The focus of this paper is to describe several recent applications of multi-platform Ground Moving Target Indicator (GMTI) tracking technology for surveillance and reconnaissance coalition environments. As part of the U.S. Air Force's 1999 Joint Expeditionary Force Experiment (JEFX), we demonstrated (in stand-alone mode) GMTI tracking technology for a simulated ground target scenario consisting of 20,000+ military and civilian ground vehicles and GMTI sensor data based on multiple U.S. and coalition radar simulators (i.e.. U.S. Joint STARS and Global Hawk, U.K. ASTOR, French HORIZON, Italy CRESO). As part of ATO's Joint Project Optic Windmill (JPOW) V / Clean Hunter 2000 (CN00), we demonstrated the real-time operation of GMTI tracking technology in a live military coalition exercise environment. Two such systems were supported at JPOW V / CN00: (i) an on-board system consisting of the GMTI tracker ported to a DEC ALPHA on the Navy's P3 APY-6 platform, and used by operators to track ground targets based on GMTI data produced by the APY-6 radar system alone, and (ii) an off-board system consisting of the GMTI tracker ported to a Sun Quad Ultra 80 at NATO HQ AIRNORTH at Ramstein AFB Germany, and used to track ground targets based on real GMTI data produced by both the P3 APY-6 and the French HORIZON. In addition, simulated GMTI data from the JSTARS, Global Hawk, and ASTOR radar simulators was also produced and tracked based on a simulated ground target scenario consisting of 30,000+ military and civilian ground vehicles.

The early stages of a revolution in real-time surface surveillance and attack are here. Advances in radar, information algorithms, high performance processing, wideband communications, geolocation capability, attack sensors and smart weapons have set the stage for a fundamental change in military capability. The successful deployment of Joint STARS has been the operational catalyst that has spawned a mutually supportive family of real time surveillance programs from D-ii in space down through tactical UAV. Stovepipe exploitation systems each dedicated to a particular sensor are disappearing in favor of intelligent nodes consisting of advanced recognition and manipulation tools and algorithms implemented largely in commercial high performance processors. Weapon systems and weapons are obtaining the capability to meaningfully employ this battlefield Internet to select and engage challenging targets in real time with pinpoint precision. The radars supporting the warfighter are achieving a continuum of functionality, from imaging of fixed targets to detection of both slow and fast moving surface targets. Single function radars are not the future. The challenge for the radar designer is to merge the SAR technology requirements for accurate platform motion compensation and increased bandwidth with the GMTI technology requirements for clutter rejection and increased power. The challenge for the information system architect is to synergistically combine SAR, GMTI, and other sensors together into a layered network to provide continuous, on-demand, surveillance and enable direct weapon engagement of the most difficult of military targets.

Lynx is a high resolution, synthetic aperture radar (SAR) that has been designed and built by Sandia National Laboratories in collaboration with General Atomics (GA). Although Lynx may be operated on a wide variety of manned and unmanned platforms, it is primarily intended to be fielded on unmanned aerial vehicles. In particular, it may be operated on the Predator, I-GNAT, or Prowler ii platforms manufactured by GA Aeronautical Systems, Inc. The Lynx production weight is less than 120 Ib. and has a slant range of 30 km (in 4 mm/hr rain). It has operator selectable resolution and is capable of 0.1 m resolution in spotlight mode and 0.3 m resolution in stripmap mode. In ground moving target indicator mode, the minimum detectable velocity is 6 knots with a minimum target cross-section of 10 dBsm. In coherent change detection mode, Lynx makes registered, complex image comparisons either of 0.1 m resolution (minimum) spotlight images or of 0.3 m resolution (minimum) strip images. The Lynx user interface features a view manager that allows it to pan and zoom like a video camera. Lynx was developed under corporate funding from GA and will be manufactured by GA for both military and commercial applications. The Lynx system architecture will be presented and some of its unique features will be described. Imagery at the finest resolutions in both spotlight and strip modes have been obtained and will also be presented.

We present a detection process capable of directly imaging the transverse amplitude, phase, and Doppler shift of coherent electromagnetic fields. Based on coherent detection principles governing conventional heterodyned radar/LADAR systems, Fourier Transform Heterodyne incorporates transverse spatial encoding of the reference local oscillator for image capture. Appropriate selection of spatial encoding functions allows image retrieval by way of classic Fourier manipulations. Of practical interest: (i) imaging may be accomplished with a single element detector/sensor requiring no additional scanning or moving components, (ii) as detection is governed by heterodyne principles, near quantum limited performance is achievable, (iii) a wide variety of appropriate spatial encoding functions exist that may be adaptively configured in real-time for applications requiring optimal detection, and (iv) the concept is general with the applicable electromagnetic spectrum encompassing the RF through optical.

The paper discusses the necessity, feasibility and technology of FOPEN GMTI. It argues that this functionality may be one mode in a multi-function UWB UHF system, which jointly possesses the capabilities for air target MTI and high resolution FOPEN SAR. The radar platform may be a UAV or an aircraft, whereas it is proposed to use the push boom type of antenna mounting previously adopted with advantage for the CARABAS ii UWB VHF SAR. Presently the push booms will hold a set of UWB UHF antenna elements. The paper relates GMTI to SAR, extended from imaging stationary ground to the 4-parameter set of targets in linear and uniform motion relative to ground. It is recognised that this extended imaging problem only depends on one new parameter viz. the SAR focusing velocity. The required signal processing may be tackled in an efficient manner by a hierarchical scheme based on iteratively merging subapertures and increasing the resolution. Rejection of stationary clutter and detection occurs on all the levels of increasing the resolution. The paper also provides a brief presentation of the Swedish FOA efforts to produce an experimental demonstrator of this multi-function radar system.

The focus of this paper is to describe the moving target exploitation (MTE) ground station testbed-a battlefield awareness asset based on the Army's common ground station (CGS) whose primary capability is the exploitation of ground moving target indicator (GMTI) radar data. In this paper, we describe the core GMTI and high range resolution (HRR) exploitation capabilities to be integrated into the MTE ground station testbed. These core capabilities include: (i) a multiple hypothesis tracker (MHT) capable of tracking on- and off-road targets, group targets, and performing road-constrained, terrain-constrained, and length-aided tracking, (ii) a sensor resource manager capable of mode tasking the airborne sensor for GMTI or HRR data, and (iii) a vehicle-level fusion capability capable of accruing classification evidence for single vehicles and group composition evidence for vehicle groups. The sensor emulation platform (SEP), a Navy AT3 attack/bomber aircraft serving as a surrogate for the Global Hawk unmanned aerial vehicle (UAV), will serve as the airborne sensor generating and down linking GMTI and HRR waveforms to the ground station testbed for exploitation.

Under a Phase ii SBIR from NASA, a data collection radar was developed to support the NASA program in Automated-Nap-of-the-Earth (ANOE) guidance for helicopters. The developed radar is comprised of two parts, a sensor front end and a digital signal processor. The sensor front end is a wideband, linear FM, 94 Ghz millimeter wave radar with dual circular polarization and dual axis monopulse. It provides 10 dB Signal-to-Noise on a 5 m2 target at 1 Km. Digital signal processing is employed to provide range compression and monopulse angle beam sharpening. To remain within funding limitations the radar generates a reduced size raster scan of 12.5°×25°×320 m for collecting data. The range resolution is 3 m, the angle bin size is 0.34°, and there is frequency agility over 600 Mhz. Data was collected from a ground location to verify operation of the radar. The data is displayed in a C-scope format using NASA supplied `Grid World' software.

This paper introduces the Hypersat and Mission Demonstration Satellite programs, which are small satellite programs in the National Space Development Agency of Japan (NASDA). The goals of the programs are to establish sophisticated microelectronics and mechanics technology;to achieve low cost, high performance satellite;and to quickly respond to the variety of requests from end users. One author has an idea for a high-resolution optical imager which is small and light enough to be launched on this small satellite. This idea is prented in detail. A wide swath strip mode operation SAR design is also introduced.
