When two (or more) entities (or members) enter into a coalition, they agree to share information, resources and other assets according to some set of negotiated rules. This paper addresses the issue of controlled and secure information sharing. Each member may have a large number of agents (people) who run programs that access information from the large number of servers run by the other member The problem arises in managing the authentication and the access control at these service points. The issues are technical, as well as administrative. Compounding the problem is the large number of autonomous information servers that contain the information published by a single member Administering and securing these is in reality intractable. We present a solution to the secure information-sharing problem, by separating the authentication function from the data access function. Then, by having only one authenticator per member and the use of digital certificates we show how a multiplicity of information sources can be managed and secured.

Accelerator development and construction projects often intentionally push the envelope of well-established technical performance and manageable complexity. In addition, the desire for efficient retention and exploitation of accumulated experience across the multi-decade life cycles of major installations calls for a robust yet user-friendly knowledge management system. To meet these needs, we are deploying a new web-based system at Jefferson Lab: Pansophy. This system is a custom integration of several commercial software utilities, DocuShare/sup TM/, ColdFusion/sup TM/, Matlab/sup TM/, Ingres/sup Tm/, and common desktop programs. Users of the system range from process managers, shop-floor technicians, and test engineers to after-the-fact data miners and operations staff. The system integrates important quality assurance elements of procedural control, automated data accumulation into a secured central database, prompt and reliable data query and retrieval, and online analysis tools, all accessed by users via their platform-independent web browsers. A system overview, a completed pilot project, and implementation experience to date will be presented.

Agriculture is one of the important sectors and the key issue to be addressed is food sustainability & security. The improvement is yield in Paddy & Wheat has been shown in the States of Bihar & Uttar Pradesh by demonstration of model farming through 'systems Approach'. On demonstration, the farmers have themselves adopted the practices. The electronic communication has provided a quick response to the need of farmers in managing the introduction and adoption of newer techniques. The Mission REACH envisages achieving new heights in Education Sector through establishing 'Centres of Relevance and Excellence (CORE)' having triangular partnership with Industry, Institution & TIFAC. It will provide quality man-power in areas of societal and industrial relevance. So far, nine educational institutions have been networked under this programme. Target is to network about 100-120 educational institution in 2-3 years. These are realized through networking strengths established with different institutions. The mission approach transcend beyond traditional working methodologies and synergise institutions both public and private. The tools of information technology are used to manage the technological inputs at disposed locations. Thus implementing technology projects in mission mode embraces a new facet of technology management incorporating technical, administrative and inter-personal and social subsystems.

Management of technology concerns the processes of managing technology development through research and development, and managing the introduction and use of technology. expertsystems are computer programs that encode knowledge about a problem into a knowledge base, and then use this knowledge to reason and draw conclusions about a particular problem or situation. Currently, expertsystems are being used in many areas, but we have found no examples of expertsystems being applied in the field of technology management. The objective of the paper is to set out a methodology for technologies for implementation in a small business, using an expertsystem structure to automate the procedure. The expertsystem is intended to be used as a guide, providing a structured approach that will allow a consultant to provide consistent recommendations, as well as reducing repetition in evaluating the technologies for different situations. The expertsystem compares customer requirements to the attributes of available technologies, and suggests which technologies should be considered for implementation. The matrix structure of the Quality Functional Deployment ("House of Quality") approach to quality control is the basis for the expertsystem methodology presented.

Often a user that solves a problem with the support of a system (knowledge-based system, software, etc.), must intervene to overcome the limited capabilities of the system. We aim to introduce a type of Intelligent Assistant systems (IASs) between the user and the system. The IAS will acquire the knowledge that permits the user to solve problems and will after use it for solving similar problems to relieve the user's interventions. Thus, the IAS builds in an incremental manner a `personal' knowledge base that is a kind of `user-in-action' model. IASs must accomplish a number of tasks, in one hand for managing knowledge (e.g., acquisition, assimilation, validation), and, in the other hand, for managing interaction with the user (e.g., dialogue management, explanation, cooperation). It is not realistic to tackle the design of IASs in one shot. The keystone of our approach lies on the observation that tasks have not the same importance in each application and on the fact that tasks are used incrementally. We present an approach to design IASs from several applications. This permit to: (1) Generalize the results obtained in each application;(2) Share results among applications. We follow since two years such an approach on the basis of four applications in different domains (power systems, banking, genetics, alarm control monitoring). We contrast our approach with large projects that are developed in the same spirit.
