This paper describes a project that used the co-creation of value model to collect and analyse data on storm drains for a city so that it could become smarter in managing the water drainage issues. The city worked with a University centre and ensured that the prerequisite conditions mutual value-creation potential, commitment and trust, and demonstrated delivery performance were met. The project was able to integrate science and technology through Information systems, analyse, optimize, control, and monitor the conditions of the 27,000 storm drains in the city, and enhance the decision making process of the city. This case study provides an example of how a city and a university centre can co-create value thereby helping the city's management become "smarter" in managing its storm drains and the students obtain a rich field-based educational experience.

Maintaining effective and timely flood management capabilities in Saudi Arabia has historically presented several key challenges for Saudi Civil Defense (CD) in Jeddah and Mecca. This paper presents a prototype intelligent Information Technology (IT) system principally to assist Saudi CD Authority in evaluating the right equipment capabilities to respond and manage flood event(s). The novelty of this study stems from examining the effectiveness of using the proposed intelligent IT system in managing readiness of equipment and emergency management capabilities in the Saudi CD Authority. This was achieved through an extended evaluation process of the emergency management capabilities. The study considering and developing different flood risk zone-specific issues - against predetermined level of flood readiness, hazards and vulnerabilities. A fuzzy expert system approach was used to aid the evaluation process. The IT system was developed and evaluated with the aid of end user oriented structured interviews. The IT system was found to add value to decision makers when assessing and planning their flood planning capabilities.

During the last decade, efforts have been made to ensure a continuous development within smart home technologies in order to provide comfort, security and conviviality functionalities in home's managing. Among the researches aiming to improve the living conditions and the well-being of residents, the home support for people with loss of autonomy (PLA) living alone is of great importance. Indeed, because of their condition, their independence becomes restricted and their freedom jeopardized, since they are confronted to constantly rely on others for their needs. The idea of conceiving an integrative system came out as a mean to ensure life quality and independence to PLA. Our research project consists of designing and developing a new model of home assistance for PLA, based on smart home technologies such as wireless sensor networks, Data mining, and artificial intelligence. This paper presents an overview of smart home issues in order to introduce our solution of intelligent model support of PLA.

Considering the growing demand for railway transportation, especially metros, and the changing social context, regular 24-hour operation is becoming a requirement. The railway is an inherently complicated and complex system and extending the service hours increases the level of difficulty in operating. In order to run all the services safely, punctually and reliably, we have to manage this complexity. In this paper, the authors suggest the application of system dynamics tools to model 24-hour metros in terms of sub-systems, sub-components and behaviour. An initial causal loop diagram (CLD) has been developed to study the relationships and interactions between different sub-systems of system. The proposed causal loop diagram is intended to allow planners, designers and managers of 24-hour metros to develop a proper understanding of the non-linear environment of such systems. In metros, due to the high level of diversity and variability, there are many system interfaces that must be managed systematically. Causal loop diagram empower managers to understand the effect of their decision-making in managing the interfaces and related changes. The causal loop diagram can be applied as a system optimisation tool when upgrading the existing metros to 24-hour operation and developing new lines while considering risks, complexities and complications. Causal loop modelling allows a rapid identification of the problems of 24-hour operation and will result in safer, more punctual and more reliable system.

Our research primarily focuses on developing mechanisms to intelligently route autonomous vehicles in an urban area while managing to reduce traffic congestion. We propose an intelligent Transportation system for Autonomous vehicles based on Multi-Agent paradigm. These agents observe traffic conditions over a period of time. Historical traffic information along with information of factors that affects traffic(like weather conditions) are used to develop a regression based learning algorithm that predicts time required to traverse a route for a given time-slot, which can be used to find out shortest path for a given source-destination pair, before beginning to travel. This estimated traverse time for every lane is communicated to the vehicles. Based on this information, the vehicles find out k shortest paths. Reservation based protocols are used to obtain a single path such that the overall congestion is minimized and the destination is reached in the shortest possible time. The shortest path obtained is then traversed with the help the vehicle control system with optimized fuel efficiency, ensuring vehicle stability and obstacle avoidance. To achieve this path trajectory, we used nonlinear Model Predictive control (MPC) approach based on bicycle model of vehicle dynamics. The main advantage of MPC is the fact that it allows the current time-slot to be optimized, while taking future time-slots into account. We further investigate the linear MPC strategies for Co-operative adaptive Cruise control which directly minimizes the fuel consumption.

In a context of E-Governance and modernization of higher education, the Moroccan University is facing new challenges, such as: - Orientation, development and promotion of scientific research that meets the needs of the socio-economic environment and therefore affects the lives of citizens. - developing the culture of communication and information by ending practices that limit the dissemination of information. Moroccan strategy for the development of higher education has focused all its projects on the use of new technologies for the management and structuring of research, and the promotion and enhancement of its activities. To this end, the establishment of an information system for the management and communication of research in the university can organize all the research activities, structure research units on an administrative and financial sides it can also communicate its work to enhance the sharing and open a window of partnership with its socio-economic environment. This work aims to develop an information system for management, information security and communication research in the Moroccan university. This system will allow collecting, classification, processing and disseminating information related to scientific research at the university in order to organize and structure all its activities. It will also enable all university's actors to use a digital workspace to access and share information, and therefore interact and get involved in the promotion of scientific research at the university.

Evaluation of construction or renovation projects is necessary for the developing of distribution network. A comprehensive evaluation can contribute to find problems in the process of projects and promote scientific level of decision making for future construction or renovation. In this paper, we propose a post evaluation for distribution network. Firstly, we put forward an integrated index system which could reflect the goals of construction or renovation from different levels. Then, the improved gray correlation analysis method is introduced to calculate the weight of index system, which is used to evaluate comprehensive investment results of projects. Finally, a practical case studied based on the proposed evaluation scheme successfully.

The novelty proposed in this work regarding teaching and training of software engineering is about how the Project-Based Learning approach is performed for developing a web system for managing academic projects. The supporting project is a real-life problem. Its development was planned in four phases: prototype, code refactoring, release-to-manu-facturing and deployment. We employed some strategies such as role-playing, a software house simulation, and the Model-View-Controller pattern combined with Evolutionary Acquisition and the Interdisciplinary Research Project Management framework.
