Surveillance of the sea-air-gap to the north of Australia is a key element of Australia's defence strategy. This surveillance is primarily afforded by a suite of ground-based microwave and over-the-horizon radars (OTHR). The fusion of the data and tracks from these sensors is an area of active research which supports air picture compilation and provides the foundation for performing situation assessment. To ensure the best results from the fusion process, it is critical that the estimates of the target state from each constituent sensor be as accurate as possible. The theoretical aspects of the problem of automatically associating air targets with airlanes are investigated primarily with the aim of providing a means of removing possible biases in OTHR target state estimates caused by ionospheric effects. However, since the association of air targets with airlanes can also be treated as a component of situation assessment, the same techniques developed herein contribute to the automation of the overall situation assessment process.

Ocean mapping technology is becoming an increasingly important tool in the full range of ocean-related enterprise. Moving well beyond its initial base in hydrographic surveying and nautical charting, ocean mapping has become a critical component of offshore oil exploration and development, submarine cable routing and installation, and geologic and essential fish habitat mapping. The technology of ocean mapping has blossomed rapidly in the past decade with the introduction of multibeam sonar, high-resolution side scan sonar, airborne lidar bathymeters, and laser line scan recorders. The next decade will likely see increased demand for ocean mapping data and continued demand for even more sophisticated ocean mapping technology. In response to this increased demand for ocean mapping data and the increasing complexity of ocean mapping technology, the National Oceanic and Atmospheric Administration (NOAA) and the University of New Hampshire (UNH) have established the complementary Joint Hydrographic Center (JHC) and Center for Coastal and Ocean Mapping (C-COM). The JHC is a NOAA/UNH partnership, and C-COM is a University organization with growing private sector participation. To provide NOAA and other program sponsors with the technology needed to meet their hydrographic and ocean mapping responsibilities, JHC and C-COM have developed a multidisciplinary and interdisciplinary program of research. The research program of the Centers has begun with principal themes encompassing ocean and electrical engineering, computer science, and earth science. Research topics will focus on sonar system capabilities and limitations; data processing, visualization, and presentation; seafloor characterization; and other new applications of seafloor mapping technology and data.

Ultra-wideband synthetic aperture radar (UWB-SAR) systems can be used for imaging underground targets. However, conventional imaging algorithms that assume a constant velocity of propagation will exhibit degradations such as blurred targets and incorrect target locations. A superior approach is to do the processing by migrating the raw data collected by an array of sensors. In this paper, we use a filtering structure for migration as a 2-D all-pass filter, and present a practical processing method for UWB-SAR imaging. Improvements versus conventional SAR image focusing are included.

Under the Runway Incursion Reduction Program (RIRP), the FAA is investigating the use of the inductive loops as a supplemental and as an alternative primary surface surveillance sensor. Inductive loops were implemented as part of the RIRP prototype demonstration system installed at Dallas-Fort Worth International airport (DFW). Inductive loops were used to provide supplemental surveillance in blind spot areas. This particular supplemental application of inductive loops is called loop sensor subsystem (LSS). The RIRP prototype system provides for seamless airport surface surveillance and runway incursion detection. Inductive loops were installed on a segment of a taxiway that represents a blind spot for ATC on the east side of DFW. An aircraft hangar blocks the ATC tower view. This segment also represents a blind spot for the ASDE-3 radar installed on top of the ATC tower. LSS surveillance data was fused with surveillance data from other cooperative and non-cooperative sensors, including ASDE-3, 1090 MHz multilateration, and ADS-B, to provide seamless surveillance coverage. The paper provides an overview of RIRP and LSS and preliminary evaluation results obtained from the installation at DFW.

This paper addresses the problem of spectrum analysis from nonuniformly sampled data using the least squares method for applications in multiple PRF radar systems. The benefits of using a direct spectrum analysis using nonuniformly spaced data instead of using a FFT based CR (Chinese remainder) theorem is presented. Using a spectrum analysis based on nonuniformly spaced data, the blind bursts that the target frequency is folded into the clutter band can be overcome easily. Additional benefits of using an unevenly spaced data spectrum is its robustness to noise. It is shown that the least squares method outperforms conventional Chinese remainder theorem based on FFT method by 2.5 dB of SNR. This can also be an efficient method when there exist multiple interferences with same magnitude as the target. To obtain a spectrum from nonuniformly sampled data, the well known Lomb periodogram is modified to fit a complex sequence. The phase component is also recovered from the power representation to determine whether the target is opening or closing. The result of a modified scheme is compared to the result of the Lomb periodogram.

We present an intelligent satellite information mining system, a next generation architecture to help a user to rapidly gather information about courses of action, a tool to add value and to manage the huge amounts of historical and newly acquired satellite data-sets by giving to experts access to relevant information in an understandable and directly usable form and to provide friendly interfaces for information query and browsing. In a remote sensing image archive the data access by geographical position, time of acquisition or type of sensor is often less important than what is the content of the scene, i.e. structures, objects, scattering properties. Interesting applications involve complicated spatial and structural relationships among image objects.

A 3D imaging laser sensor is presented providing rapid acquisition of 3D data of naturally reflecting objects. The sensor is of a rugged and compact design, is eye-safe, and can be used even in adverse environmental conditions for a wide range of applications. The sensor makes use of high-speed laser ranging based on the time-of-flight method with pulsed laser diodes and of mechanically scanning the laser beam and the optical axis of the rangefinder's receiver. The maximum achievable range to non-co-operative targets is up to 350 m. The field-of-view of the sensor is settable by software commands and can be up to 80 degrees x 340 degrees with an angular resolution of the scanning mechanism of up to 0.018 degrees. data are provided at a standard parallel interface allowing easy integration with any standard PC based system for data visualization and data processing. The primary data include for each independent range measurement the co-ordinates in the sensor's local polar co-ordinate system, and the intensity of the received laser pulse to provide information on target's reflectivity. These data are provided with an average data rate up to 8000 measurements per second. A PC based acquisition program allows on-line color-encoded visualization, data storage, and data export as ASCII data, VRML data, and other widely used formats. data acquired with the sensor are presented and accuracy and ranging capability are discussed.

The U. S. Army Research Laboratory (ARL), as part of its mission-funded applied research program, has been evaluating the utility of a low-frequency, ultra-wideband (UWB) imaging radar to detect tactical vehicles concealed by foliage. Measurement programs conducted at Aberdeen Proving Ground and elsewhere have yielded a significant and unique database of extremely wideband and (in some cases) fully polarimetric data, Complementary efforts have been underway to develop high-performance algorithms as well as data visualization and assessment tools to generate very high-quality, low-artifact-level imagery for use in target detection and exploitation studies. Prior reports have concentrated on discussions of emerging detection concepts. Key strategy has been to exploit frequency-dependent scattering to identify and locate likely targets-particularly the application of a "spatial affinity" technique between detection lists separately generated at VHF frequencies versus UHF. The utility of this approach is now being evaluated more broadly by the UWB radar community. A large quantity of appropriate data has been measured by two separate airborne radars-a VHF radar (Coherent Ali RAdio BAnd Sensing (CARABAS)) [1,2] and a UHF radar (the P-3 radar) [3,4]. In support of Defense Advanced Research Project Agency's (DARPA) national-scope initiative in foliage penetration, ARL is using tools and algorithms developed as part of our mission program to perform image formation and evaluate various spatial affinity concepts on this freshly measured data. The reader will find this paper is organized into three complementary sections. First, we define the research objectives ARL and other defense organizations share. We then report in detail on the signal processing/image formation techniques developed as part of our mission program. This paper describes the development of a radar sensor system used for automotive collision avoidance. Because the heavy truck may have great larger radar cross section than a motor cyclist has, the radar receiver may have a large dynamic range. And multi-targets at different speed may confuse the echo spectrum causing the ambiguity between range and speed of target. To get more information about target and background and to adapt to the large dynamic range and multi-targets, A frequency modulated and Pseudo-random binary sequences phase modulated continuous wave radar system is described. The analysis of this double-modulation system is given. A high-speed signal processing and data processing component are used to process and combine the data and information from echo at different direction and at every moment.

This paper presents a three-dimensional (3-D) interferometric inverse-synthetic-aperture -radar (In-ISAR) im aging technique for high-frequency electromagnetic scattering diagnosis of complex radar targets. The high-frequency electromagnetic scattering data are obtained from both anechoic chamber measurements and theoretical predictions. The two-dimensional (2-D) ISAR images are obtained from the frequency-azimuth space data, and the 3-D In-ISAR images are derived from two ISAR images at different incidental altitudes by interferometrical processing. Computational and experimental imaging results are shown for both simple point-like targets and complex aircraft models.
