From 2002 to 2004, a satellite data processing system for marine application had been built up in State Key Laboratory of Satellite Ocean Environment Dynamics (Second Institute of Oceanography, State Oceanic Administration). The system received satellite data from TERRA, AQUA, NOAA-12/15/16/17/18, FY-1D and automatically generated Level3 products and Level4 products(products of single orbit and merged multi-orbits products) deriving from Level0 data, which is controlled by an operational control sub-system. Currently, the products created by this system play an important role in the marine environment monitoring, disaster monitoring and researches. Now a distribution platform has been developed on this foundation, namely WebGIS system for querying and browsing of oceanic remote sensing data. This system is based upon large database system-Oracle. We made use of the space database engine of ArcSDE and other middleware to perform database operation in addition. J2EE frame was adopted as development model, and Oracle 9.2 DBMS as database background and server. Simply using standard browsers(such as IE6.0), users can visit and browse the public service information that provided by system, including browsing for oceanic remote sensing data, and enlarge, contract, move, renew, traveling, further data inquiry, attribution search and data download etc. The system is still under test now. Founding of such a system will become an important distribution platform of Chinese satellite oceanic environment products of special topic and category (including Sea surface temperature, Concentration of chlorophyll, and so on), for the exaltation of satellite products' utilization and promoting the data share and the research of the oceanic remote sensing platform.

The government of Mongolia develops and implements policy on rational utilization of its natural resources. Up-to-date information on the state of the environment would be ideal to support adequate planning and policy formulation. Up to 2006, a real time remote sensing applications have been based on NOAA/AVHRR data only and for land cover and natural resources changes the Landsat TM, ETM+, SPOT, ASTER, EOSSAR data were utilized over separate parts of Mongolian territory. The application of the remote sensing data shall have improvement with implementation of the program supported by the Dutch Fund. Dutch Government funded and the Mongolian Ministry of Nature and Environment implemented program "National Geoinformation center for Natural Resources Management (NGIC)" that has commenced in December 2006 aims at macro level environmental decision and policy making. Within NGIC program the MODIS and FY-2C geostationary satellites are to be installed and be got operational. FY-2C receiving station manufactured at ShineTek, China was installed in May 2007 and the data processing software such as Energy Water balances monitoring system (EWBMS) provided by EARS company of the Netherlands is implemented. The MODIS receiving station is installed in September 2007;synchronously the training of local experts on MODIS data processing and applications has been conducted. MODIS data are intended to be applied for monitoring of drought/desertification process, fire occurrence and dzud monitoring and forecasting, detecting change of the forest and surface water. The products derived with employment of the satellite data will be distributed to the end-users including local decision makers at aimag (provincial) level via existing VSAT network and high speed internet.

Land surface temperature (LST) and sea surface temperature (SST) are important quantities for many environmental models, and remote sensing is a feasible and promising way to estimate them on a regional and global scale. In order to estimate LST and SST from satellite data many algorithms have been devised, most of which require a-priori information about the surface and the atmosphere. However, the high variability of surface and atmospheric parameters causes these traditional methods to produce significant estimation errors, thus making their application on a global scale critical. A recently proposed approach involves the use of support vector machines (SVMs). Based on satellite data and corresponding in-situ measurements, they generate an approximation of the relation between them, which can be used subsequently to estimate unknown surface temperatures for additional satellite data. Such a strategy requires the user to set several internal parameters. In this paper a method is proposed for automatically setting these parameters to values that lead to minimum estimation errors. This is achieved by minimizing a functional correlated to regression errors (i.e., the "span-bound" upper bound on the leave-one-out error) which can be computed using only the training set, without the need for a further validation set. In order to minimize this functional, the Powell's algorithm is used, because it is applicable also to nondifferentiable functions. Experimental results generated by the proposed method turn out to be very similar to those obtained by cross-validation and by a grid search for the parameter configuration yielding the best test-set accuracy, although with a dramatic reduction in the computational times.

The Moderate Resolution Imaging Spectroradiometer (MODIS) is a unique source of reach spectral information useful for many applications. It provides observations in 36 spectral bands ranging in wavelengths from 0.4 mu m to 14.4 mu m with a spatial resolution from 250m to 1km. The standard MODIS data processing system and products cover the basic operational needs for a number of products and applications. Implemented globally they, however, cannot always make the best use of MODIS 250m and 500m land channels required for terrestrial monitoring and climate change applications. To address the need of regional users in enhanced MODIS data, especially in terms of spatial resolution, an independent technology for processing MODIS imagery has been developed. It uses MODIS level 1B top of the atmosphere swath data as input. The system includes the following steps: 1) fusion (downscaling) of MODIS 500m land channels B3-B7 with 250m bands B1-B2 to obtain consistent 250m imagery for all seven bands B1-B7;2) re-projection of 250m bands into standard geographic projection;3) scene identification at 250m spatial resolution to obtain mask of clear-sky, cloud and cloud shadows;4) compositing clear-sky pixels over 10-day intervals;5) atmospheric correction;6) landcoverbased BRDF fitting procedure. The fusion technique is designed to work with MODIS/TERRA data due to known problems with band-to-band registration accuracy on MODIS/AQUA. The developed method is applied to generate MODIS clear-sky land products in the Lambert Conformal Conical (LCC) projection for Canada and the Lambert Azimuthal Equal-Area (LAEA) projection for the North America and the Arctic circumpolar zone. The novel clear-sky compositing approach is proposed that significantly reduces impact of BRDF effect on raw composites by separation of pixels into two ranges of relative azimuth angle within 90 degrees-270 degrees and outside of this interval.

The geostationary hyperspectral infrared sounder studied for the next generation Geostationary Operational environmental Satellite. An atmospheric temperature and moisture sounding profile retrieval algorithm has been developed for processing the GHS under both clear and cloudy skies through brightness temperature eigenvector regression with all the spectral channels. A Geosynchronous Imaging Fourier Transform Spectrometer like instrument is assumed in the simulation study. Nonhydrostatic numerical model over a full disk analyses can provide atmospheric profile data with high temporal and spatial resolutions. The atmospheric cube data set from the Weather and Research Forecast model output were used as “truth” atmospheric field in the simulation. Each truth atmospheric profile is used to generate the simulated GIFTS top of atmosphere radiances by a fast 2-layer cloudy radiative transfer forward model with instrument noise contained. Retrieved atmospheric temperature, moisture, ozone profiles, and surface skin temperature are then compared with the model profiles (“truth”) to demonstrate the capability of the GHS. A similar study was shown by Liu et al. (2004) but in clear skies only.

DMC+4 is a small satellite of International Disaster Monitoring Constellation, which was designed as a proof of concept constellation, capable of multispectral imaging of any part of the world every day. It is unique in that each satellite is independently owned and controlled by five separate nations, Algeria, Nigeria, Turkey, UK and China, but all satellites have been equally spaced around a sun-synchronous orbit to provide daily imaging capability. The DMC satellites provide a unique Earth Observation data that enables daily revisit anywhere in the world. In order to ensure the utilization DMC+4 small satellite image in geological survey, land use, environmental and disaster monitoring, preliminary deep processing system had been developed for receiving, preprocessing, and data distribution. The thematic information extraction algorithms of water, shoal, settlements, and roads had been studied with the DMC+4 images, and important progress had been made. The paper proposes a new road network detection algorithm aimed at the features of DMC+4 high resolution satellite images (HRSI) whose panchromatic image has a high resolution of 4m. In the high resolution remotely sensed image, road network has the following features: (1) the width of the road varies slightly and slowly;(2) the direction of the road varies slowly;(3) the local mean grey level of the road varies slowly;(4) the road is relatively long. Moreover, due to the increase of the resolution, the noises such as bridges, cars and trees along the road and its edge also increase. A novel road network detection algorithm namely Scansnake is proposed in the paper, and tested on the DMC+4 images. Compared to the traditional algorithm, this algorithm is an innovation. A large amount of experiments have proved that Scansnake algorithm has the advantage of object tracking under a series of complex conditions such as the variation of the width of the road and-the change of grey feature distribution.

We review the advantages of a national standard for microwave brightness temperature and outline our proposed approach toward developing such a standard. The proposal is a combined standard that would comprise both a standard radiometer, traceable to primary noise standards, and a fully characterized standard target. We also review our recent work on development of a standard radiometer and on characterization of calibration targets.

Future satellite weather instruments such as high spectral resolution imaging interferometers pose a challenge to the atmospheric science and software development communities due to the immense data volumes they will generate. An open-source, scalable reference software implementation demonstrating the calibration of radiance products from an imaging interferometer, the Geosynchronous Imaging Fourier Transform Spectrometer (GIFTS), is presented. This paper covers essential design principles laid out in summary system diagrams, lessons learned during implementation and preliminary test results from the GIFTS Information processing System (GIPS) prototype.

A data collection experiment was held on 10 May 2006 in which various types of ground truth were collected. During analysis of the data, it became apparent that a good deal of temporal and spatial variability existed both between the two collection sites and between each of the flight lines. The variability was primarily manifested in the total sky radiance spectra collected during each flight line. These effects were believed to be due to a rapidly changing sky environment populated by sparse clouds that grew thicker as the collection continued. After discussing the theoretical considerations of remotely sensing in the presence of clouds and other objects, the results of our analysis are presented. It was observed that temporal variability resulted in approximately 2-15% error in sky radiance across the visible wavelengths, and that spatial variability in sky radiance could be shown to be responsible for up to 5% error in retrieved reflectance. Additional theoretical work in modeling the expected radiance contributions of a cloudy sky and the impacts of cloud-induced variability is on-going and will be supported by these results.
