Many of the possibilities of Web-based education are still unexplored. It seems that novel ways of thinking about both learning and technology are needed to get beyond the limitations of the traditional classroom setting. In this paper we introduce EDUCOSM, which focusses on the possibilities of collaboration and the open-ended nature of the Web. Its main features include sharing and annotation of arbitrary Web-pages, and an adaptive desktop for accessing the evolving contents of the system. EDUCOSM has been used in a real Web-based course, and the experiences are discussed along with a description of the tool. Although the approach requires both the teacher and the students to rethink their roles, the feedback received so far has been encouraging.

The synthetic generation of data is appropriate in many cases. The data generated can be of different nature: program texts, tables, XML documents, etc. The application area of such data comprises not only the scientific research and analysis of the real program system features, but the teaching activity, too. The generation of texts of different problems, belonging to the same type, represents such a case. The problems could be used for self-preparation as after-class training, for solving exercises in class, or for assessing the students' knowledge in a given discipline. This paper discusses the philosophy and development of a system generated sets of synthetic program texts of the same type. The examples considered are for teaching purpose.

Edge detection is an essential tool in image analysis. It is a process of identifying significant discontinuities in light intensities in order to form an outline of the object of interest. Spiral Architecture provides powerful computational power as a method of image data representation. Gaussian multi-scale theory was employed as the mathematical model for edge detection. The parallel processing algorithm was implemented in the form of a master-slave model. Spiral Architecture enables an image to be uniformly partitioned and distributed to slave processors after spiral multiplication. Concurrent processing is facilitated by inter-process communication and socket interface programming tools of Linux operating system.

This paper presents a comparative study of two countries based on an online survey to establish the impact of change on information technology (IT) professionals. The online questionnaire survey covered two major issues - the extent of the impact of change and management response. It found that most of the organizations were in the more advanced stage of IT maturity, with a large majority implementing client/server technology in consultation with staff. Most of the respondents found their new role more exciting. They also indicated that their preferred career path was towards a management role. However a significant percentage of respondents were more interested in higher remuneration and did not rule out moving to better paid positions even in a volatile market. These findings and others are of practical significance for organizations involved in change management and for improving IT change management policies and strategies in particular, in today's ever-changing business environment.

The Web information space is rapidly growing in the size and the diversity of both its data and its audience. A consequence is that Web information systems (WIS) in many applications replace existing traditional (not Web based) information systems. Since the nature of WIS differs from the nature of traditional information systems there is a strong demand for design methodologies specifically oriented towards WIS design. The complexity of WIS implies the need for an effective design process and a rigorous and systematic design approach. We argue that besides the quality of the navigation that is typical for Web (hypermedia) data also the adaptation of the presented content is a desired feature of a modern WIS. In this paper we briefly describe the navigation and adaptation design in selected WIS design methodologies, RMM, OOHDM, UWE, and particularly Hera.

Bluetooth mobile technology has the potential to transform the way in which people live and work and is predicted to become a key driver in adding convenience for both mobile payment and security in an m-commerce environment. The technology is mature and, in Europe, Asia and the United States, it is being implemented in innovative ways that show it is both workable and practical. The paper provides a synopsis of Bluetooth technology and reports on successful implementations in enterprises in the education, automobile, finance and leisure industries. In Australia although preliminary research has revealed a high awareness of Bluetooth, availability of such devices is extremely problematic. The core of this preliminary study is to examine Bluetooth implementations in Europe, the USA and Asia and to report on the disconnect between awareness and availability that exists in Australia which is often thought of as a technically savvy nation.

Fractal objects like the Sierpinski triangle and Fern have very high visual complexity and low storage-information content. For generating computer graphic images and compression of such objects, iterated function systems (IFS) (Barnsley; Jacquin (1992)) are used. The main problem in fractal encoding using IFS is the large amount of time taken for the compression of the fractal object. Our endeavor in the present paper is to use a stochastic algorithm to improve upon the compression time as well as compression ratio obtained in Jacquin, while maintaining the image quality. Our results show that we are able to reduce time taken for compression of images by 55%-80% and the size by 60%-80% as compared to the nonstochastic algorithm.

Advancements in communications technology and communications services have triggered a global appetite for bandwidth. This appetite contributes to an increasing bandwidth demand that can only be met with a new optical technology known as dense wavelength division multiplexing (DWDM). This technology has appealed to graduate students manifested by an enrollment increase in telecommunications. What makes DWDM possible is photonic technology that is based on principles of solid state physics, optics, and photonics. Although such courses are taught in a physics curriculum, currently they are not considered core courses in electrical and computer engineering. For the first time, physics, photonic technology and communications networks need to be aligned and sequenced to a comprehensive optical communications curriculum. In this paper, we describe the teaching philosophy of optical networking for the TCOM graduate program of the University of Oklahoma at Tulsa.

With a view to attaining the shareability and consistency of map information under a distributed environment, we propose a multi-level/multi-theme map information model to maintain maps in consistency with original source datasets. However, the distributed management of spatial datasets results in a complex maintenance processing, especially when the modification refers to several datasets. To solve this problem effectually, in this paper we propose an index structure, the MOR-tree (multi-levels-object-relation tree), for organizing the integrated maintenance procedure. The MOR-tree is an extension of the R-tree index structure with the ability of indexing spatial objects of multi-levels in one hierarchy and recording relations among objects at different levels. The performance of MOR-tree is also evaluated with a prototype system in this paper.

For packet video, information loss and bandwidth limitation are two factors that affect video playback quality. Traditional rate allocation approaches have focused on optimizing video quality under bandwidth constraint alone. However, in the best-effort Internet, packets carrying video data are susceptible to losses, which need to be reconstructed at the receiver side. In this paper, we propose loss aware rate allocations in both group-of-block (GOB) level and macroblock level, given that certain packets are lost during transmissions and reconstructed using simple interpolation methods at the receiver side. Experimental results show that our proposed algorithms can produce videos of higher quality when sent over lossy Internet.
