In this paper, we propose vector quantization (VQ) based scheme for scalable image compression. Scalability is a generic feature referring to image representation in different sizes (spatial scalability) and/or picture qualities (SNR scalability). VQ is a powerful technique for low bit rate image compression. However the conventional VQ approach does not provide a scalable bitstream. We propose a VQ based algorithm (SVQ) to achieve spatial scalability. In SVQ technique, a pyramidal structure of three layers is built by applying 2D wavelet downsampling filters on the input image. The label stream is then made scalable such that a smaller-size image can be obtained by decoding a portion of the bitstream. This image can be further enhanced in size by progressively decoding the remaining bits. This algorithm ensures partial decodability of VQ labels by using separate codebooks one for each spatial resolution. We then propose a combination of wavelet transform and SVQ technique called WSVQ to exploit the cross-correlations among wavelet sub-bands. Simulation results confirm the substantial reductions in bit rate and superior subjective image quality at each spatial resolution using the proposed algorithm, at a significantly reduced computational complexity.

In real-world video data, such as full-motion-video (FMV) taken from unmanned vehicles, surveillance systems, and other sources, various corruptions to the raw data is inevitable. This can be due to the image acquisition process, noise, distortion, and compression artifacts, among other sources of error. However, we desire methods to analyze the quality of the video to determine whether the underlying content of the corrupted video can be analyzed by humans or machines and to what extent. Previous approaches have shown that motion estimation, or optical flow, can be an important cue in automating this video quality assessment. However, there are many different optical flow algorithms in the literature, each with their own advantages and disadvantages. We examine the effect of the choice of optical flow algorithm (including baseline and state-of-the-art), on motion based automated video quality assessment algorithms.

Steganography is the art of hiding infonnation within other infonnation in such a way that it is hard or even impossible to tell that it is there. The most popular carriers for steganography are the redundant data of multimedia, such as image, video, audio, and text digital image. digital watermarking is the practice of hiding a message about a digital image within that image. Modern halftoning algorithms for obtaining a digital binarized image, applicable as a watennark, are discussed. The description of the steganographic system and results of halftoning of the grayscale images are presented. The algorithms of embedding of the halftoned image into grayscale image using the secret key, which provides theoretical and practical secrecy of the stegosystem, and detection, are described. The degradation of the embedded halftoned image by JPEG compression is estimated. From the results of calculations of the chosen distortion measures it has been found that digital watermarks created by using block-based halftoning algorithm has a smallest degradation by JPEG compression, than those obtained by other half toning algorithms. Thus, the proposed steganographic system provides desired stability to compression and secrecy.

Wireless cable, including MMDS, ITFS, and MDS, is a terrestrial television broadcast service at 2.1 and 2.5 to 2.7 GHz. A total of 33 channels are available, each 6 MHz wide. By utilizing MPEG2 videocompression and spectrally efficient digital modulation, the number of programs delivered in this bandwidth can be dramatically increased. This paper describes the method by which the programming increase is achieved. The resulting increase in spectral efficiency does come at the cost of increased stringency in transmitter specifications. This paper describes the new digital MMDS transmitter specifications and the recently developed technology that allows these tighter specifications to be met.

Automated video Quality Assessment (VQA) is an enabler of compression. We present data showing video contrast affects on artifact visibility. Based on our data, we propose a contrast-gaincontrol VQA algorithm, with target spatiotemporal property weighting, and using our data to tune existing VQA algorithms for improved artifact threshold predictions. This paper provides much needed data on natural video mask contrast and artifact visibility, and provides important insights for how VQA algorithms can be improved to better predict video quality in the high-quality regime.
