In this paper, we propose a novel technique for blind image restoration and resolution enhancement based on radial basis function (RBF) neural network. The RBF network gives a solution of the regularization problem often seen in function estimation with certain standard smoothness functional used as stabilizers. A RBF network model is designed to represent the observed image. In this model, the number and distribution of the centers (which are set to the pixels of the observed image) are fixed. In addition, network output is set to the observed image pixel gray scale value. The RBF plays a role of point spread function. The technique can also be applied to image resolution enhancement by generating an interpolated image from the low resolution version. Experimental results show that the learning algorithm call effectively estimate the model parameters and the established neural network model has a high fidelity in representing an image. It is believed that the proposed neural network model provides a valuable tool for image restoration and resolution enhancement and holds promises to improve the quality and efficiency of imageprocessing.

This paper explores the design of optimal transform coders and scalar quantizers using Chernoff bounds on probability of misclassification as the measure of classification accuracy. This design improves classification performance but the mean square error (as well as the visual quality) of the coded image degrades. However, by appropriately combining classification accuracy and mean square error in the cost function, one can achieve good classification with low (visual) distortion, which is desirable in classification systems requiring visual authentication.

Non-linear techniques for denoising images and video are known to be superior to linear ones. In addition video denoising using spatio-temporal information is considered to be more efficient compared with the use of just temporal information in the presence of fast motion and low noise. Earlier, we introduced a 3-D extension of the K-nearest neighbor filter and have investigated its properties. In this paper we propose a new, motion- and detail-adaptive filter, which solves some of the potential drawbacks of the non-adaptive version: motion caused artifacts and the loss of fine details and texture. We also introduce a novel noise level estimation technique for automatic tuning of the noise-level dependent parameters. The results show that the adaptive K-nearest neighbor filter outperforms the none-adaptive one, as well as some other state-of-the-art spatio-temporal filters such as the 3D a-trimmed mean and the state-of-the-art rational filter by Ramponi from both a PSNR and visual quality point of view.

The application of video coding systems such as MPEG in portable systems like organizers and mobile phones, can be scaled down to reduced complexity that matches with the desired video quality and/or display In this paper, a new DCT computation algorithm is presented, based on an analysis for optimizing the amount of computations involved at each computing stage, using existing fast DCT calculation algorithms. The analysis is used to scale down the video quality, thereby lowering the computing power and resource usage Compared to a diagonally oriented computation of coefficients that matches with the conventional MPEG scanning, a 2-4 SNR dB improvement is obtained when scaling down the video quality to halved computing resources.
