The authors present the fundamental principles, techniques, and algorithms for compression/decompression currently available in the marketplace (JPEG/CCITT/MPEG) and a potentially superior method for cockpit video distribution applications under investigation. It is noted that JPEG (Joint Photographic Experts Group), CCITT (International Consultative Committee for Telephone and Telegraph), or MPEG (Motion Picture Experts Group) alone will not solve the myriad of issues that must be addressed before digital imagery will be fully integrated within next generation cockpit high definition video distribution systems. After careful consideration of each standard's capabilities and original objectives, it is found that each group provides extremely relevant techniques and foundation to their accomplishments, but that none is necessarily ideal for avionic applications. JPEG imposes compression ratio limitations to maintain quality levels. CCITT limits image resolution, allows a 150-ms latency, and is geared toward limited motion applications. In MPEG's attempt to overcome the CCITT deficiencies, additional hardware complexity is required. The MPEG standard supports extended motion search and is optimized for motion-intensive video applications at the expense of the high compression ratios achievable by the CCITT approach. The most complex implementation issue that exists is being able to achieve the high pixel rates required at moderate complexity, weight, size, and power. While most silicon vendors have been struggling with the lower resolution H.261 and MPEG real-time implementation, the wavelet transform may allow a very acceptable low complexity solution.< >

QuickTime is an extensible standard for digital multimedia which establishes a foundation for the representation of time-based objects and file formats, still image and video compression techniques, human interface conventions, and application programming interfaces. All of these representations can stay the same as one moves towards an era of full-screen, full-motion digital video/high-resolution digital systems and as the underlying media technologies and compression schemes improve rapidly over time. QuickTime includes direct support in the operating system for audio/video synchronization and for still and moving image compression algorithms. Software-based video decompression is used as a means to permit dynamic media functionality in all color Macintosh computers. As a result, QuickTime brings dynamic media to a broad range of applications, including not only media authoring tools such as video editors and animation systems, but to mainstream tools such as word processors, databases, spreadsheets, and electronic mail.< >

In a digital video tape recorder (DVTR), the video data are stored serially on a sequence of parallel scan tracks running obliquely across the tape. In normal playback, the read heads scan along each track sequentially, while fast-forward is realized by a special subsampling process in which the read heads sweep across multiple tracks per scan and pick up a segment of data from each track to generate a patchwork quilt of subimages taken from successive fields. An image compression algorithm for DVTR is required to conform to the storage format implied by this fast-forward mechanism. Thus, a field of video is partitioned into a small number of subimages, each independently coded with a fixed number of bits. This requirement excludes the use of interframe coding and most variable-rate coding algorithms. We propose a new image coding algorithm that retains the efficiency of variable-rate coding while the above requirement is satisfied. In this algorithm a subimage is partitioned into non-overlapping 8 X 8 blocks, and each block is coded progressively by DCT and Vector Quantization to generate a finite set of candidate output blocks covering a range of bit rates. A procedure based on the Lagrange Multiplier method is used to select one of the candidate outputs for each 8 X 8 block such that the overall distortion is minimized subject to the constraint on the bit rate. Simulation results demonstrate the potential of this algorithm in image compression for DVTRs.

An adaptive motion-compensated spatial-temporal filtering technique is presented. It is shown as an effective control parameter to gracefully tradeoff the quality of DCT coded video and bit rate in applications such as the MPEG video coding standard from digital storage media. Conventionally, spatial and temporal filters are used as fixed prefiltering parameters to reduce image resolution for coding and to eliminate background noise. This paper presents a new method to dynamically adjust the filters from the rate-control buffer. The filtering is performed over the motion path. Spatial filtering is also performed to provide smoother motion flow. Thus, a tradeoff of image quality and bit rate can be better balanced. By applying this feed-back control, the maximum image resolution is maintained for normal conditions while a graceful degradation is achieved for difficult scenes. Simulation results based on the MPEG video algorithm operating at .55 Mbit/sec and .95 Mbit/sec show that the proposed scheme is effective in alleviating block artifacts.

There are a variety of emerging technologies which will facilitate the incorporation of video into the work station environment. These technologies, whether analog or digital, very often require the addition of special purpose hardware to be added to the work station or personal computer. We have been investigating algorithms for the display and integration of video image sequences into a PC using an off-the-shelf graphics adapter. The techniques we employ are not as powerful as those taking advantage of special purpose hardware. In particular, no provisions are made for either real-time capture or full screen motion. However, by providing the simultaneous display of multiple, scalable, moving movies, "multi-media" applications which use preprocessed, window-sized video sequences can be designed. In this paper we describe both techniques for image reduction and coding and various strategies for decoding, playing, and smoothly moving video image sequences.

A very-high-speed sensor processor subsystem (MSPS) is described in terms of its design, fabrication techniques, and applications to fielded military systems. Incorporated in the design are high-speed GaAs and Si integrated circuits and an algorithm for aided target recognition and multiple target tracking. The existing Mast Mounted Sight (MMS) system is described, and the MSPS system is described in detail to permit a comparison of the two system processors. The speed of the proposed system is 100 million instructions/s, and the system operates in parallel and offers 24-bit floating point multiplies and ALU operations and 16 bit integer multiplies internal with 24-bit integer operations and external memory access. The processor employs existing form factor, power supply, operational software, and interfaces, and can be operated at about the same cost with reduced operator workload.

The ability to send photographic information to command centers is a vital element in performing effective near real-time reconnaissance and surveillance operations. This imagery, in conjunction with other battlefield data, provides the battlefield commander with up-to-date intelligence for making decisions. Until recently, the ability to provide this real-time information was severely restricted by the logistics of physically moving, developing, and then disseminating the film. This time delay resulted in out-of-date, stale intelligence. This problem situation has eased recently due to technological developments that have been instrumental in facilitating the dissemination of near real-time information to forward operating areas and behind enemy lines. The Naval Air Development Center (NAVAIRDEVCEN) has capitalized on these developments and established the Tactical Imaging System (TIS). This miniaturized, man-pack, SATCOM/HF transmitting system provides near real-time tactical imagery. It consists of an image sensor, image intensifier, zoom lens, and image transmission processor. This paper provides an overview of the TIS components, specifications, operations, and future developments and applications. The TIS will have potential application in areas such as identification (friend or foe), reconnaissance, surveillance, and battlefield assessment. Under the TIS program, NAVAIRDEVCEN has developed hands-on experience in still video images and related technologies, including fleet satellite communications, HF transmission, image compression algorithms, VSLI integrated circuitry design, and day/night imagery techniques. NAVAIRDEVCEN has developed a complete, miniaturized system to conduct operational demonstrations, and to demonstrate operational tactics and utilization concepts. This paper provides an overview of the TIS components, specifications, operations, and future developments and applications.

This paper describes an image compression engine that is valuable for compressing virtually all types of images that occur in a personal computer environment. This allows efficient handling of still frame video images (monochrome or color) as well as documents and graphics (black-and-white or color) for archival and transmission applications. Through software control different image sizes, bit depths, and choices between lossless compression, high speed compression and controlled error compression are allowed. Having integrated a diverse set of compression algorithms on a single board, the device is suitable for a multitude of picture archival and communication (PAC) applications including medical imaging, electronic publishing, prepress imaging, document processing, law enforcement and forensic imaging. © 1988 SPIE. In coherent pulse-Doppler radars, the signal processing is frequently performed by a digital processor, or by the combination of an analog pulse compressor followed by a digital processor. Traditionally, digital processing is attractive for one or both of the following reasons: complicated signal processing algorithms can be implemented using commercially available building blocks (i.e., digital ICs) and signals with a large dynamic range can be accommodated. However, in applications involving modest dynamic ranges (≈8 bits), analog signal processing offers the potential for higher throughput rates in a smaller, lower power processor than would be possible with a digital implementation. Except in the area of pulse compression, almost all past attempts to realize the potential advantage of analog signal processing have met with only limited success. In particular, conventional charge-coupled devices (CCDs) have not gained wide spread acceptance in commercial or military systems because they have not provided sufficient cost, power and throughput advantages over digital technology.
