TACWeb (TAC images on the Web), is a web-based Grid Portal, developed at the CACT/ISUFI laboratory of the University of Lecce for the management of biomedical images in a distributed environment. TACWeb, building on top of the Globus Toolkit, is an interactive environment that deals with complex user's requests, regarding the acquisition of biomedical data, the "processing" and "delivering" of biomedical images, using the power and security of computational grids. Recently, Grid technologies are being integrated with Web Services technologies to provide a framework for interoperable application-to-application interaction. In this paper we present an evolution of the TACWeb architecture that is compliant with the Web Services approach and its main functionalities. In such a system, the basic capabilities are encapsulated and exposed as Web Services allowing the development of new health applications as a composition of such services.

The InterLabs state-of-the-art Web-lecturing tool for online education has been designed, developed, and tested at the InterLabs Research Institute at Bradley University, Peoria, IL, as a part of the National Science Foundation's CCLI-EMD grant # 0196015 [1]. It is based on active utilization of innovative software engineering, streaming multimedia, communication, teaching, and learning and information technologies. Student formative and summative evaluations and academic performance clearly demonstrated the advantages of the innovative online courseware based on web-lecturing technology. This technology along with reusable learning objects (including SCORM, IEEE LTSC, IMS and Dublin Core standards for learning objects), multiagent technology, intelligent tutoring systems, new developments in instructional design, XML, PHP and other programming languages lead towards a new generation of virtual learning environments - open, learner-centered, knowledge-driven, intelligent, agent-based, collaborative, interactive Open Learning Environments (OLE).

This paper presents a fast block-based motion estimation algorithm based on a bit plane technique. This algorithm can produce the eligible candidates for finding the enhanced motion vectors. The proposed method translates the expensive 2-D block-matching problem to a simpler 1-D matching by choosing some blocks as eligible candidates and eliminating the others. The bit-plane idea combined with the enhanced motion vector leads to a novel motion estimation algorithm. This novel offers computational scalability through two parameters, so the speed/performance trade-off of the proposed method can easily be controlled. Experiments show that the proposed method is several times faster than the full search algorithm and it produces a better prediction performance. There are some cases that existing motion estimation techniques obtain a false motion vector with a huge prediction error, while the proposed method can find an enhanced motion vector with an excellent accuracy.

Enterprise software infrastructure traditionally comprises a number of independent systems in order to support customer needs and business processes complicating this way productivity, performance and maintenance. Instead there are hypermedia facilities based on widespread standards that provide over a user-friendly, well-known framework richer functionality and features. In the paper, we present the design, implementation and evaluation of the combined use of web services and adaptive web-based techniques. We describe a large-scale hypermedia framework that improves the efficiency and performance of conventional enterprise activities like customer services (registration, activation, billing, support) and document management. A new Huffman coding and decoding technique is presented. There is no need to construct a full size Huffman table in this technique; instead, the symbols are encoded directly from the table of code-lengths. For decoding purposes a new Condensed Huffman Table (CHT) is also introduced. It is shown that by employing this technique both encoding and decoding operations become significantly faster, and the memory consumption also becomes much smaller compared to the normal Huffman coding/decoding.

In this paper, a new algorithm to route traffic efficiently is proposed. The proposed algorithm finds additional routes to the destination and identifies the critical links in the network that are responsible for congestion. The traffic in the network is routed through the paths that have no or least number of critical links. This avoids congestion in the critical links and increases the performance of the network. The performance of the algorithm is compared with the shortest path (Dijkstra's) algorithm.
