The bandwidth compression of images through the use of a transform source encoding algorithm is described in general terms. The key element of the algorithm, the quantization procedure, is then described in detail. The development of optimal quantizers with an entropy constraint and with a distortion criterion (either mean square error or visual) is then described. Finally, the use of a different linear quantizer for each DCT frequency coefficient is presented in detail.

Innovations in raster graphics technology have led to the development of tunrkey computer graphics systems that combine interactive graphics and digital imageprocessing. These interactive picture processing systems provide hardware and software necessary for input, creation, manipulation, storage and output of visualimages. Interactive picture processing systems have evolved from traditional visualcommunications media, such as painting, paper, pencils, printing, photography, mechanical typesetting, film, and video. This revolution has changed the emphasis of computer graphics from numbers-intensive to art-intensive devices.

The 2nd International Workshop on Statistical Methods in Video processing, SMVP 2004, was held in Prague, Czech Republic, as an associated workshop of ECCV 2004, the 8th European conference on Computer Vision. A total of 30 papers were submitted to the workshop. Of these, 17 papers were accepted for presentation and included in these proceedings, following a double-blind review process. The workshop had 42 registered participants. The focus of the meeting was on recent progress in the application of - vanced statistical methods to solve computer vision tasks. The one-day scienti?c program covered areas of high interest in vision research, such as dense rec- struction of 3D scenes, multibody motion segmentation, 3D shape inference, errors-in-variables estimation, probabilistic tracking, information fusion, optical ?owcomputation,learningfornonstationaryvideodata,noveltydetectionin- namic backgrounds, background modeling, grouping using feature uncertainty, and crowd segmentation from video. We wish to thank the authors of all submitted papers for their interest in the *** external reviewers for their commitment of time and e?ort in providing valuable recommendations for each submission. We are thankful to Vaclav Hlavac, the General Chair of ECCV 2004, and to Radim Sara, for the local organization of the workshop and registration management. We hope you will ?nd these proceedings both inspiring and of high scienti?c quality.

We would like to welcome you to the proceedings of CCIW 2009, the Computational Color Imaging Workshop, held in Saint-Etienne, France, March 26–27, 2009. This, the second CCIW, was organized by the University Jean Monnet and the - boratoire Hubert Curien UMR 5516 (Saint-Etienne, France) with the endorsement of the International Association for Pattern Recognition (IAPR), the French Association for Pattern Recognition and Interpretation (AFRIF) affiliated with IAPR, and the "Groupe Français de l'imagerie Numérique Couleur" (GFINC). The first CCIW was organized in 2007 in Modena, Italy, with the endorsement of IAPR. This workshop was held along with the International conference on image Analysis and processing (ICIAP), the main conference on imageprocessing and pattern recognition organized every two years by the Group of Italian Researchers on Pattern Recognition (GIRPR) affiliated with the International Association for Pattern Recognition (IAPR). Our first goal, since we began the planning of the workshop, was to bring together engineers and scientists from various imaging companies and from technical com- nities all over the world to discuss diverse aspects of their latest work, ranging from theoretical developments to practical applications in the field of color imaging, color imageprocessing and analysis. The workshop was therefore intended for researchers and practitioners in the digital imaging, multimedia, visualcommunications, computer vision, and consumer electronic industry, who are interested in the fundamentals of color imageprocessing and its emerging applications.

The visual Information Systems International conference series is designed to provide a forum for researchers and practitioners from diverse areas of computing including computer vision, databases, human–computer interaction, information security, imageprocessing, information visualization and mining, as well as knowledge and information management to exchange ideas, discuss challenges, present their latest results and to advance research and development in the construction and application of visual information systems. Following previous conferences held in Melbourne (1996), San Diego (1997), Amsterdam (1999), Lyon (2000), Taiwan (2002), Miami (2003), San Francisco (2004) and Amsterdam (2005), the Ninth International conference on visual Information Systems, visual2007, was held in Shanghai, China, June 28–29, 2007. Over the years, the visual information systems paradigm continues to evolve, and the unrelenting exponential growth in the amount of digital visual data underlines the escalating importance of how such data are effectively managed and deployed. visual2007 received 117 submissions from 15 countries and regions. Submitted full papers were reviewed by more than 60 international experts in the field. This volume collects 54 selected papers presented at visual2007. Topics covered in these papers include image and video retrieval, visual biometrics, intelligent visual information processing, visual data mining, ubiquitous and mobile visual information systems, visual semantics, 2D/3D graphical visual data retrieval and applications of visual information systems.
