In complex design projects, engineering and program management disciplines often work in isolation leading to inconsistencies in product information, tracking of design changes, challenges in decision-making, and potential product and project failure. Moreover, the lack of information early in the design can postpone decision-making further into the design cycle when it becomes more expensive and difficult to make changes. Differences across disciplines in their respective practices and lack of a common platform for exchanging information have contributed to this gap. In bridging this gap, an analytical decision support system is presented that enhances engineering design change management and knowledge management early in the design. The human factors involved in embracing such a system and adopting a structured knowledge management framework are investigated through a review of knowledge management theory, conducting a social network analysis, and analyzing the results of a survey of a west coast shipyard design team. To understand enablers and barriers to design change management and knowledge management, a system dynamics causal loop diagram is presented. The decision support system and design change - knowledge management framework presented in the current study is a viable option to bring multiple disciplines together on a common platform and to provide a method to enable informed decisions early in the design cycle. The iterative and dynamic nature of this model is aligned with the principles of agile management as well as other best practices in managing programs and complex systems.

The factors influencing the level of energy efficiency of a metallurgical enterprise, which are necessary for the development of a theoretical and methodological approach to the formation of a mechanism for managing the energy consumption of a metallurgical enterprise in the new business environment and calculating energy efficiency indicators, have been determined. A system model for the formation of a portfolio of projects in accordance with the energy efficiency strategy of a metallurgical enterprise is presented, using methods of set theory, systemic and multi-criteria analysis, agent-based simulation modeling, and methods for analyzing risks and uncertainties. © 2019 ieee.

In the projects of space electronics, because of its constant complication, the existing methods of the Foresight involving qualified specialist designers of electronic equipment as experts, no longer provide guaranteed solutions for ensuring important reliability indicators. In this paper, the authors propose to select computer programs and carry out comprehensive modeling to increase the efficiency of the expert panels at the stage of technical design of space electronic equipment. Thus, experts receive complete information about the physical processes in future electronic equipment. Considering this information, they make decisions on the use of these or other advanced technologies, and can also more reasonably express their proposals on synthesized approaches to creating electronic equipment for long periods of its use in space. This method should be referred to as the Foresight Modeling method. This paper describes the basics of the theory of this method and gives an example of an algorithm for the Foresight Modeling of thermal processes in the design of an electronic power supply system. Taking into account the resource of this system, experts can more accurately judge the long-term existence of new-generation spacecraft. © 2019 ieee.

Risk management in the context of product development projects faces many difficulties: systemic risk is often omitted and interactions between risks are seldom present. To address these problems an operational framework is presented in this paper. This framework introduces the concept of standardized development task and process, risk event, risk factor and risk behavior. Standardized task and process enable propagation of risks from task to process level and they are modeled using system engineering approach (activity model). Risk interactions are modeled on task level and propagated to process level using inter-activity input-output relationships. Risk interaction model includes risk events, risk factor and risk behavior. Risk event defines the value of risk factors. This risk event - risk factor relation is modeled using Bayesian networks and expert opinions. Relationships between risk factors form risk behavior with included interactions. Mentioned relation is represented using Fuzzy Cognitive Maps. The main advantage of this approach is that this manner of addressing risk can be at the same time easier from the aspect of necessary data and more precise from the perspective of obtained results. Apart from the framework introduction, usage of the solution is illustrated with the academic example at the end of the paper.

Management of large and complex Information Technology (IT) programs, involving a combination of several Software development projects along with non IT projects which form part of an organizational program is an enormous challenge. It becomes increasingly difficult, given the numerous stakeholders, dimensions and aspects it has to deal with, which includes changing business environments, project types, business domains and technology. programs are generally planned and delivered through the industry standard frameworks like managing Successful programs (MSP (R)) of the Her Majesty's Office of Government and Commerce OGC of UK or Program Management Professional (PgMP) of the Project Management Institute PMI. These industry standard program management frameworks provide program governance structures that are hierarchical. The organization structure of such a system or program often leads to inadequacies in the roles and responsibilities which are defined and also added on an ad hoc basis. The mechanistic approach to the structure of a large programs leads to inadequacies leading to a struggle dealing with large programs. Therefore designing the Program management functions requires understanding the aspects of its operations, structure, governance, processes and competencies. It is a complex interface between several aspects. A metaphor like a Viable system Model (VSM) will help us identify a structure which will make management of the programs viable and manageable. This paper presents a design for an organization structure to manage large programs from the perspective of the cybernetic theory of organization structure, namely the Viable system Model. The design includes inputs of a survey conducted across a cross section of IT program managers from various business domains namely insurance, telecom and healthcare. It ensures roles are defined to handle program related responsibilities in a coherent way.

GPUs can enable significant performance improvements for certain classes of data parallel applications and are widely used in recent computer systems. However, GPU execution currently requires explicit low-level operations such as 1) managing memory allocations and transfers between the host system and the GPU, 2) writing GPU kernels in a low-level programming model such as CUDA or OpenCL, and 3) optimizing the kernels by utilizing appropriate memory types on the GPU. Because of this complexity, in many cases, only expert programmers can exploit the computational capabilities of GPUs through the CUDA/OpenCL languages. This is unfortunate since a large number of programmers use high-level languages, such as Java, due to their advantages of productivity, safety, and platform portability, but would still like to exploit the performance benefits of GPUs. Thus, one challenging problem is how to utilize GPUs while allowing programmers to continue to benefit from the productivity advantages of languages like Java. This paper presents a just-in-time (JIT) compiler that can generate and optimize GPU code from a pure Java program written using lambda expressions with the new parallel streams APIs in Java 8. These APIs allow Java programmers to express data parallelism at a higher level than threads and tasks. Our approach translates lambda expressions with parallel streams APIs in Java 8 into GPU code and automatically generates runtime calls that handle the low-level operations mentioned above. Additionally, our optimization techniques 1) allocate and align the starting address of the Java array body in the GPUs with the memory transaction boundary to increase memory bandwidth, 2) utilize read-only cache for array accesses to increase memory efficiency in GPUs, and 3) eliminate redundant data transfer between the host and the GPU. The compiler also performs loop versioning for eliminating redundant exception checks and for supporting virtual method invocations within GPU ker
