We were invited to audit a project for a client. This project had missed its final delivery date, had overshot it's budget and also failed to meet performance criteria in a number of key areas. Further, some software remained to be produced. These problems were due to lack of adequate projectmanagement infrastructure and this paper describes those techniques of projectmanagement which would have prevented these problems arising, and further how they contributed to a swift turnaround in the project once properly applied.

The failure of projects can be attributed to the fact that when things start going wrong they cannot be easily rectified, and the problems are compounded because the right people are not available or involved in the project and the right 'systems' are not in place. One way to minimize or avoid this hazard is to create a project infrastructure at the initiation stage of the project. Creating an infrastructure and making it work for the benefit of the project are both the task of the project manager.

In this paper we propose a curriculum for software engineering projectmanagement. For each major topic, the paper will identify useful starting points for study, plus relevant resources and standards, including resources available electronically. We adapt Bush and Fenton's (1990) classification of the software engineering domain whereby we can describe all entities to be managed in a softwareproject as being either process, product, or people. This provides a useful framework for consideration of softwareprojectmanagement topics. The curriculum is presented according to the following format: area (process, product, people), major topic, sub-topic, priority (essential, desirable, optional), relevant resources.

The traditional view of software engineering characterizes software development as consisting of a number of processes and representations which are produced in an essentially linear fashion. Different models of system development are produced for many different reasons. With a wide variety of systems being developed, there can be no single software development life cycle. Instead, it is necessary to consider milestones, concrete deliverables and the appropriateness of different strategies as an integral part of the softwareproject. This allows the necessary flexibility and iterative approach to development while ensuring that management concerns can be accommodated.

The character-based user interfaces of four standard network element management applications of an Ericsson Hewlett-Packard Telecommunications (EHPT) project were improved to become consistent and task-oriented. A direct relationship between EHPT's human factors experts and a customer's human factors team was established. The joint/parallel work of the two teams was a flexible solution to the time and resource limitations for usability engineering in the project. Initial feedback from end-users have indicated that improvements in usability have been achieved. The lessons learned during the project are presented as pragmatic suggestions for usability survival in the time-pressured environment common to telecom software development projects.
