June 1997 will see the launch of a new approach to surveillance of the 200 nautical mile Exclusive Economic Zone (EEZ). Work on a demonstration system off Canada's east coast began in March 1996. This collaborative project is the result of more than a decade of research and development. The demonstration system will provide continuous, all-weather surveillance of aircraft, surface vessels, icebergs and environmental conditions in the Grand Banks region to beyond the 200 mile limit. Shore based HF surface wave radar is the key sensor in the new system. This is the only technology that can provide continuous, cost effective, over-the-horizon surveillance at such long ranges, Re-using existing systems is a key element in the development strategy. These potentially include reports from Coast Guard and Fisheries patrol vessels, patrol aircraft, Automatic Dependent Surveillance (ADS) reports from Coast Guard and fishing vessels and imaging satellite data. Surface wave radar provides the backbone picture by detecting and tracking all targets in the region but inputs from the other systems are essential in classifying and identifying the targets. Evaluation of the east coast system will include operation under extreme weather and sea state conditions, surveillance and management support to the east coast fisheries, enhanced visibility of tanker and support traffic to and from the Hibernia and Terra Nova oilfields, detection and tracking of icebergs and enhanced support for search and rescue and drug interdiction operations.

High speed 3D profiling is a key issue for many quality control systems in the manufacturing industry. 3D profiling in speeds that match the production demands of today's industries is very hard to achieve using conventional sensor technology. The solution presented in the paper is a sheet-of-light range imager based on a smart vision system. The 3D profiling system is based on a programmable smart vision sensor. The sensor consists of an image sensor, AD-converter, and RISC-processor integrated on the same silicon chip. The processor, being a line parallel bit-serial SIMD machine, handles both binary and grey scale information efficiently and has proven to be very suitable for sheet-of-light range imaging.

Conventional target association and tracking techniques such as PDA and JPDA have very fine performance when the measurement acquired from sensors are perfect. However, when jamming and stealth techniques are widely used, it is very difficult for sensors to gain perfect measurements. Though a single sensor in a distributed sensors system might fail to acquire continually perfect measurements of low-RCS (stealth) targets under jamming environment, the distributed sensors system might gain relatively perfect measurements by integrating measurement hits or fractional trajectories of targets from every sensor in the system. The paper discusses association and tracking techniques under the circumstances mentioned above. Special attention is paid to track initiation and data association. Monte Carlo simulation test results are also presented in the paper.

This paper addresses the problem of improving detection, assessment, and response capabilities of security systems. Our approach combines two state-of-the-art technologies: volumetric video motion detection (VVMD) and virtual reality (VR). This work capitalizes on the ability of VVMD technology to provide three-dimensional (3D) information about the position, shape, and size of intruders within a protected volume. The 3D information is obtained by fusing motion detection data from multiple video sensors. Other benefits include low nuisance alarm rates, increased resistance to tampering, low-bandwidth requirements for sending detection data to a remote monitoring site, and the ability to perform well in a dynamic environment where human activity and motion clutter are commonplace. The second component of this work involves the application of VR technology to display information relating to the sensors and the sensor environment. VR technology enables an operator, or security guard, to be immersed in a 3D graphical representation of the remote site containing the video sensors. VVMD data is transmitted from the remote site via ordinary telephone lines, and displayed in real-time within the virtual environment. There are several benefits to displaying VVMD information in this way. Often, raw sensor information is not ina form that can be easily interpreted and understood-especially when taken out of the context of the sensor environment. Because the VVMD system provides 3D information and because the sensor environment is a physical 3D space, it seems natural to display this information in 3D. Also, the 3D graphical representation depicts essential details within and around the protected volume in a natural way for human perception. sensor information can also be more easily interpreted when the operator can ''move'' through the virtual environment and explore the relationships between the sensor data, objects and other visual cues present in the virtual environment. In recent years many of the the airborne sensor technology development goals of the reconnaissance,ce and surveillance communities have been either realized or about to come: "on stream." The challenge now is to get that sensor inforrnation to the warfighter in a comprehensive and timely manner, In this paper we will look at the communications architectures that Will bring this information to the Navy's Battle Group Commander and enable him to fully coordinate sensor-to-shooter, theater based mission planning. The Common High Bandwidth data Link - Surface Terminal (CHBDL-ST), which successfully completed TECHEVAL/OPEVAL aboard the USS Kennedy last year, will be central to that architecture, CHBDL-STs installed on carriers and amphibians receive data over the Common data Link (CDE) from the airborne sensors providing digital imagery, signal intelligence (SIGINT), infrared (IR) and radar, At present, CHBDL-ST supports tile Advanced Tactical Airborne Reconnaissance System (ATARS) and the Battle Group Passive Horizon Extension System (BGPHES) which provides the Carrier Battle Group (CVBG) electro-optical and infrared (EO/IR) and signal intelligence (SIGINT) data respectively, Imagery from the airborne platform will be passed from CHBDL-ST to the Joint Services Image Processing System-Navy(JSIP-N). Via CDL, through the CHBDL-ST, other manned and unmanned airborne platforms will be able to transmit their sensor data down to the CVBG, With the CHBDL-ST as the corner stone of its reconnaissance/surveillance communications architecture, the CVBG will have access to the appropriate sensor data from organic and non-organic (i.e., joint) sources required to complete a theater wide battle picture. The paper will explore how CHBDL-ST, as the cornerstone of the CVBG's reconnaissance/surveillance communications architecture, will a) receive data from the UAV's;b) improve the time to receive and process imagery;c) Impact the dissemination of intelligence data fleet wide;d) provide a

The velocity SAR (VSAR) is a conceptual SAR-based sensor system for high resolution ocean imaging. The VSAR utilizes data collected by a multi-element SAR system, to extract information not only about the radar reflectivity of the observed area, but also about the radial velocity of the scatterers in each pixel. Using this velocity information, the VSAR compensates for the velocity distortion inherent in conventional SAR and reconstructs the ocean reflectivity. We present the basic theory of the VSAR system and its performance.

High-definition vector imaging (HDVI) is a data-adaptive approach to synthetic aperture radar (SAR) image reconstruction based on superresolution techniques originally developed for passive sensor arrays. The goal is to produce more informative, higher resolution imagery for improving target recognition with UHF and millimeter-wave SAR. Algorithms presented here include 2-D minimum-variance techniques based on the MLM (Capon) algorithm and a 2-D version of the MUSIC algorithm. A comparison of techniques via simulation is provided. Results are presented for wideband rail SAR measurements of reflectors in foliage, demonstrating resolution improvement and clutter rejection. Also, results of processing data from an airborne millimeter-wave SAR demonstrate improved resolution and speckle reduction. The "Vector" aspect, i.e., the incorporation of non-pointlike scattering models to enable characterization of scattering mechanisms, is briefly discussed.

This paper investigates modeling indoor environments using a low-cost compact active range camera, known as BIRIS, mounted onto a pan and tilt motor unit. The BIRIS sensor, developed at the National Research Council of Canada, is a rugged small camera with no moving parts. The contributions of this paper are mainly in three areas: it demonstrates the viability of the use of a low-cost range sensor in the domain of indoor environment modeling; it presents the of processing 3-D data to build a virtual environment for navigation and visualization; and, it analyses and outlines the advantages and and limitations encountered when scanning large indoor environments.

Summary form only given. The current state-of-the-art 3D scientific visualization, as applied to coastal ocean data, is discussed. The significance of 3D animation, videography, and virtual reality techniques, as tools for the analysis of littoral phenomena, is examined. Constraints to integrating scientific visualization within coastal ocean modeling and possible integrative solutions are identified. Subsequently, the Gulf of Mexico's coastal interface with Texas and Louisiana is presented, as a case study of temporal and spatial analysis utilizing a suite of integrated visual inputs, including remotely sensed satellite and airborne data and archival salinity, bathymetry, currents, temperature, and wave-height data. Finally, the future of 3D scientific visualization is assessed, given the imminent launch of the Earth Observing System (EOS), an array of public and private sector high-resolution satellite sensors, and advances in ocean modeling technology. Prior to the availability of advanced visualization techniques, ocean model outputs were visualized in 2D rectangular flat surfaces. In order to render such output more realistically, various techniques emerged. These included digital elevation models, wire frame overlays, and grey scale and color-shading mapping techniques. More recently, scientific visualization has benefited from the explosion of graphical advances in the fields of animation, virtual reality, and specialized grid generation, as well as increased hardware capacity for rapid rendering of imagery.

This paper describes a 3-D automated pavement distress data collection and analysis system based on NRC's Biris sensor technology. The paper introduces the problem to be solved, the selected design criteria, and the adopted solution to monitor the quality of road surfaces. The system geometry for the acquisition of the three-dimensional coordinates of pavement surface distresses is presented. Multiple feature extraction and system integration concepts are given with emphasis placed on the real-time processing of the raw data by a parallel array of processors. Advantages and disadvantages of this technology are discussed. System performances and experimental results are provided.
