The objective of this research project is to propose a Web services oriented framework for e-learning systems aimed at providing a flexible integration model in which all the learning components and applications are well defined, effectively discovered and loosely connected. Web services provide an essential deploy environment to realize dynamic e-learning/e-business systems by facilitating application-to-application interaction. Using the proposed framework, learning service providers will be able to publish their learning objects or applications universally and learning service requesters can retrieve those services anywhere, any time with any device (wired or wireless) through common communication protocols. The key values of interoperability and reusability in the proposed architecture enhance the future e-learning systems to communicate more efficiently and share data more easily.

General purposed color image segmentation is a challenging and important issue in image processing related applications. However, few systems successfully handle this issue for a broad diversity of images. In this paper, we are seeking a practical and generic solution to image segmentation. As a fast segmentation process, K-means based clustering is employed in feature space first. Then, in image plane, the spatial constraints are adopted into the hierarchical K-means clusters on each level. The two processes are carried out alternatively and iteratively. Also, an effective region merging method is proposed to handle the over segmentation. Extensive experiments show the proposed approach is fast and generic, thus practical in applications.

The HiBRID-SoC integrates three fully programmable processor cores, each optimized towards a particular class of algorithm: the HiPAR-DSP for DSP oriented functions, the macroblock processor for block oriented algorithms, and the stream processor for bitstream processing. Dedicated interface units for SDRAM, serial Flash, and host system access are connected via a 64 bit AMBA AHB system bus with the processor cores. Dual-port memories between the processor cores facilitate fast data and control information exchange between the cores. The HiBRID-SoC is fabricated in a 0.18 /spl mu/m 6LM standard-cell technology, occupies about 82 mm/sup 2/, and operates at 160 MHz.

In this paper we present a methodology for evaluating the operational effectiveness of facial recognition systems. After a brief introduction, we provide a description of the facial recognition process, its modes of operation (such as enrollment and operation), and signal processing operations (face capture, normalisation, feature extraction, database comparison and decision and action). We describe the methodology; from initial facial recognition system installation, tuning of the system, statistical analysis, to human factors and operational impact.

In recent years, there has been a growing interest in developing effective methods for searching large image databases based on image content. The interest in image search algorithms has grown out of the necessity of managing large image databases that are now commonly available on removable storage media and wide area networks. The objective of this paper is to present a novel image retrieval system based on texture features extraction. The system works with the subdatabases that include images with the same content. Subdatabases are described with centroids. Comparison with conventional retrieval systems show that new system is faster and more accurate.

While the devices for media capture have advanced from mechanical to computational since the invention of photography and motion pictures in the 19th century, their underlying user interaction paradigms have remained largely unchanged. Current interaction techniques for media capture do not leverage computation to solve key problems: the skill required to capture high quality media assets; the effort required to select useable assets from captured assets; and the lack of metadata describing the content and structure of media assets that could enable them to be retrieved and (re)used. We describe a new interaction and processing paradigm for media capture that redefines capture as a control process with feedback. By integrating human-computer interaction and computer vision and audition into an "active capture" process, we overcome the limitations of current media capture devices, algorithms, and interaction techniques. Active capture leverages media production knowledge to automate direction and cinematography and thus enables the automated production of annotated, high quality, reusable media assets.

A new statistical pattern recognition approach applied to human humming transcription is proposed. A musical note has two important attributes, i.e. pitch and duration. The proposed algorithm generates multidimensional humming transcriptions, which contain both pitch and duration information. Query by humming provides a natural means for content-based retrieval from music databases, and this research provides a robust frontend for such an application. The segment of a note in the humming waveform is modeled by a hidden Markov model (HMM), while the pitch of the note is modeled by a pitch model using a Gaussian mixture model. Preliminary real-time recognition experiments are carried out with models trained by data obtained from eight human subjects, and an overall correct recognition rate of around 80% is demonstrated.

Packet transmission combined with WCDMA (wideband code division multiple access) access technique defined in the Universal Mobile Telecommunication System (UMTS) provides high flexibility in resource allocation in order to integrate multimedia services with different requirements. However, this flexibility requires designing an efficient call admission control (CAC) able to control the number of active users in a system where capacity varies according with the level of interference. Taking into account the stochastic nature of multimedia traffic and the changes in the available capacity in the CDMA system, an effective capacity request is derived and used to characterize the resources required by each mobile user in order to meet its respective quality of service requirements. These requirements are expressed in terms of rate and delay constraints in addition to the signal to interference ratio. After setting an effective capacity threshold for the system, a linear approximation is used to find the total amount of resource required by all the mobile users already admitted in the system and the new connection request. Packet transmission is considered for both real time and non real time services while a centralized demand assignment algorithm has been implemented in order to provide QoS in the packet level. Performance in a multicell scenario and in time variant wireless channel conditions has been evaluated considering channel-stated scheduling algorithms. Computer simulation results are given to demonstrate the performance of the proposed method.

To manage successful virtual distance learning programs, education institutes should implement multimedia enriched learning materials which can be used in multiple environments/situations. This not only opens up new markets but also gives teachers and learners flexible access to rich online learning resources, leading to new pedagogic practice and giving students better preparation for the challenges in the workplace. However, several studies have reported frustrations with learners and educators due to technical problems, particularly the lack of broadband capacities. An innovative IP multicasting approach to take advantage of video and multimedia elements is described, which are commonly difficult to deliver over the Internet. The content Conductor, an open modular framework, provides a platform for fully integrated provisioning and service management of multicast communications and allows the seamless integration of different types of hardware equipment and application software. As a result of the unique characteristics of this system, broad e-learning modalities become available and manageable.
