This paper investigates Space-Based Emergency Alerts (SBEA) as an additional alert system that is less susceptible to disruption by complex disasters such as wildfires or other widespread devastation. Emergency services play a crucial role in ensuring the survival and resilience of individuals, businesses, and communities in the face of disasters. There are numerous existing emergency alert systems managed by the Federal Emergency Management Agency (FEMA) and Federal Communications Commission (FCC) such as Emergency Alert system (EAS), Wireless Emergency Alerts (WEA), and Non-Weather Emergency Messages (NWEM). The most used system, WEA, is highly vulnerable to disruption by destructive disasters as it relies heavily on terrestrial-based infrastructure such as cellular towers. In this paper, an analysis of the existing systems is conducted and feasibility assessment for a new system is performed. The results of the analysis indicate that through recent advancement in mobile smartphone and satellite communication technology, the employment of a Space-Based Emergency Alert system, operating in conjunction with existing alert systems is likely, over time, to greatly enhance emergency alert performance and ultimately public safety.

The integration of Artificial Intelligence (AI) into industrial systems with high levels of automation has introduced significant uncertainty and complexity. In particular, work by the automotive industry, on autonomous vehicles has led to the emergence of the Operational Design Domain (ODD) concept, which delineates the expected operating domain of such vehicles, departing from conventional automotive Use Case-based approaches. However, this ODD's automotive-centric approach has hindered its broader application, lacking the comprehensive guidance on the systemengineering methodologies required for its definition. This paper presents a domain-agnostic definition of ODD, grounded in established system frameworks and emphasizing a systemic risk-based engineering to make it applicable to multiple domains. A case study from the maritime domain illustrates the benefits and applicability of the proposed methodology. By providing a systematic framework, this research facilitates the adoption of ODD principles beyond the automotive sector, fostering the development of AI-based products and services across diverse industrial domains. The ODD represents a key aspect of systemsengineering for autonomous systems, integrating considerations of technology, environment, regulation, and user expectations.

In order to realize the goals of the United States (US) Department of Defense (DoD) Digital engineering Strategy, digital threads need to be defined and constructed to exchange data to support engineering activities. Practitioners of digital engineering are challenged with sharing relevant information between tools in a way that supports decision making or an engineering activity. Tool integrators must take into account the stakeholders' needs and how the digital thread changes over the system lifecycle. In this work, we describe the program risk management and system architecture digital thread and the lessons learned from researching, prototyping, and applying this digital thread. We conclude each lesson learned with suggestions of how the lesson learned could be applied to constructing new digital threads.
