Management of large and complex Information Technology (IT) programs, involving a combination of several Software development projects along with non IT projects which form part of an organizational program is an enormous challenge. It becomes increasingly difficult, given the numerous stakeholders, dimensions and aspects it has to deal with, which includes changing business environments, project types, business domains and technology. programs are generally planned and delivered through the industry standard frameworks like managing Successful programs (MSP®) of the Her Majesty's Office of Government and Commerce OGC of UK or Program Management Professional (PgMP) of the Project Management Institute PMI. These industry standard program management frameworks provide program governance structures that are hierarchical. The organization structure of such a system or program often leads to inadequacies in the roles and responsibilities which are defined and also added on an ad hoc basis. The mechanistic approach to the structure of a large programs leads to inadequacies leading to a struggle dealing with large programs. Therefore designing the Program management functions requires understanding the aspects of its operations, structure, governance, processes and competencies. It is a complex interface between several aspects. A metaphor like a Viable system Model (VSM) will help us identify a structure which will make management of the programs viable and manageable. This paper presents a design for an organization structure to manage large programs from the perspective of the cybernetic theory of organization structure, namely the Viable system Model. The design includes inputs of a survey conducted across a cross section of IT program managers from various business domains namely insurance, telecom and healthcare. It ensures roles are defined to handle program related responsibilities in a coherent way.

Reverse Code Engineering (RCE) to detect anti-debugging techniques in software is a very difficult task. Code obfuscation is an anti-debugging technique makes detection even more challenging. The Rule Engine Detection by Intermediate Representation (REDIR) system for automated static detection of obfuscated anti-debugging techniques is a prototype designed to help the RCE analyst improve performance through this tedious task. Three tenets form the REDIR foundation. First, Intermediate Representation (IR) improves the analyzability of binary programs by reducing a large instruction set down to a handful of semantically equivalent statements. Next, an expert system (ES) rule-engine searches the IR and initiates a sense-making process for anti-debugging technique detection. Finally, an IR analysis process confirms the presence of an anti-debug technique. The REDIR system is implemented as a debugger plug-in. Within the debugger, REDIR interacts with a program in the disassembly view. Debugger users can instantly highlight anti-debugging techniques and determine if the presence of a debugger will cause a program to take a conditional jump or fall through to the next instruction.

Smart system pilot projects provide for valuable lessons learnt in terms of demand response programs. These programs are an important safety net until new capacity comes online in South Africa. Strategies within the demand response programs include time of use tariff and real time load limiting schemes. Appliance control technologies can assist users that are part of these programs in managing loads. One approach to appliance control is using off the shelf home automation technologies that provide for automatic load control. This can be done with smart systems which provide the control signals in real time to the home automation devices. An interface module is required between the smart system and the home automation units. A simple interface unit was developed under Eskom Research. This interface provides for automated switching but does not provide for any intelligent load sensing. This is left for further development.

NASA has a large range of custom-built and commercial data systems to support spaceflight programs. Some of the systems are re-used by many programs and projects over time. Management and systems engineering processes require integration of data across many of these systems, a difficult problem given the widely diverse nature of system interfaces and data models. This paper describes an ongoing project to use a central data model with a web services architecture to support the integration and access of linked data across engineering functions for multiple NASA programs. The work involves the implementation of a web service-based middleware system called Data Aggregator to bring together data from a variety of systems to support space exploration. Data Aggregator includes a central data model registry for storing and managing links between the data in disparate systems. Initially developed for NASA's Constellation Program needs, Data Aggregator is currently being repurposed to support the International Space Station Program and new NASA projects with processes that involve significant aggregating and linking of data. This change in user needs led to development of a more streamlined data model registry for Data Aggregator in order to simplify adding new project application data as well as standardization of the Data Aggregator query syntax to facilitate cross-application querying by client applications. This paper documents the approach from a set of stand-alone engineering systems from which data are manually retrieved and integrated, to a web of engineering data systems from which the latest data are automatically retrieved and more quickly and accurately integrated. This paper includes the lessons learned through these efforts, including the design and development of a service-oriented architecture and the evolution of the data model registry approaches as the effort continues to evolve and adapt to support multiple NASA programs and priorities.

The state of the art in Prognostics and Health Management (PHM) tends to be advanced within the arena of relatively small research projects with limited scope. Studying the physics of failure mechanisms for a transmission gear, for example, is best conducted within a small team lab environment, and research results captured in the form of a report. It is then left largely up to the members of complex organizations on large development teams to select from a myriad of studies, harvest the useful results, and integrate them in some way on a large system, such as an aircraft. Collecting the results of these studies and proposing their integration on a product development program poses a level of technical, budget, and schedule risk that is often not acceptable in the risk averse environment of government funded development programs or private capital investment. This paper proposes patterns for managing the risks associated with applying PHM research results to product development of large, complex systems. The example used herein is an aircraft, but the patterns can be applied to other types of systems. © 2011 ieee.

Risk is the potential for realization of undesirable consequences of an event. In other words, risk can be defined as the threat or probability that an action or event will adversely or beneficially affect an organization's ability to achieve its objectives. Implementation of Enterprise Resource Planning (ERP) projects are always accompanied by various risks and because of high rate of failure in such projects, managing of the risks in order to neutralize or at least decrease their effects on the success of the project is strongly essential. In this paper it is introduced a two stage Fuzzy Neural Network (FNN) which includes expertise to evaluate risk of ERP projects implementation. 18 risk factors are concluded from literature and for each of them two linguistic variables are considered: the probability of failure and the severity of impact. These variables are the inputs of first stage of the proposed FNN. The outputs of first stage, which are also the inputs of second stage, are values of ERP risk factors. Eventually, output of second stage is total risk of implementation of ERP project and it is derived from a feed-forward neural network. The architecture of the proposed framework and the development procedure are discussed, and numerical examples are provided. © 2011 ieee.

This work-in-progress paper describes an open source mobile application currently under development by the Humanitarian Free and Open Source Software project (HFOSS) to support beneficiary registration and tracking for ACDI/VOCA in Haiti. ACDI/VOCA is a private, nonprofit organization that has been managing a USAID-funded Food for Peace program, the Multi Year Assistance Program (MYAP) in the Southeast Department of Haiti since 2008. It currently provides a food ration to over 10,000 registered beneficiaries and their families on a monthly basis. It also provides agricultural assistance ranging from seeds, plants, tools, and expertise to over 7000 beneficiaries The NSF-funded HFOSS project seeks to revitalize computing education by getting undergraduates engaged in building free and open source software (FOSS) that serves the public good. During the past five years HFOSS students have made significant contributions to a number of humanitarian software and IT projects. The app under development in Haiti will assist ACDI/VOCA workers in the rapid and reliable transmission of beneficiary registration and update data to support their food distribution efforts in rural regions of Haiti. The Android based application uses Short Message system (SMS) text messages to transmit the data directly from remote distribution points to the ACDI/VOCA server in Jacmel, Haiti. A proof-of-concept prototype was field tested in Haiti in March 2011 and a fully functional system was field tested in several rural areas at the beginning of July 2011. By the time of the Global Humanitarian Technology conference in late October it is expected that the system will be fully deployed. This paper describes the overall system and field based observations. Data describing its utilization and performance in the field will be reported at the conference. © 2011 ieee.

expert-driven business process management is an established means for improving efficiency of organizational knowledge work. Implicit procedural knowledge in the organization is made explicit by defining processes. This approach is not applicable to individual knowledge work due to its high complexity and variability. However, without explicitly described processes there is no analysis and efficient communication of best practices of individual knowledge work within the organization. In addition, the activities of the individual knowledge work cannot be synchronized with the activities in the organizational knowledge work. Solution to this problem is the semantic integration of individual knowledge work and organizational knowledge work by means of the pattern-based core ontology strukt. The ontology allows for defining and managing the dynamic tasks of individual knowledge work in a formal way and to synchronize them with organizational business processes. Using the strukt ontology, we have implemented a prototype application for knowledge workers and have evaluated it at the use case of an architectural office conducting construction projects.
