For a long time, FM SCA has been used to broadcast annealing background music and audio programs, or provide digital data transmission services such as paging, stock market and weather or headline news updates. Some demonstrations have been offered in the past to broadcast fax messages and address to individual fax numbers[1]. Due to the nature of SCA channel's narrow bandwidth, its almost impossible to transmit motion video programs over the SCA channels. However, technology evolves. The recently developed technologies of channel bandwidth compression, video data compression and some other will make the SCA video delivery possible. This paper is trying to explain a system level how and why it is possible.

Rate control is considered as an important issue in video coding, since it significantly affects video quality. In this paper, we will discuss joint encoder and channel rate control for variable bit-rate (VBR) video over packet-switched Asynchronous Transfer Mode (ATM) networks. Since a variable bit-rate traffic is allowed in such networks, an open-loop encoder without rate control can generate consistent-quality video. But in order to improve statistical multiplexing gain (SMG), an encoder buffer is essential to smooth highly variable video bitstream. Due to the finite buffer size, some forms of encoder rate control have to be enforced and consequently, video quality varies. We argue that a rate control scheme has to balance both issues of consistent video quality on the encoder side and bitstream smoothness for SMG on the network side. We present a joint encoder and channel rate control algorithm for ATM networks, with leaky buckets as open-loop source flow control models. The encoder rate control is separated into a sustainable-rate control and a unidirectional instantaneous-rate control. It can improve the problem of leaky bucket saturation exhibited in previous works. Experimental results with MPEG video will be presented. The results verify our analysis and show the effectiveness of the proposed algorithm.

A new buffer-control policy for intrafield coding of video signals is presented. This method employs two statistical bit rate predictors-feedback and feedforward. It uses a feedback predictor in stationary portions of an image sequence and a feedforward predictor at scene changes, It is shown that this buffer-control policy is reasonably simple to implement and can effectively control output bit rate even at scene changes.

Broadcast television in the United States has remained essentially unchanged in the last 50 years except for the addition of color and stereo sound. Today, personal computers are meeting the need for random access of high-resolution images and CD-quality audio. Furthermore, advances in digital video compression and digital communication technology have cleared the way toward offering high-resolution video and audio services to consumers using traditional analog communications channels. In 1987, the U.S. Federal Communications Commission (FCC) chartered an advisory committee to recommend an advanced television system for the United States. From 1990 to 1992, the Advanced Television Test Center (ATTC) tested four all-digital systems, one analog high-definition television (HDTV) system, and one enhancement NTSC system using broadcast and cable television environment simulators. The formation of the HDTV Grand Alliance in May 1993 resulted from the withdrawal of the only analog HDTV system from the competition and a stalemate between the other four all-digital systems. The HDTV Grand Alliance system is composed of the best components from previously competing digital systems demonstrated to the FCC. Moving Pictures Experts Group (MPEG-2) syntax is used with novel encoding techniques to deliver a set of video scanning formats for a variety of applications. This article describes the important features and concepts embodied in the HDTV Grand Alliance system.

Traditional data compression algorithms for 2D images work using the information theoretic paradigm, attempting to reduce redundant information by as much as possible. However, through the use of a depletion algorithm that takes advantage of characteristics of the human visual system, images can be displayed using only half or a quarter of the original information with no appreciable loss of quality.

A linear array architecture for full-search block matching algorithm is proposed, It is suitable for low bit-rate video applications with a single chip realization, It uses a parallel algorithm based on the idea of partial result accumulation, Combining a serial data input with registers for a line of search window pixels and operating on them in parallel, the partial results of the candidate block distortions are obtained for all horizontal search positions, which are successively accumulated into cyclic storage buffer, Based on this scheme, a flexible architecture can be designed for motion vector estimation of different search ranges and block sizes.

In a digital video compression system, proper pre-processing is very important in terms of improving the picture quality and making the compression more efficient. In this paper, different pre-processing technologies are discussed, including composite video decoding, rate conversion, TBC and frame synchronization, noise reduction and film detection. The DFD-U, an decoder specially designed as the pre-processor for the compression system, is presented. It provides a bridge between the existing analog composite world and the digital compression world.

In this paper, a motion field segmentation scheme for video compression is presented. A split- and-merge segmentation technique and linear regression are used to segment the field and an affine motion model is used to describe the movements of the regions. In the regression, a linearization of the displaced frame difference is minimize directly. The results are compared with block-based motion estimates and MPEG style coding.

Deterministic delay bounds for VBR video in packet-switching networks: Fundamental limits and practical trade-offs

Compressed digital video is one of the most important traffic types in future integrated services networks. However, a network service that supports delay-sensitive video imposes many problems since compressed video sources are variable bit rate (VBR) with a high degree of burstiness. In this paper, we consider a network service that can provide deterministic guarantees on the minimum throughput and the maximum delay of VBR video traffic. A common belief is that due to the burstiness of VBR traffic, such a service will not be efficient and will necessarily result in low network utilization. We investigate the fundamental Limits and trade-offs in providing deterministic performance guarantees to video and use a set of 10 to 30 min. long MPEG-compressed video traces for evaluation. Contrary to conventional wisdom, we are able to show that, in many cases, a deterministic service can be provided to video traffic while maintaining a reasonable level of network utilization. We first consider an ideal network environment that employs the most accurate deterministic, time-invariant video traffic characterizations, the optimal earliest-deadline-first packet schedulers, and exact admission control conditions. The utilization achievable in this situation provides the fundamental limits of a deterministic service. We then investigate the utilization limits in a network environment that takes into account practical constraints, such as the need for simple and efficient policing mechanisms, packet scheduling algorithms, and admission control tests.

Motion compensation is a key operation in video compression to remove the temporal redundancy in a video sequence. One of the application examples is the MPEG video compression standard. The most commonly used motion estimation algorithm is the block matching algorithm due to its regularity. Full search is the most straight forward block matching algorithm which can always locate the optimal motion vector. However, its computational complexity makes it impractical in real time applications. Fast algorithm required less computation but the obtained motion vector is suboptimal. In this paper, a hybrid block matching algorithm is proposed. In this algorithm, average intensities of groups of pixels are used to roughly estimate the motion first. Then, the fast search algorithm is applied in a reduced search region centered around the result of the first pass. Experimental results show that the performance of the estimation accuracy is quite close to that of the full search algorithm while the computational complexity is only slightly increased with respect to those fast algorithms.
