compression of moving images has opened unprecedented opportunities of transmission and storage of digital video. Extraordinary performance of today's video codecs is a result of tens of years of work on the development of methods of data encoding. This paper is an attempt to show this history of development. It highlights the history of individual algorithms of data encoding as well as the evolution of video compression technologies as a whole. With the development of successive technologies also functionalities of codecs were evolving, which make also the topic of the paper. The paper ends the attempt of authors' forecasting about the future evolution of video compression technologies.

Motion estimation is a key component of any modern video codec. Our understanding of motion and the estimation of motion from video has come a very long way since 2000. More than 135 different algorithms have been recently reviewed by Scharstein et al http://***/flow/. These new algorithms differ markedly from Block Matching which has been the mainstay of video compression for some time. This paper presents comparisons of H.264 and MP4 compression using different motion estimation methods. In so doing we present as well methods for adapting pre-computed motion fields for use within a codec. We do not observe significant gains to be had with the methods chosen w.r.t. Rate Distortion tradeoffs but the results reflect a significantly more complex interrelationship between motion and compression than would be expected. There remains much more to be done to improve the coverage of this comparison to the emerging standards but these initial results show that there is value in these explorations.

Frame rate conversion requires interpolation of image frames at time instances, where the original sequence has not been sampled. This can be done in high quality only by means of motion-compensated algorithms, therefore the knowledge of motion present in the sequence is essential. This motion information has to be determined from the image sequence itself. In this paper a motion-based image segmentation algorithm is proposed, and its application for motion- compensated (MC) frame rate conversion is presented. The segmentation algorithm that can trace multiple rigid objects with translational movement, is based on vector quantization of the estimated motion field determining a set of global motion vectors and segmenting the images into multiple moving areas. Then, the spatial order of the objects (which one is in front of the other) is determined. Interpolation is performed based on the results of the segmentation, the set of motion vectors, and the proper handling of covered and uncovered areas. Furthermore, an accelerated motion model developed previously by the authors is applied, in order to further improve the performance of the MC frame rate converter.

High Efficiency video Coding (HEVC), the latest video compression standard ( also known as H. 265), can deliver video streams of comparable quality to the current H. 264 Advanced video Coding (H.264/AVC) standard with a 50% reduction in bandwidth. Research into SHVC, the scalable extension to the HEVC standard, is still in its infancy. One important area for investigation is whether, given the greater compression ratio of HEVC ( and SHVC), the loss of packets containing video content will have a greater impact on the quality of delivered video than is the case with H.264/AVC or its scalable extension H.264/SVC. In this work we empirically evaluate the layer-based, in-network adaptation of video streams encoded using SHVC in situations where dynamically changing bandwidths and datagram loss ratios require the real-time adaptation of video streams.

This article is devoted to the in-depth analysis of efficiency for video compression algorithms during inter-frame coding and impairments that appearing during compression. The main purpose of studies is carrying out analysis in direction of defining requirements for instant and long-term bit-rate for video services with different criticality to video processing taking into account number of factors, particularly from different variants of inter-coding implementation. Results of such studies are related to complement information for other studies results and availability of such results useful during definition of video bit-rate requirements for streaming applications. Studies are based on usage of modern simulation technologies that is also applied for prototyping of hardware encoding devices. This provides possibility of analysis of efficiency of video encoders on different video processing stages. As result of simulation, performance of the video algorithm was analyzed;possible ways of increasing its efficiency were proposed and bit-rate requirements are formulated. The obtained results can be used for resource planning for introduction of video services and also during scientific studies in direction of video compression algorithms efficiency increasing.

This paper describes the details and the results of the subjective quality evaluation performed at EPFL, as a contribution to the effort of the Joint Collaborative Team on video Coding (JCT-VC) for the definition of the next-generation video coding standard. The performance of 27 coding technologies have been evaluated with respect to two H.264/MPEG-4 AVC anchors, considering high definition (HD) test material. The test campaign involved a total of 494 naive observers and took place over a period of four weeks. While similar tests have been conducted as part of the standardization process of previous video coding technologies, the test campaign described in this paper is by far the most extensive in the history of video coding standardization. The obtained subjective quality scores show high consistency and support an accurate comparison of the performance of the different coding solutions.

The static image and video information compression algorithms development over the last 15-20 years, as well as standardized and non-standardized formats for data storage and transmission have been analyzed;the main factors affecting the further development of approaches that eliminate the redundancy of transmitted and stored visual information have been studied. The conclusion on the current prospects for the development of image compression technologies has been made. New approaches that use new low-level quasi-orthogonal matrices as transform operators have been defined. The advantages of such approaches opening new fundamentally different opportunities in the field of applied processing of digital visual information have been identified and presented.

An efficient algorithm for dynamically multiplexing MPEG2 encoded video sources is presented. Sources are grouped into classes regarding different combined levels of spatial detail and amount of movement. Simulations were performed using different associations of sources belonging to distinct classes, different bit rates and GOP structures. The implications associated to a real implementation are analyzed and a modular architecture is proposed. Simulation results are presented and discussed, showing that sequences with higher spatial detail and motion are those which exhibit the higher quality improvements. These results are almost not affected by the non alignment, at GOP level, between video sequences.

Low power consumption is a requirement for any battery powered portable equipment. When designing ASICs for image and video compression, emphasis has been placed mainly on building circuits that are fast enough to satisfy the high data throughput associated with image and video processing. The imminent development of portable systems featuring full multimedia applications, adds the low-power constraint to the design of VLSI circuits for this kind of application. Several techniques such as lowering the supply voltage, architectural parallelization, pipelining etc., have been proposed in the literature to achieve low-power consumption. In this paper we report a VLSI circuit featuring a power management user-controllable technique that trades image quality for power consumption in a transform-based algorithm.

Currently digital video Interface (DVI), Joint Photographic Experts Group (IPEG), and Motion Pictures Experts Group (MPEG) are the three compression techniques that are widely used. Many of these algorithms employ the Discrete Cosine Transform (DCT) because of its excellent energy compaction to achieve data compression. Even with the amount of intensive computations used with the DCT algorithm, grayscale images still require millions of computations. Extending this to color images or moving images, require billions of computations. Data compression techniques for multimedia systems is a step towards reducing the intensity of computations employing fast transform algorithms.
