The process of finding the optimum design of a complex system involves the use of a great deal of human judgment. From the dawn of civilization, man has, by judgment alone, produced designs close to being optimum. Today, the engineer has the fantastically powerful tool of the digital computer to help him with design problems. But it must always be borne in mind that the computer is no more than a tool. It cannot do the entire job. To achieve the best results, the engineer must guide the computer with great care and perception. The presence of a computer does not relieve the man from the need to use his judgment. If anything, the need for good judgment is now greater than ever before, because there is more to be lost by poor judgment. The approach to the design optimization of a complex system should be methodical. First of all, a design arrangement must be chosen. Optimization techniques are of no use until such an arrangement is finalized. Secondly, the proper performance rating function must be selected and a satisfactory mathematical model constructed to describe the system. Since there must be a marriage between model and optimization technique, the choice of technique must be kept in mind while the modeling is in progress. A small modification in the model may permit use of a different technique to achieve quicker or more general results.

On behalf of the people who made this conference happen, we wish to welcome you to this inter- tional event. The IFIP World Computer Congress has offered an opportunity for researchers and practitioners to present their findings and research results in several prominent areas of computer science and engineering. In the last World Computer Congress, WCC 2008, held in Milan, Italy in September 2008, IFIP launched a new initiative focused on all the relevant issues concerning computing and entertainment. As a - sult, the two-day technical program of the First Entertainment Computing symposium (ECS 2008) provided a forum to address, explore and exchange information on the state of the art of computer-based entertainment and allied technologies, their design and use, and their impact on society. On a technical level, three dimensional geometric modeling of topography has its origins at the interface of geographic information systems (GIS) and computer aided geometric modeling (CAD): the former with its representations of spatial attribute information with digital terrain in several representations (Triangulated Irregular Networks, contour lines, etc. ); the latter focusing primarily on the parameterization and combination of geometric primitives. The broadening of these two disciplines to embrace new surveying and navigation advances, e. g. global positioning systems (GPS), together with developments in engineering on the application side, are leading to powerful new suites of functionality. There has been a pronounced need for a forum where these traditionally separate parties can interact. These proceedings contain the technical papers selected and formally presented as part of the scientific program of the First International symposium on digital Earth Moving, 2001 (DEM 2001) held September 5 7, 2001 at the CIM Institute for Computing Science and Industrial Technologies of the University of Applied Science of Southern Switzerland (SUPSI iCIMSI) in Manno (Lugano), Switzerland.
