Standoff detection, identification and quantification of chemicals require sensitive spectrometers with calibration capabilities. Recent developments in LWIR focal plane arrays combined with the mastering of Fourier-Transform Spectrometer technology allow the realization of an imaging spectrometer specifically designed for chemical imaging. The spectral and radiometric calibration of the instrument enables the processing of the data to detect the chemicals with spectral signatures in the 8-12 mum region. Spectral images are processed and the contrast between different pixels is used to map the chemicals. Telops has built a field-portable instrument. This paper presents some details about the design of this state-of-the-art sensor. Performance and test results are also presented along with results from a field test.

Both Fourier Transform Infrared (FTIR) spectrometers and sampling techniques have seen a paradigm shift over the past 20 years. Infrared (IR) spectroscopy using the mid IR "fingerprint" region shows excellent specificity for determining the presence and quantity of well over 50000 organic chemical species. Tiny amounts of sample suffice for identification using a chemically inert scratch resistant diamond micro internal reflection crystal. For air quality, FTIR can be used as a point monitor, sniffing air samples in an IR cell or using a long open-air path with a remote reflector or direct passive remote sensing. This makes IR ideal for first responders and haz/mat professionals provided the FTIR is compact, rugged and easy to use in the field. Already FTIR is widely used in industrial plants often directly at the process. In parallel FTIR is increasingly used in mobile field environments including airborne platforms as well as for satellite-based sounders. This paper presents a resume of the evolution of FTIR and sampling technology and the boundaries of applicability of field deployed FTIR chemical sensors for the assessment of suspect substances as well as air pollution at the site of an emergency situation.

A trailer-based sensor system has been developed for remote chemical sensing applications. The detection scheme utilizes quantum cascade lasers operating in the long-wave infrared. It has been determined that atmospheric turbulence is the dominating noise source for this system. For this application, horizontal path lengths vary from several hundred meters to several kilometers resulting in weak to moderate to strong turbulence conditions. Field experiments have simultaneously monitored meteorological and atmospheric quantities during remote sensing in order to better understand the impact of turbulence on horizontal beam propagation. A numerical model has been developed to simulate the performance of the system and comparisons between simulation and experiment have been encouraging.

There is an immediate need for the ability to detect, identify and quantify chemical and biological agents in water supplies during water point selection, production, storage, and distribution to consumers. Through a U.S. Army sponsored Joint Service Agent Water Monitor (JSAWM) program, based on hand-held assays that exist in a ticket format, we are developing new algorithms for automatic processing of tickets. In previous work, detection of control dots in the tickets was carried out by traditional image segmentation approaches such as Otsu's method and other entropy-based thresholding techniques. In experiments, it was found that the approaches above were sensitive to illumination effects in the camera reader. As a result, more robust, object-oriented approaches to detect the control dots are required. Mathematical morphology is a powerful technique for image analysis that focuses on the size and shape of the objects in the scene. In this work, we describe a novel application of morphological operations in identification of control dots in hand held assay ticket imagery. Such images were pre-processed by a light compensation algorithm prior to morphological analysis. The performance of the proposed approach is evaluated using Receiving Operating Characteristics (ROC) analysis.

This paper is a collaborative effort between the US EPA's technology Applications and Research & Development groups to generate commercial interest in the development of cost effective sensors appropriate for the requirements of organizations in the CIVIL sector chartered with providing emergency first response support. The US EPA Region-7 technology Applications Group maintains the Airborne Spectral Photometric Environmental Collection technology (ASPECT) System. This system provides the US EPA with operational 24 hour / seven days a week emergency response remote chemical detection capability. Data collected by the ASPECT system along with first responder requirements will be encapsulated in a manner suitable for guiding the efforts of commercial sensor system manufactures (e.g., effluents of interest, bounding concentrations/abundances, bounding environmental background parameters, sensor radiometric performance requirements for high-confidence response/action, operational readiness timelines, etc.). This paper is intended to provide the requirements, initiate and guide the synthesis process for sensor(s) and instrument packages providing sufficient area coverage, spectral resolution, and sensitivity to detect, selectivity to identify, image, and map hazardous chemical plumes. It is believed this effort will facilitate cost effective and timely state of the art sensor/system technology development suitable for CIVIL emergency response needs in compact automated packages.

Recent developments in the characterization of particle dispersions have demonstrated that complementary information on the joint particle property distribution (size-shape-chemical composition) of micron and sub-micron particles is available from multiwavelength spectrophotometric measurements. The UV-VIS transmission spectra of the microorganism suspensions reported herein were recorded using a Hewlett-Packard 8453 diode array spectrometer with an acceptance angle smaller than 2 degrees. To eliminate concentration and particle number effects, the transmission spectra were normalized with the average optical density between 230-900 nm. Experimental results demonstrate that microorganisms at various states of growth give rise to spectral differences that can be used for their identification and classification and that this technology can be used for the characterization of the joint particle property distribution for a large variety of continuous, on-line, and in-situ particle characterization applications. An interpretation model has been developed for the quantitative interpretation of spectral patterns resulting from transmission measurements of microorganism suspensions. The interpretation model is based on light scattering theory and spectral deconvolution techniques and yields the quantitative information necessary to define the probability of the detection and identification of microorganisms. A data base of 54 pathogens has been created and demonstrates that the technology can be used in the field for real-time in-situ monitoring applications.

ATIS Company is developing a new optical remote sensor based on the GALAAD worlwide patented multispectral imaging technology registered in 1998. The developed prototype has demonstrated its capabilities as an infrared imaging spectrometer as it allows real-time remote detection, monitoring and localization of hazardous gas plumes. Based on a novel concept of imaging spectrometer, this technology uses an un-cooled IRFPA (ULIS 320x240 bolometer) to reduce significantly the production and running costs of the device. The core of the GALAAD technology is a dynamic continuous spectral filtering mechanism, which, opposite to standard spectrometers, builds an entire spectrum for each pixel with a spectral resolution down to 25 nm. This technology works for any gas having an absorption spectrum in the sensitivity band of the sensor (here 7-14 micron region). The processing of the resulting multi spectral images allows the detection and identification of the gases present in the atmosphere using their specific infrared signature. The concentration is quantified and overlaid directly on the infrared image to monitor the site in a clear and intelligible way.

The need for the development of a low-cost, low-energy, portable remote sensor of hazardous chemicals for first responders and facility protection has been recognized. Differential absorption radiometry (DAR) based on uncooled detectors has been identified as a possible solution. However, uncooled detectors have lower detectivity than cooled detectors and thus require efficient light management. Two prototype DARs, one consisting of two cryogenically cooled HgCdTe detectors and the other consisting of two LiTaO3 pyroelectric detectors, designed to detect methanol vapor, were built and tested in the laboratory to compare their relative performance by measuring detectivity limits under controlled conditions. With DeltaT=8.3 K between the methanol vapor and a radiation source having an emissivity of epsilon(s)=0.92, methanol detection limits of 3.14x10(-4) atm-cm and 3.5x10(-3) atm-cm were projected for the HgCdTe and pyroelectric based DARs with similar optics, respectively, assuming that a minimum SNR greater than or equal to 5 is required for positive detection and identification. Evaluation of the individual detectors in each DAR demonstrated that the detector limited noise equivalent temperature difference (NETD) for the HgCdTe detector was 381 muK whereas the detector limited NETD for the pyroelectric detector was 110 mK. With a I s exposure to the source, temperature fluctuations in the environment increased the NETD of the HgCdTe detector to 31.0 mK whereas the NETD of the pyroelectric detector was 115 mK. These results indicated that the advantage of the HgCdTe based DAR relative to the pyroelectric based DAR is much smaller than the advantage projected by their detector limited characteristics such as D*. Thus for remote sensing applications where cost is critical, the use of pyroelectric detectors can provide acceptable performance characteristics when the signal incident on the detector is increased only by x10 relative to the signal required for similar se

In recent years, there has been increased emphasis on remote sensing as an alternative to traditional systems that rely heavily on the deployment of extensive manpower for surveillance and security. Unattended sensors provide for continuous, widespread coverage and are more cost-effective than the deployment of personnel for many Homeland Defense and Law Enforcement applications. Such applications include international border security, perimeter defense of military installations, nuclear and other critical facilities, as well as detection of chemical or bio-terrorism attacks. Sensor technology has experienced significant advances in recent years. However, remote sensors still rely on batteries, which are short-lived and notoriously unreliable, thereby potentially compromising Homeland Security. There is a critical need for a long-term, reliable energy source to power remote sensor networks. Such a battery-free alternative technology has been developed by Ambient Control Systems. Ambient has developed an advanced mid-door photovoltaic technology, which converts light to energy over a wide range of lighting conditions. The energy is then stored in supercapacitors, a highly robust, long-term storage medium. Ambient's advanced energy management technology can power remote sensor and control systems 24 hours/day, 7 days/week for over 20 years, without batteries and with virtually no maintenance, providing for ongoing monitoring and control.
