Block-based linear transforms have found widespread use in image and video compression. However popular compression algorithms using such transforms, such as JPEG, which are very effective in compressing continuous tone images, do not perform well on mixed-mode images which have a substantial text component. With a growing number of applications where such images occur, e.g., color facsimile, digital libraries and educational videos, there are advantages in being able to classify each block as being text or continuous tone. With such a classification, different compression parameters or even algorithms may be employed for the two kinds of data to obtain high compression with minimal loss in visual quality. In this paper we propose algorithms for text segmentation based on a variety of linear transforms. We analyze the algorithms based on the accuracy and robustness of segmentation. Our results show that any of the popular linear transforms (DCT, DHT, DFT, WHT, DWT) can be used for accurate and robust text segmentation. An important practical implication of our results is that system designers can now use the same transform for both segmentation and compression, thus obtaining substantial savings in computational cost while improving quality.

Spectacular advances during the last decade have altered the related disciplines of computing and telecommunications beyond all recognition. The developments in the 'enabling technologies,' which have made these advances possible, have been less obvious to the casual observer. With the advent of compressed video standards such as MPEG, film archives around the world are looking at using the medium as a new means of distributing historically significant film material. However, we find that a compression standard such as MPEG, which is optimised for the statistics of modern motion picture film and video, is poorly suited to coding motion pictures recorded with early technologies and suffering from severe age related degradation. Indeed restoration of some historically significant film is necessary, not just so that it may be returned to its former visual quality, but to prevent the film from looking significantly worse after compression. We describe the degradation artifacts encountered-in a historically significant film made in 1906, the strategies employed to improve its compressed quality and the results of these efforts.

Over the last few years three technologies have reached the stage of maturation where then can become synergistic. These are wideband, high speed networking, high quality video compression (MPEG-I and II), and high capacity affordable digital storage media. This paper addresses the interaction of these three technologies. In particular, it examines the problem of taking a compressed video data stream that is stored on a server, and transmitting it over an ATM channel which has a capacity smaller than that required by the data stream. The conventional approach to this problem would be to transcode by decoding the video data, and then re-encoding so as to meet the channel constraints. Currently this is not a cost effective solution since, while MPEG decoders are relatively inexpensive, encoders are not. Our approach to this problem is to partially decompress the video bitstream. Then, perform the transcoding in the quantized data domain. Finally, a valid bitstream is reassembled and transmitted. This approach has the advantage of providing nearly identical quality as the traditional transcoding approach, at a fraction of the hardware cost.

We introduce the concept of dynamic rate shaping, a technique to adapt the rate of compressed video bitstreams (MPEG-1, MPEG-2, H.261, as well as JPEG) to dynamically varying bit rate constraints. The approach provides an interface (or filter) between the encoder and the network, with which the encoder's output can be perfectly matched to the network's quality of service characteristics. Since the presented algorithms do not require interaction with the encoder, they are fully applicable to precoded, stored video (e.g., video-on-demand systems). By decoupling the encoder and the network, universal interoperability can be achieved. In essence, DRS bridges the gap between CBR and VBR video, allowing a continuum of possibilities between the two. A set of low-complexity algorithms for so-called unconstrained dynamic rate shaping are presented, and both optimal and extremely fast designs are discussed. Experimental results are provided using actual MPEG-2 bitstreams.

This paper presents an architectural simulator called videoFLOW software tools for developing programmable DSP chip set for various video codec standards. This DSP chip set consists of the Image compression Coprocessor (ICC) and Motion Estimation Coprocessor (ICC), which provide an easy solution for implementing the major digital video codec algorithms. The ICC/MEC simulation components are 100 percent bit accurate and closely approximate the timing of the actual chips. In addition, the simulation tool provides users with the ICC/MEC system simulation, debugging, and various performance monitors. This tool can also be used to define and modify the architectural specification for future product line of the ICC and MEC.

We present a software implementation of a real-time MPEG video codec on the MediaStation 5000 multimedia system. Unlike other compression systems whose sole function is the encoding or decoding of video data, the MediaStation 5000 is capable of performing various real-time operations involving a wide range of multimedia data, including image, graphics, video, and even audio. This programmability is provided by Texas Instruments TMS320C80, better known as Multimedia video Processor (MVP), which is a single-chip multiprocessing device with highly parallel internal architecture. The MVP integrates a RISC processor, four DSP-like processors, an intelligent DMA controller, video controllers, and a large amount of SRAMs onto a single chip. Since the MVP contains such a high degree of parallel features, developing the MPEG software and mapping it to the MVP requires a thorough study of the algorithms and a good understanding of the processor architecture. By exploiting the advanced features of the MVP, the MediaStation 5000 can achieve the MPEG compression and decompression of video sequences in real time.

This paper gives a summary of the MPEG/audio compression algorithm. This algorithm was developed by the Motion Picture Experts Group (MPEG), as an International Organization for Standardization (ISO) standard for the high fidelity compression of digital audio. The MPEG/audio compression standard is one part of a multiple part standard that addresses the compression of video (11172-2), the compression of audio (11172-3), and the synchronization of the audio, video, and related data streams (11172-1) to an aggregate bit rate of about 15 Mbits/sec. The MPEG/audio standard also can be used for audio-only applications to compress high fidelity audio data at much lower bit rates. While the MPEG/audio compression algorithm is lossy, often it can provide "transparent", perceptually lossless, compression even with compression factors of 6-to-l or more. The algorithm works by exploiting the perceptual weaknesses of the human ear. This paper also will cover the basics of psychoacoustic modeling and the methods used by the MPEG/audio algorithm to compress audio data with least perceptible degradation. © 1994 SPIE.
