Since legacy DoD systems will not be removed from the field at once, a translation requirement will remain until all systems use the future common infrastructure and a common information representation format. Because the term gateway is overloaded, the paper recommends a definition for a communications gateway and some associated terms. We address the benefits and drawbacks of commonly used gateway approaches and provide a short history of translators and gateways. One of the greatest challenges is creation and certification of the translation and forwarding rules. Finally, we address recommendations for future gateways that utilize a fully layered architecture.

The performance of two networks to support autonomous multi-spacecraft formation flying systems is presented. Both systems are comprised of a ten-satellite formation, with one of the satellites designated as the central or "mother ship." all data is routed through the mother ship to the terrestrial network. The first system uses a TCP/IP over ATM protocol architecture within the formation, and the second system uses the IEEE 802.11 protocol architecture within the formation. The simulations consist of file transfers using either the File Transfer Protocol (FTP) or the Simple Automatic File Exchange (SAFE) Protocol. The results compare the IP queuing delay, IP queue size and IP processing delay at the mother ship as well as the end-to-end delay for both systems. In all cases, using IEEE 802.11 within the formation yields less delay. Also, the throughput exhibited by SAFE is better than FTP.

This paper presents an overview of requirements and issues related to improving the infrastructure security of the global information grid (GIG). The context for "hardening" this infrastructure is to develop commercial standards that encourage products to support the GIG. Candidate infrastructure services for such hardening include signaling, routing, management, naming, and service location. The commercial standards of interest for GIG include certain relevant technologies at different stages of maturity, such as, asynchronous transfer mode (ATM), multiprotocol label switching (MPLS), and optical networking. This paper also describes the Department of Defense (DoD) activities aimed toward defining security requirements and standards for hardening of switches and routers that implement these same networking technologies.

Late in 1998, the Commander, US Army Europe (USAREUR), requested that Program Executive Office Command, control and communications systems (PEO C3S) evaluate the use of Force XXI systems and technologies to enhance the capabilities of the stabilization forces in Bosnia and Kosovo. The resulting material solution consisted of a variant of the Force XXI Battle Command Brigade and Below (FBCB2), packaged on a commercial hardware suite and renamed the Enhanced Information System (EIS). Due to the lack of enhanced position location radio systems (EPLRS) normally used with FBCB2 and terrain restrictions on line-of-sight, the QUALCOMM Incorporated OmniTRACS/spl reg/ Mobile Information Management System, a commercial-off-the-shelf (COTS) two-way mobile satellite-based data communication and vehicle position/location tracking system, is used as the communications path. In late 1999 an OmniTRACS system, including a complete network management facility (NMF), was deployed within the USAREUR Theater to provide a command and control capability to track U.S. ground vehicles on patrol in the Balkans. This OmniTRACS system, referred to as Contingency Force Tracking System (CFTS), provides the communications path for the EIS. In Bosnia, there are 70 vehicles deployed with EIS systems that automatically provide the patrols with their current position location, as well as the position location of adjacent vehicles, all without operator action. These position locations are also being sent to a web-based data broker for worldwide dissemination. In Kosovo, there are approximate 450 vehicles equipped with OmniTRACS hardware using the CFTS for two-way mobile satellite-based data communication. In both countries, position locations are provided through a software interface to the Global Command and control System (Army) at USAREUR Headquarters in Heidelberg, Germany for inclusion into the common operational picture (COP).

The Knowledge-based Design for Adaptive Connectivity (XDAC) is an executable architecture to achieve communications automation (CA) for end-to-end USA Navy tactical networks. CA for Naval communications is defined as the automation of the management, monitoring, configuration and control of communications assets to achieve optimal end-to-end connectivity with guaranteed quality of service (QoS) for Navy applications based upon mission requirements. CA supports the reduction of manpower required to operate and maintain C4ISR assets, decreases the complexity of new communications technologies, and supports warfighter requirements for dynamically configurable communications. KDAC is implemented via an object-oriented design specified in the Unified Modeling Language (UML), a standardization of a unified notation for modeling of architectures that can be used in all phases of architecture development. KDAC implements both the systems and technical architectures.

The third phase of the City's Advanced Signal System is currently being implemented. This third phase will implement a wireless communications to remote traffic controllers via an integration of Metricom's Wireless Ricochet network with Econolite's ASC/2s traffic controllers. The City's central system will utilize this packet radio network operating under the Star Mode, a proprietary, connectionless service, via a virtual private network configuration. The modems operate in the 900 MHz range, and the network handles all routing, contention, and retransmissions. The City's Advanced Signal System will utilize a new communications protocol that is "event driven". This protocol dictates that a message is sent only when a change in status occurs, or when a request for information is received. This is very different from the typical polling based protocols used for nearly all of today's traffic signal systems. The City's system will use the State of California's AB3418E (extended) message sets for system communications. Since the network only needs addresses and timestamps for communications, any modem can be easily relocated to a new location with relatively little effort. Future enhancements to the protocol include support for NTCIP Class B messages, and transmission of controller event logs. The City will implement modems at traffic signal locations that will ultimately be connected over fiber. As each of these signals is connected with fiber, the modems will be relocated to other more remote locations in the City. This paper will discuss the basic technology, the versatility of this packet radio network for communications with traffic signals, the new communications protocols being developed, and the future enhancements to this technology.

The predominant Web search model attempts to use multiple computers under centralised management to act as one search engine for the entire Web. As the quantity of online information increases, systems based on this model become prohibitively expensive for all but the largest organisations. We advocate the use of distributed search architectures where multiple independently owned and managed search engines act as one search system. This approach has significant advantages including low market entry cost for individual search providers and the potential to stimulate the provision of high-quality services through competition. The low entry cost allows small organisations and even individual users to influence service features and quality by establishing specialised search services. However, independent proprietorship also greatly complicates the search system design. The potential for competition between engines requires new approaches to effective engine management Many new issues arise such as deciding what information an engine will index. In this paper we analyse the sources of complexity in distributed Web search architectures with independent proprietorship and competition between engines. We outline possible ways to cope with this complexity using techniques from the field of computational economics such as game theory.

The near-far problem for direct-sequence spread-spectrum (DS-SS) can be alleviated by the use of low-complexity multiuser receiver implementations, such as successive interference cancellation (SIC) and parallel interference cancellation (PIC) receivers. Ironically, multiuser detection (MUD) has received more research attention for its potential application to 3rd generation commercial cellular systems which employ tight power control than for its application to ad-hoc military networks that might benefit from the near-far resistance of MUD techniques. Some previous research has demonstrated the feasibility of simple MUD techniques for improving the performance and capacity of ad-hoc peer-to-peer packet radio networks (Howlader and Woerner 1998, 1999). This paper presents an architecture for DS-SS packet radio networks exploiting MUD. issues to be considered include: the performance of fixed complexity PIC and SIC receivers in peer-to-peer environments with AWGN and fading channels, the formulation of signal amplitude estimation for the MUD, and packet acquisition using receiver-oriented spreading codes.

To meet the on-going challenges of uninterrupted service, the traditional voice-telecommunications have developed throughout the years a very reliable -48VDC power architecture. Having a standardized -48VDC power interface simplifies reliability considerations to a few engineering decisions like battery sizing, A&B DC bussing, AC backup scheme (generator, fuel cells, etc.). The explosion of the data communication industry and the strong dependency of the modern world economy have brought unforeseen reliability design issues: reliability design has now taken another twist as loss of service is translated into more vital loss of revenues then ever. Unfortunately, the established principles for DC powered equipment can no longer be applied as modern data centers are using a multitude of different equipment that can be powered by either AC or DC input voltages. The power architect is now faced with endless possibilities and combinations to achieved the desired reliability objective. AC power, DC power, battery location, dual line feed equipment, heat management, building & space constraints are all new elements which must now be taken into consideration. This paper reviews simple power architectures and reviews reliability, availability and cost differentials.

Orbital structures are currently limited by the payload capacity of launch vehicles. Satellite mass and volume constraints restrict the maximum size of solar arrays, antenna diameters, fuel tanks, and other satellite subsystems, thereby limiting overall satellite capability and effectiveness. In this study we address these issues by proposing the assembly of global telecommunications satellite network, the Ansible, that takes advantage of on-orbit telerobotic assembly and modular spacecraft design, thus surpassing other modem communication satellite networks. The Ansible network would provide several simultaneous global services, ranging from low data rate transmission to the satellite from a small low-power device, to very high data rate transmission to a small number of fixed ground stations, with intermediate levels of service in between. The ability to significantly vary levels and types of services is not currently available in the telecommunications market. This uniquely versatile satellite service is made possible with the use of steerable, hopping beams, regulated by an on-board processor that also controls the demodulation. The Ansible design utilizes many advanced technologies including telerobotic assembly, a reusable solar orbit transfer vehicle, tethered powersail, lightweight truss structure with integrated power distribution and thermal control system, deployable looped heat pipe radiators and lightweight, deployable Ka-band antennae. The mission architecture, technical specifications of the satellite, and robot are all presented and justitied. Models for the cost, mass, power and performance of the satellite are given and comparisons are drawn against existing, conventional satellite telecommunications networks, quantifying the many advantages of modular on-orbit satellite construction.
