Sweeping changes throughout the Department of defense to improve efficiencies in acquisition processes have led to the creation of the simulation and analysis facility, or SIMAF, at Wright-Patterson AFB (WPAFB), OH. SIMAF is owned and operated by the Aeronautical systems Center (ASC) in a substantial teaming partnership with the Air Force Research Laboratory (AFRL). The facility is staffed with a new modeling, simulation, and analysis federation. The federation has been formed through partnerships with engineering, analysis, and simulation offices at WPAFB. With SIMAF, this federation is conducting simulation and analysis for system and requirements trades in a way that is prototypical of the simulation Based Acquisition vision. SIMAF fulfills the need for a facility appropriate for conducting highly classified simulations. This capability enables collaborative teams of USAF decision-makers, warfighters, and analysts to better and more quickly evaluate and develop advanced concepts and technologies for military applications. The federation's innovations include a more rigorous analytical approach to modeling and simulation using state-of-the-art distributed computing capabilities. The analysis approach capitalizes upon the complementary strengths of constructive and virtual simulation methodologies. SIMAF provides cutting-edge visualization capabilities, computing power, and air-to-air and air-to-ground combat simulations.

The development of an Integrated Base defense (IBD) is a significant challenge for the Army with many analytical gaps. The IBD problem space is complex, with evolving requirements and a large stakeholder base. In order to evaluate and analyze IBD decisions, the Training & Doctrine Command (TRADOC) Maneuver Support Center of Excellence (MSCoE) led and continues to lead a series of IBD focused experiments and wargames. modeling and simulation (M&S) significantly contributes to this effort. To improve IBD M&S capabilities, a collaborative demonstration with the Research, Development and Engineering Command's (RDECOM's) M&S Decision Support Environment (MSDSE) was held in September 2011. The results of this demonstration provided key input to MSCoE IBD related concepts and technologies. Moreover, it established an initial M&S toolset that will significantly improve force protection in combat zones and Army installations worldwide by providing leaders a capability to conduct analysis of defense and mission rehearsals. The demonstration was executed with a "human in the loop" Battle Captain, who was aided by mission command assets such as Base Expeditionary Targeting and Surveillance Sensors-Combined (BETSS-C). The Common Operating Picture was populated and stimulated using Science & Technology (S&T) M&S, allowing for a realistic representation of physical phenomena without the need for real systems. Novel methods were used for simulation orchestration, and for initializing the simulations and Opposing Force (OPFOR) activities. Ultimately, this demonstration showed that the MSDSE is suitable to support TRADOC IBD analyses and that S&T M&S is ready to be used in a demanding simulation environment. This paper will highlight the event's outcomes and lessons identified.

This paper presents a method that integrates modeling and simulation (M&S) Verification and Validation (V&V) as part of the M&S design. Experience indicates that in the past, very few models were developed with V&V as part of the design process. Formal V&V was usually done after the model had been released to the user community and was being used by major programs to support major decisions. This has changed in recent years as declining resources have resulted in a growing reliance on M&S. As awareness of the issues and the risks involved has increased, Department of defense (DoD) policies have been written that require V&V to be implemented as part of the M&S design, development, and acquisition process. Many things can go wrong when a model is not carefully verified and validated. Not only does lack of V&V make a model difficult, if not impossible, to use, but the model may fail to support its intended use. V&V reduces the risks of developing an M&S that does not meet requirements or of using an inappropriate simulation to support a decision. While risks can never be eliminated entirely, they can be quantified in a way that they provide the decision maker with an indication of how high the cost of using an erroneous M&S result can be. This approach therefore allows optimal decisions to be made. This paper gives a description of a methodology for implementing V&V processes and documentation into the M&S design process.

Using TK-2D software, a 2-D tidal current numerical model of Zhanjiang Bay is set up. On the basis of model verification, numerical simulation of tidal current field is carried out, and a reclamation project to the north of Donghai Island is numerically simulated. According to the simulation results, the tidal current characteristics of Zhanjiang Bay are analyzed and the feasibility of the reclamation project is demonstrated in views of tidal current. The numerical model developed can be used to carry out tidal current numerical simulation of any project in Zhanjiang Bay.

A Call-by-Call SIMulator (CCSIM) of a switched communication network has been developed under the sponsorship of the defense Information systems Agency. It has been used for a variety of applications involving engineering and network management studies for the defense Switched Network (DSN), undergoing a series of evolutionary extensions in the process. It is now a uniquely powerful tool for telephone network simulation applications. The purposes of this paper are to describe the goals, functionality, design and implementation of CCSIM;to summarize the applications for which it has proven a valuable tool to date;and to describe its current state of development, particularly in the context of understanding how to exploit CCSIM in future applications.

The survivability of helicopters under attack by ground troops using rocket propelled grenades has been amply illustrated over the past decade. Given that an RPG is unguided and it is infeasible to cover helicopters in thick armour, existing optical countermeasures are ineffective - the solution is to compute an evasive manoeuvre. In this paper, an RPG/helicopter engagement model is presented. Manoeuvre profiles are defined in the missile approach warning sensor camera image plane using a local maximum acceleration vector. Required control inputs are then computed using inverse simulation techniques. Assessments of platform survivability to several engagement scenarios are presented.

A radar system created using an embedded computer system needs testing. The way to test an embedded computer system is different from the debugging approaches used on desktop computers. One way to test a radar system is to feed it artificial inputs and analyze the outputs of the radar. More often, not all of the building blocks of the radar system are available to test. This will require the engineer to test parts of the radar system using a "black box" approach. A common way to test software code on a desktop simulation is to use breakpoints so that is pauses after each cycle through its calculations. The outputs are compared against the values that are expected. This requires the engineer to use valid test scenarios. We will present a hardware-in-the-loop simulator that allows the embedded system to think it is operating with real-world inputs and outputs. From the embedded system's point of view, it is operating in real-time. The hardware in the loop simulation is based on our Desktop PC simulation (PCS) testbed. In the past, PCS was used for ground-based radars. This embedded simulation, called Embedded PCS, allows a rapid simulated evaluation of ground-based radar performance in a laboratory environment.

We present a framework for Bayesian analysis of test articles. For test articles comprised of two datasets, we derive analytical distribution models from the histograms of datasets. We introduce a novel alternative to traditional hypothesis testing that compares the analytical Cumulative Density Functions (CDF). This comparison between two datasets yields the probability that the two datasets are equivalent. If the test articles are two simulations, we derive trigonometric polynomial Data Models of the output and the inputs. Principal component analysis (PCA) reduces the number of modes used to reconstruct the simulation input or output to only the significant contributor. Kolmogorov-Gabor (KG) polynomial Data Models of the reduced mode simulation output are derived as a function of the reduced set of simulation input modes. These KG Data Models are analyzed to determine critical, sensitive, and key parameters. When the simulations have similar structure or when the range, standard deviation, and expectation are within similar ranges, the simulations are labeled as similar. If the test articles consist of a dataset and a simulation, the output from the simulation is first recorded as a dataset and compared to the second dataset test article using the CDF method.

During the past decade, the military modeling and simulation (M&S) community has seen the formation of the defense modeling and simulation Office (DMSO) in the Department of defense (DoD). Subsequently, many other offices have been formed within the Services to be Service focal points for M&S and to coordinate Service domains. Out of this has arisen the awareness of the need and benefits of a standard high level M&S architecture. Despite the current seemingly disparate and large number of architectures, the M&S environment within the DoD will settle down to a small set of modeling systems that will interoperate. However, does this mean that modeling will be mindless;will interoperability be automatic;will all answers be available to everyone? No, organizations will need to come together and plan their experiments within the chosen M&S architecture (i.e., they will need to Federate). Wright Laboratory and Science applications International Corporation (SAIC) have worked simulation technology extensively over the years and most recently with the DMSO High-Level Architecture (HLA) and the Joint modeling and simulation System (JMASS). This paper will discuss the issues associated with organizations coming together to build a significant simulation suite, provide an approach to this activity, and share results of two Federating efforts.

This paper describes the development of an accurate airbase sortie generation capability for inclusion within military training distributed virtual environments (DVEs). Current training military DVEs lack appropriate modeling of airbase logistics and, therefore, the corresponding sortie generation model incorrectly portrays an airbase's wartime operational capabilities. As a result, DVE training participants, at both the command and staff level, develop expectations that are not realized in a real world environment and actually receive negative training. The Airbase Logistics System (ALS) provides accurate sortie generation capabilities by the incorporation of an existing constructive airbase logistics model, CWTSAR, into Distributed Interactive simulation (DIS) based military training DVEs. The Airbase Logistics System integrates CWTSAR with an object-oriented run-time data repository (the Common Object DataBase (CODB)), the Modular Semi-Autonomous Forces' (ModSAF) network utilities, and the Command and Control simulation Interface Language (CCSIL) for communication between the ALS and other DIS-campatible systems in the DVE. The paper provides details on the sortie generation capability of ALS and its necessary interface utilities. The planned future development efforts to overcome shortfalls within ALS are also addressed within this paper.
