The Information Sciences Institute of the University of Southern California established the MOSIS Service in I981 in response to a request from DARPA to provide access to advanced IC technologies for their research community. This effort was expanded in 1985 by a joint effort between DARPA and NSF to include the submission of designs from University classes in VLSI design. Both DARPA and NSF provided funding for fabrication of these educational designs from 1985 through 1995. The funding situation changed significantly in 1994 as a result of the shrinking Federal budget. At this time, DARPA withdrew from the educational program, and NSF announced its planned withdrawal by 2000. The present status of the MOSIS Service, current technology offerings and packaging options as well as the status of the VLSI educational program are presented in this paper.

DRAM manufacturers are driving the quest for integration friendly, simplified, and statistically-controlled process development, In the DRAM field, strong emphasis must be placed on "process simplification" as a means of staying cost effective and competitive, In order to examine process architecture and processintegration, both at the module and system levels, it is emphasized that using correct statistical methods in conjunction with advanced technology is important, For simplified process development and integration, many aspects of the new process assessment are data driven, Also, it is critical to understand the source of variation in the process, obtain process stability, and assess the process capability relative to specifications of manufacturability and functionality, Statistical process control techniques are a requirement for interpreting the results of process capability studies, as will be discussed in this paper, In this paper, we have emphasized that both statistical methods and technological innovation are required for process optimization, We have investigated several examples that illustrate the methodology followed for the development of statistically controlled, production-worthy processes, The process improvement strategy is described both for gate stack and the DRAM cell, The focus of the results described here is both in the context of enhancing process capability for existing processes and evaluating alternate process options that can be accomplished through the use of advanced process technology.

This paper describes an on going research by the authors who are seeking methods to integrate an earlier developed manufacturing process modeling method in the virtual manufacturing (VM) technology. The primary aim is to attach special manufacturability evaluation to modeling of mechanical products. A more or less generic process model is generated for a cluster of manufacturing tasks then manufacturing process entities are created by evaluation of the manufacturing process model using part, form feature, production environment, production planning and cost information. Petri net manufacturing process model representation is used. It has proved to be a versatile virtual manufacturing tool in manufacturing process planning, evaluation of manufacturability and in manufacturing environment design. A process model evaluation procedure is emphasized in the course of which feasibility and resource requirements of the manufacturing are revealed. Firstly, techniques of evaluation of manufacturability, the applied approach to integration of shape and manufacturing process modeling and the related virtual manufacturing concepts are introduced. The process model is outlined and earlier relevant publications of the authors are cited. Then problems and solutions at evaluating of process model in close connection with design and environmental changes are detailed. Following this, integration of the method into a comprehensive virtual manufacturing concept is explained. Finally, main issues and future research plans are concluded.

Recently a new way of building control systems, known as behavior based robotics, has been proposed to overcome the difficulties of the traditional AI approach to robotics. Most of the work done in behavior-based robotics involves a decomposition process (in which the behavior required is broken down into simpler sub-components) and an integrationprocess (in which the modules designed to produce the sub-behaviors are put together). We claim that decomposition and integration should be the result of an adaptation process and not of the decision of the experimenter. In this paper we will support this hypothesis by showing how in Mo different cases a more simple and robust solution can be obtained by letting the entire behavior emerge through an evolutionary technique than by trying to design a set of modules and to coordinate them.

This paper describes the means of achieving the integration of design-for-the-environment practices into an environmental management system (EMS) through the objectives-setting process of the EMS. Many progressive large firms, and even some smaller firms, have implemented EMSs to various degrees of formality within recent years. EMSs enable organizations to give increased focus, momentum and sustainability to their efforts to improve their environmental performance. design for the Environment (DFE) has not yet significantly affected the products and processes at most firms. The authors propose that EMSs may provide the vehicle for firms to seriously examine the potential for DFE, and the structure to make it happen. The objectives-setting step within EMS deployment is specifically proposed as the process within which appropriate DFE practices can be identified and targeted for implementation.

This paper presents the third and the last part of the case study of implementing design for Environment in an R&D Unit of Nokia Telecommunications. The goal has been to implement design for Environment into the product process. This has been done by integrating environmental issues into the processthrough influencing points found from it. The integration has mainly been achieved with the help of check lists that we call "working assistants". Tailored DFE training has been arranged to the designers to help them understand the concept and to start using the "working assistants". design for Environment, as an approach, has been communicated to the employees through different channels. The integrated design for Environment system has been measured with two groups of metrics: Product Related Metrics and design for Environment System Related Metrics. Targets of the metrics have been set by the R&D Management Team, and improvement measures are now in progress. This paper will describe how the PDCA (Plan, Do, Check, Act) cycle has been successfully used as a framework for this implementation process. Parts of the implementation have already been covered in the two previous papers (ISEE-96 and ISEE-97). We hope that this paper is able to give a complete view of the whole project including all the PDCA phases.
