The 3D matched filter proposed by Reed et al.(18) and its generalizations (e.g. banks of assumed velocity filters (BAVF)) provide a powerful processing technique for detecting moving low observable targets. This technique is a centerpiece of various track-before-detect (TBD) systems. However, the 3D matched filter was designed for constant velocity targets and its applicability to more complicated patterns of target dynamics is not obvious. In this paper the 3D matched filter and BAVF are extended to the case of switching multiple models of target dynamics. We demonstrate that the 3D matched filtering can be cast into a general framework of optimal spatio-temporal nonlinear filtering for hidden Markov models. A robust and computationally efficient Bayesian algorithm for detection and tracking of low observable agile targets in Infrared Search and Track (IRST) systems is presented. The proposed algorithm is fully sequential. It facilitates optimal fusion of sensor measurements and prior information regarding possible threats. The algorithm is implemented as an TBD subsystem for IRST, however the general methodology is equally applicable for other imaging sensors (SAR, HRRR, etc.).

In this paper a novel signal processor combined with a tracker/radar resource allocator based on the Interacting Multiple Model Probabilistic data Association (IMMPDA) estimator is presented for tracking highly maneuvering, closely spaced targets. An advanced monopulse processing technique, which uses the Maximum Likelihood (ML) approach and yields separate angle measurements for two targets in the same radar beam and same range cell, i.e., they are unresolved, is developed. This processing results in a significant improvement, in terms of tracking performance, over techniques using the monopulse ratio for the same problem. The standard monopulse ratio technique of extracting angles yields a single merged measurement when the targets are unresolved, resulting in track coalescence. The signal processor and tracker were coupled with a radar resource allocator to minimize the radar resources required to track the target while maintaining a low track loss and ensuring high estimation accuracies.

Cruise missiles over land and sea cluttered background are serious threats to search and track systems. In general, these threats are stealth in both the infrared and radio frequency bands. That is, their thermal infrared signature and their radar cross section can be quite small. This paper discusses adaptive sequential detection methods which exploit 'track-before-detect' technology for detecting low-SNR targets in Infrared Search and Track (IRST) systems. Despite the fact that we focus on an IRST against cruise missiles over land and sea cluttered backgrounds, the results are applicable to other sensors and other kinds of targets. The developed algorithms allow us to detect a priori unknown number of targets that appear and disappear at unknown points in time. In contrast to the traditional Wald's method the problem of detection of a target with unknown moment of appearance is formulated and solved as a quickest detection problem (change-point detection problem). This problem involves optimization of a trade-off between the detection delay and the false alarm rate. The developed sequential algorithm detects a target with as small average delay as possible (after it appears) under the constraint on the frequency of false alarms. In addition, the algorithm detects target disappearance - also with the smallest delay, which makes it possible to almost immediately interrupt tracking when target disappears. The decision statistics use the results of 'track-before-detect' - the estimates of target's spatial location based on the optimal spatial-temporal nonlinear filtering. Simulation results using real (starring) IRST data are presented. These results show that performance is high even for very low SNR targets.

A method to detect and track point targets in infrared imagery is briefly described. The final output of the algorithm is a single image containing scores related to the probability of a target being located at any particular pixel. This image will be analyzed to deterrrtine the presence and location of suspected targets, based on CFAR requirements.

Simultaneously estimating position and velocity of moving targets using only phase information from single-channel SAR data is impossible. This paper defines classes of equivalent target motion and solves the GMTI problem up to membership in an equivalence class using single-channel SAR phase data. We present a definitions for endo- and exo-clutter that is consistent with the equivalence classes, and show that most target motion can be detected, i.e. the set of endo-clutter targets is very small. We exploit the sparsity of moving targets in the scene to develop an algorithm to resolve target motion up to membership in an equivalence class, and demonstrate the effectiveness of the proposed technique using simulated data.

This paper presents a novel Doppler processing scheme for pulse Doppler radars operating in at intermediate Pulse Repetition Frequency (PRF) and suffering from range and Doppler ambiguities. One of the main drawbacks of the classical Doppler processing approach concerns the suppression of small and slowly-moving targets when rejecting ground clutter returns. In order to address this problem a two-step Doppler method is proposed in this paper. The first step uses a new iterative algorithm that resolves ambiguities and detects fast (exo-clutter) targets. The detection of slow (endo-clutter) targets is then performed by an adaptive detection scheme that uses a new covariance matrix estimation technique. Pulse trains with different characteristics are then associated for enhanced detection performance.

A monopulse radar is able to derive accurate angular measurements via intelligent processing of its sum and difference channel returns. Recently there have emerged techniques for angular estimation of several unresolved targets. meaning targets that are. in principle, merged within the same radar beam, can be extracted separately. The key is the joint exploitation of information in several range bins. Here we show the performance of this approach in a high-fidelity simulation: we observe considerable improvement in track RMSE, but little corresponding, gain in track completeness. Coupled with a hidden Markov model on target number, however, the performance is impressive.

In this paper we look at various algorithms for approximating the target-measurement association probabilities of the Joint Probabilistic data Association Filter (JPDAF). We consider their computational complexity and compare their performance with respect to the Mean Optimal Subpattern Assignment (MOSPA) statistic in a scenario involving closely-spaced targets.

small target detection and classification is problematic. For targets that operate as part of a cluster, classification can be performed based on the characteristics of the cluster's operations, instead of trying to identify an individual cluster-member directly. This paper presents an algorithm for object identification based on comparing networks of point-to-point distances between features identified by an image feature detection algorithm. It discusses the alterations required to make the algorithm suitable for performing cluster-formation based characterization of small targets from point or near-point source data. An analysis of the algorithm's performance is presented and it efficacy for this application assessed.

Radar signal processing is a key part in tracking closely spaced targets and targets in the presence of sea-surface-induced multipath. These issues are the salient features of the benchmark problem for tracking unresolved targets combined with radar management, for which this paper presents the only complete solution to date. In this paper a modified version of a recently developed "superresolution" maximum likelihood (ML) angle estimator for closely spaced targets as well as targets in the presence of multipath are presented. Efficient radar resource allocation algorithms for two closely spaced targets and targets flying close to the sea surface are also presented. Finally, the IMMPDAF (interacting multiple model estimator with probabilistic data association filter modules) is used to track these targets. It is found that a two-model IMMPDAF performs better than the three model version used in the previous benchmark. Also, the IMMPDAF with a coordinated turn model works better than the one using a Wiener process acceleration model. The signal processing and tracking algorithms presented here, operating in a feedback manner, form a comprehensive solution to the most realistic tracking and radar management problem to date.
