Various video compression techniques are introduced. The basic idea of Discrete Cosine Transform and Motion Estimation compression is outlined, and a detailed example of the decoding of an H.261 video bitstream is demonstrated. More advanced techniques for DCT/ME compression as used in MPEG-2 and H.263 are described. A discussion of video encoders and decoders highlights the fact that `standard- compliant' video systems can yield vastly different results depending on implementation techniques, such as the algorithms used, the use of accelerating hardware.

We present a two-step segmentation scheme for the very low bit rate coding of general purpose video scenes. Our objective is to determine the regions of interest before the actual segmentation procedure, so as to reduce the computational overhead introduced by this relatively complex process, and to avoid the phenomenon of over-segmentation of the scene. Simulation results show that the proposed scheme results in a radical reduction of the number of discrete spatio-temporal regions, while the background is identified as one uniform region, even when it is characterized by complex global motion.

In this paper we present a work based on a coding algorithm for visual information that follows the International Standard ISO-IEC IS 11172, `Coding of Moving Pictures and Associated Audio for digital Storage Media up to about 1.5 Mbit/s', widely known as MPEG1. The main intention in the definition of the MPEG 1 standard was to provide a large degree of flexibility to be used in many different applications. The interest of this paper is to adapt the MPEG 1 scheme for low bitrate operation and optimize it for special situations, as for example, a talking head with low movement, which is a usual situation in videotelephony application. An adapted and compatible MPEG 1 scheme, previously developed, able to operate at px8 Kbit/s will be used in this work. Looking for a low complexity scheme and taking into account that the most expensive (from the point of view of consumed computer time) step in the scheme is the motion estimation process (almost 80% of the total computer time is spent on the ME), an improvement of the motion estimation module based on the use of a new search pattern is presented in this paper.

Data compression technology is one of the essential core technologies for remote measurement and control of future intelligent ships. The quality and volume of the compressed digital video of shipborne radar should meet the requirements of intelligent ships. The digital video compression technology of shipborne radar and the bandwidth of marine communication network are the main factors that affect radar digital video compression quality. In this paper, according to the content of the radar echo area, four ranges of shipborne radar digital video are selected, and the high-efficiency digital video coding standards H.264/AVC, H.265/HEVC, HEVC-SCC, VP9 and AVS2 are used for radars of different ranges. digital video uses the same encoding configuration to conduct simulation experiments and compare compression performance. The simulation results show that the digital video quality of the shipborne radar compressed by these video coding standards will continue to change with the fluctuation of the network bandwidth. When the bitrate is low, the compression performance of the encoder is improved faster, while the compression performance of these video coding standards gradually approaches at a higher bitrate. The performance of the codec also depends on the complexity of the radar digital video content. The larger the range, the lower the content complexity and the better the performance. © 2021 SPIE

In this paper, we present scalable image compression algorithms based on wavelet transform. Recently, the International Standard Organization (ISO) has proposed the JPEG standard for still image compression. JPEG standard not only provides the basic features of compression (baseline algorithm) but also provides the framework of reconstructing images in different picture qualities and sizes. These features are referred to as SNR and spatial scalability, respectively. Spatial scalability can be implemented using the hierarchical mode in the JPEG standard. However, the standard does not specify the downsampling filters to be used for obtaining the progressively lower size images. A straightforward implementation would employ mean downsampling filters. However, this filter does not perform very well in extracting the features from the full size image resulting in poor quality images and a lower compression ratio. We present a wavelet transform based technique for achieving spatial scalability (within the framework of hierarchical mode). Our simulation results confirm the substantial performance improvement and superior subjective quality images using the proposed technique. Most importantly, the wavelet based technique does not require any modifications to existing JPEG decoders.

This paper presents a real time full motion video conferencing system based on the Visual Pattern Image Sequence Coding (VPISC) software codec. The prototype system hardware is comprised of two personal computers, two camcorders, two frame grabbers, and an ethernet connection. The prototype system software has a simple structure. It runs under the Disk Operating System, and includes a user interface, a video I/O interface, an event driven network interface, and a free running or frame synchronous video codec that also acts as the controller for the video and network interfaces. Two video coders have been tested in this system. Simple implementations of Visual Pattern Image Coding and VPISC have both proven to support full motion video conferencing with good visual quality. Future work will concentrate on expanding this prototype to support the motion compensated version of VPISC, as well as encompassing point-to-point modem I/O and multiple network protocols. The application will be ported to multiple hardware platforms and operating systems. The motivation for developing this prototype system is to demonstrate the practicality of software based real time video codecs. Furthermore, software video codecs are not only cheaper, but are more flexible system solutions because they enable different computer platforms to exchange encoded video information without requiring on-board protocol compatible video codex hardware. Software based solutions enable true low cost video conferencing that fits the `open systems' model of interoperability that is so important for building portable hardware and software applications.

A program to implement the Recursive Scaled Discrete Cosine Transform (DCT) algorithm as proposed by H. S. Hou has been undertaken at the Institute of Microelectronics. Implementation of the design was done using top-down design methodology with VHDL (VHSIC Hardware Description Language) for chip modeling. When the VHDL simulation has been satisfactorily completed, the design is synthesized into gates using a synthesis tool. The architecture of the design consists of two processing units together with a memory module for data storage and transpose. Each processing unit is composed of four pipelined stages which allow the internal clock to run at one-eighth (1/8) the speed of the pixel clock. Each stage operates on eight pixels in parallel. As the data flows through each stage, there are various adders and multipliers to transform them into the desired coefficients. The Scaled IDCT was implemented in a similar fashion with the adders and multipliers rearranged to perform the inverse DCT algorithm. The chip has been verified using Field Programmable Gate Array devices. The design is operational. The combination of fewer multiplications required and pipelined architecture give Hou's Recursive Scaled DCT good potential of achieving high performance at a low cost in using Very Large Scale Integration implementation.

digital video computing and organization is one of the important issues in multimedia system, signal compression, or database. video should be segmented into shots to be used for identification and indexing. This approach requires a suitable method to automatically locate cut points in order to separate shot in a video. Automatic cut detection to isolate shots in a video has received considerable attention due to many practical applications; our video database, browsing, authoring system, retrieval and movie. Previous studies are based on a set of difference mechanisms and they measured the content changes between video frames. But they could not detect more special effects which include dissolve, wipe, fade-in, fade-out, and structured flashing. In this paper, a new cut detection method for gradual transition based on computer vision techniques is proposed. And then, experimental results applied to commercial video are presented and evaluated.

digital video traffic is inherently bursty for two reasons: inherent motion of objects and cameras, and the artifacts of compression algorithms. Because digital video playback requires bandwidth guarantees from the underlying I/O and network systems, the bursty nature of video traffic forces the bandwidth reservations to be made at the level of peak data rates rather than average data rates. This work addresses the burstiness problem in digital video traffic by proposing changes to the MPEG compression/decompression algorithm. The resulting algorithm, block-by-block (BBB) difference coding, successfully minimizes the difference between peak and average bit rates by a factor of 2 to 3 in average, without compromising the compression efficiency, coding speed and video quality.

In the paper we are concerned with the efficient coding of image sequences for video- conference applications. In such sequences, large image regions usually undergo a uniform translational motion. Consequently, to maximize the coding efficiency and quality, the codec should be able to segment and estimate multiple translational motions accurately and reliably. Following the above premise, we propose an algorithm which combines several known and new techniques. Firstly, a traditional variable block size motion compensation was used, but employing a novel robust motion estimation algorithm. The algorithm can estimate multiple motions to a sub-pixel accuracy and also provides a reliable motion segmentation. Whenever there exist multiple motions within a block, the motion boundary is recovered and approximated by a straight line. Also, an inter-block motion prediction is used to achieve a further improvement of the compression ratio. A comparison with the H.261 scheme shows that the proposed algorithm produces better results both in terms of PSNR and bit-rate. To judge the contribution of the motion segmentation to the overall performance, experiments have been carried out with a variant of the algorithm where only single motion within any block is allowed. This incapacitated variant emulates a commonly used approach for variable block size coding. The comparison of the proposed and incapacitated variants shows that the use of motion segmentation can lower the bit rate and deliver a better visual quality of the reconstructed image sequence.
