As traditional cultures around the world face the evermore prevalent threat of extinction, there has been a growing need to preserve these traditional cultures and traditional knowledge (TK). With the development of electronic information and communication technologies (ICTs) and a change in what the intellectual property (IP) system considers as prior art, information professionals can play an important role in the management and preservation of traditional knowledge by providing resources and expertise in the collection, organization, storage and retrieval of TK. Digital libraries containing TK provide one appropriate subject for such a study by offering insight into the potential role of ICTs in preserving and perpetuating TK. The success of TKDL in India should be an example of its benefits to developing countries like China. This paper introduces how the TKDL can be used as a new tool in the protection and management of the TK of China's ethnic groups.

Modeling behavior related to radicalization and terrorism is extremely complex. Consequently, the development of computational approaches to support an understanding of behavioral underpinnings that lead up to radicalization is a significant undertaking and necessitates either a decomposition of behavioral activity into smaller, more manageable behaviors or generalizing larger, group behavior so that only gross trends may be observed. While these approaches may suffice for particular applications, additional consideration should be given to developing more comprehensive or whole-system modeling approaches so as to inform decision-makers in making complex judgments. Specifically for those seeking to understand and stop terrorism, a number of social, cultural, and behavioral perspectives are being developed by experts worldwide. Our research seeks to develop computational methods to analyze and experiment with differing views, opinions, and perspectives of potential influences on adversarial behavior by providing the capability to 'dock' or integrate models. We demonstrate how this ability allows for a multi-scale comprehension of the factors that contribute to radicalization.

Cloud management faces with great challenges, due to the diversity of Cloud resources and ever-changing management requirements. For constructing a management system to satisfy a specific management requirement, a redevelopment solution based on existing management system is usually more practicable than developing the system from scratch. However, the difficulty and workload of redevelopment are also very high. As the architecture-based runtime model is causally connected with the corresponding running system automatically, constructing an integrated Cloud management system based on the architecture-based runtime models of Cloud resources can benefit from the model-specific natures, and thus reduce the development workload. Therefore, in this paper, we present an architecture-based approach to managing diverse Cloud resources. First of all, the manageability (such as APIs, configuration files and scripts) of Cloud resources are abstracted as runtime models, which can automatically and immediately propagate any observable runtime changes of the target resources to the corresponding architecture models, and vice versa. Then, a customized model is constructed according to the specific Cloud management requirement. Finally, the operations on the customized model are mapped to the ones on Cloud resource runtime models through model transformation. Thus, all the management tasks can be carried out through executing operations on the customized model. The experiment on a real-world cloud demonstrates the feasibility, effectiveness and benefits of the new approach to integrated management of Cloud resources.

The projected population of India being 1500 million by 2050 and agriculture remaining as the primary source of livelihood in rural areas, the focus should be on the increase of productivity. Though our country claims to have developed in terms of science and technology, erratic power supply or complete breakdown for hours together has almost become routine today. Solar power is being increasingly utilized worldwide as a renewable source of energy. India has huge untapped solar off-grid opportunities. This paper gives information about development procedure of an embedded system for Off-Grid irrigation system. The design projects on developing an intelligent controlled mechanism for best possible utilization of resources for irrigation. The farmer (user) can water the fields from any place using GSM technique which provides an acknowledgement message about the job status. The main advantage of this project is optimizing the power usage through water resource management and also saving government's free subsidiary electricity. This proves an efficient and economy way of irrigation and this will automate the agriculture sector. © 2013 ieee.

Smart system pilot projects provide for valuable lessons learnt in terms of demand response programs. These programs are an important safety net until new capacity comes online in South Africa. Strategies within the demand response programs include time of use tariff and real time load limiting schemes. Appliance control technologies can assist users that are part of these programs in managing loads. One approach to appliance control is using off the shelf home automation technologies that provide for automatic load control. This can be done with smart systems which provide the control signals in real time to the home automation devices. An interface module is required between the smart system and the home automation units. A simple interface unit was developed under Eskom Research. This interface provides for automated switching but does not provide for any intelligent load sensing. This is left for further development.

The increasing number of mobile terminals facilitates the development of context-aware applications. However, developing a context aware application is still a complex work, which involves mechanisms of context acquisition and context processing. In order to release the developer's burden, many context aware frameworks emerged. But none of them yet has sufficient consideration of mobile environment characteristics. Besides, restricted to the mobile platform, the developed application could not achieve cross-platform deployment. A cross-platform context-aware application developing framework for mobile terminals is proposed in this paper. This framework could shield system differences, centralize context acquisition, context modeling, context storing, context interpretation and context aggregation for many context aware applications on the same terminal. Applying the framework, data of same sensor would not be duplicated processed by many context aware applications. Context aware application would be built faster. And mobile terminal resources would be used more efficiently.

managing development progress in agile projects is a co-ordination problem. Several technical factors (e.g. source code versioning, unit testing, acceptance testing, continuous integration and releasing) affect the progress status;hence, they need to be managed. In distributed agile projects, manual-based methods (such as communication via video-conferencing tools) are insufficient. Distributed agile teams find it difficult, with infrequent communications, to understand how the work of one team member at one site influences the work progress of another team member at a different site. Moreover, current technologybased methods (such as project management tools) are static and rely completely on team members to consider any impact of the technical factors on development progress. The lack of mechanisms to effectively manage progress change resulting from the technical factors may lead to the project being delayed or to low quality code. In this paper, we propose a holistic approach to developing a progress tracking system that supports identifying and co-ordinating the impact of the various technical factors on the development progress. The result will provide distributed agile teams with an improved awareness of the actual progress. © 2012 ieee.

In Korea, the private investment law was amended in January 2005 in order to encourage the construction of highquality public services and facilities through Build-Transfer-Lease (BTL) projects, with an emphasis on the lease aspect, in a manner similar to private finance initiative (PFI) investment projects in Japan and other countries. Today, three years after their introduction, BTL projects are grappling with issues such as the high quality of service in contrast to proposed operation and maintenance costs, roughly bundled management costs relative to the life-cycle cost (LCC) analysis, and poorly planned operation strategies. In addition, in order to efficiently execute maintenance and management over a 20-years lease period, the management of project historical information regarding each step such as bid, contract, negotiation, operation, and maintenance is of utmost importance. This study proposes a BTL information management system that contains information on facilities, maintenance plans and execution, and costs;the system is developed by exploiting the latest advances in IT technology. In addition, the proposed system should promote transparent maintenance work and archiving by managing records from the project planning stage to the operation phase. The use of this as basic information for the management and efficiency testing and diagnosis of facilities is also investigated. © 2012 AICIT.

The first possible step to achieving an understanding the design and management of complex systems is to understand what is meant by 'complexity engineering'. Multitude of concepts in complexity engineering has been contextually developed in a wide range of disciplines by from scientists who are interested in bio-inspired methods and working in computer science or mobile robots, or they come from the area of systems engineering. A very fundamental need in complexity engineering is a general and well-developed methodology, set of design rules, and patterns for engineering 'manageable' and 'value robust' system architectures. The engineering of the systemic Financial Risk Infrastructure systems (SRITS) has notable resisted the application of the traditional system engineering approaches. SRITS is a complex adaptive system in the manner described by complexity science. The paper briefly presented a conceptual framework called CXLUD capable of dealing with the challenges posed by complex adaptive system, i.e. understanding, visualizing, designing, describing, managing and designing the future. The framework provides a means for system designers and managers to organize systems information in ways that allow for better collection, understanding and analysis of system information during early-phase conceptual design of complex systems. The paper summarizes the results from a series of design procedure case studies at one of the largest financial institutions in UK working on developing a complex systemic risk infrastructure projects to which the introduced decision making or way of thinking framework were applied.

A wide range of applications are being researched and developed within the Smart Grid community, such as voltage control, thermal constraint management, dynamic line ratings and automated reconfiguration. Typically, the current approach is to develop piecemeal automation applied to small sections of legacy networks under current market, commercial and regulatory regimes. The challenges of future energy networks are the anticipated uncertainty and complexity within them. This includes uncertainty in the equipment, configurations and control functionality required married with uncertainty in the participation of consumers through demand side technologies and the uptake of electric vehicles and microgeneration technologies;while complexity is engendered in managing the vast number of interactions within such a system. The authors are developing the concept of the Autonomic Power system which provides flexible and adaptable control through fully distributed intelligence and control. Fundamental research in intelligent systems and network control will deliver a truly integrated self-controlling, self-optimising, self-healing and self-protecting electricity network. This paper outlines the vision, architecture and initial control techniques which will deliver the Autonomic Power system.
