The issues, choices, advantages, and disadvantages of dealing with developing deliverable expertsystems for an industrial environment are outlined. Development issues in this environment involve many things beyond what is needed in a research project. The author discusses application selection, planning, funding, development phases, maintenance, and other issuies. The information is based on a combination of the experience of the author and the members of the expertsystems Technology Transfer Association, a Chicago-based group of expertsystem project managers.

Change in the locus of operating knowledge that accompanies 'New Federalism' policies implies different deseign and knowledge-engineering approaches for expertsystem applications. An expertsystems strategy to implement a New Federalism approach in a Congressionally-mandated regulatory program is discussed. Tactical needs created by competition with conventional knowledge-delivery mechanisms are analyzed. Three knowledge-engineering tactics especially suitable for developing expertsystems in this application environment are described.

At times, for a variety of reasons, an expertsystem will provide incorrect information or advice, and, as result, a party will suffer injury, either physical or economic. The author reviews various theories under which a party so injured might sue to recover damages and assesses the problems the plaintiff and defendant might face under each theory. He also briefly discusses potential liability for failure to use an expertsystem.

A panel discussion on the future of expertsystems is presented. First, Inference Corporation's experiences in the areas of tools, methodologies and future research directions are described. Secondly, new areas and designs of applications beyond the first generation of expertsystems are considered. A methodology combining traditional information systems technology and expertsystems technology is then presented. Finally, the role of human elements in making expertsystemprojects successful is discussed.

It is pointed out that, like other projects which spend corporate dollars, an expertsystem must be analyzed for its economic and strategic worth to the organization. Both traditional engineering economy project analysis and multivariate holistic methods can be applicable. The fundamental strategy of the analyst is to decide upon the evaluation methodologies, gather cost and benefit data, study the project from various perspectives, and present the results and recommendations.

A model and a methodology for managing the development of commercial expertsystems involving multiple experts is presented. The model incorporates a view of the nature of human knowledge, the constraints of the technology, and pragmatic considerations of the organization in which the development takes place. The methodology engendered by this model introduces a new role, the Sherpa, and a new tool, the Knowledge Verification Template (KVT). This methodology has been successfully applied in multiple systems. Its specific application to the BioMark Program, a commercial preventive healthcare program, is presented.

The authors review current legal theories of liability for defective software as well as other emerging theories which may be applied to expertsystem software's new roles in American society. The purpose of this work is to allow expertsystem developers to understand in advance the performance standards to which they potentially may be held. It is concluded that current legal theories will have to be expanded in order to directly establish tort liability due to defects in the software.
