This paper presents the design principles and the technologies being used in the ongoing development of eBayanihan Patroller, a crowd-sourcing application for disaster risk reduction and mitigation. We show in this paper how we applied design principles in the creation of screens and icons as well as actual visualization on the map for a mobile-web based disaster management system reports. Specifically, we exercised abstraction of data processing through the MVC architecture to focus on visualization. We used a partial view to isolate the map configuration. Development of a visualization module using this framework provided not only convenience in development but also made distribution of tasks more efficient.

A novel spatial error concealment algorithm with low-complexity is proposed in this paper for block losses in image and/or video communications. It is based on one dimensional (1-D) line segmentation and adaptive edge points matching, which can be divided into three steps. 1) A 1-D line growing based method is applied to obtain the edge points from the neighboring pixels of the lost areas. 2) The edge points will be adaptively matched in pairs and then connected to recover the lost edge information. 3) For each pixel in the lost areas, the neighboring intact pixels for interpolation will be searched by an up-down scanning procedure, after which the lost pixel will be interpolated using them. It has been shown that the proposed algorithm can recover the lost edge information efficiently. Compared with the existing algorithms, our proposed algorithm can achieve superior objective and subjective quality with even lower complexity.

In this paper, we investigate the relation between the image restoration and the template matching problems. We present a new formulation for template matching that establishes the duality between these two problems. According to this formulation the restored template is used to ascertain its location. An alternative formulation is also suggested which is based on the observation that template matching can be viewed as an image restoration problem where the degraded image is blurred by a linear point spread function - the template. It is shown that, unlike image restoration, all second order statistics required for the implementation of linear minimum mean-square error (LMMSE) template matching can be accurately estimated. LMMSE template matching is subsequently applied to the block-matching based motion estimation from degraded image sequences. Our experimental results indicate that LMMSE template matching is superior to traditional block-matching.
