Commercial search engines, especially meta-search engines, were designed to locate the information by querying multiple conventional search engines and integrating the partial results generated by each search engine. A few meta-search engines attempt to intelligently select the search engines that perform best for a particular query. The problem of finding the search engine that performs best for a query is known as the search engine selection problem. This paper proposes a new solution to the search engine selection problem. The proposed solution borrows the summary schemas model from the multidatabase arena. It also utilizes user feedback and past performance to improve upon the future performance. A simulator was developed to show the validity of the model and to test its performance against solutions embedded in the design of some meta-search engines. Simulation results are presented and analyzed.

Block matching algorithms (BMA) have been widely used as standard motion estimation (ME) techniques in video coding practice. In this paper, we present an iterative but analytical motion estimation algorithm with attractive computational efficiency. Our work can be viewed as generalization of the celebrated work of Lucas and Kanade (1981) on iterative image registration into the wavelet space. We demonstrate that block-based motion estimation can be performed efficiently in a coarse-to-fine fashion by propagating the estimate across the scale in the wavelet space. Our solution often takes a fraction of the computations required by the conventional BMA methods and reaches comparable MSE performance of prediction residues (fractional-pel motion accuracy is achieved due to the analytical nature of the proposed scheme). In spite of the iteration in the proposed scheme, it converges fast especially with a good initial estimate passed on from the low resolution. Our new ME scheme is particularly useful to the speed-up of implementing a new class of wavelet-based scalable video coders.

This paper presents a tool for the analysis and regeneration of Web contents, implemented through XML and Java. At the moment, the Web content delivery from server to clients is carried out without taking into account clients' characteristics. Heterogeneous and diverse characteristics, such as user's preferences, different capacities of the client's devices, different types of access, state of the network and current load on the server, directly affect the behavior of Web services. On the other hand, the growing use of multimedia objects in the design of Web contents is made without taking into account this diversity and heterogeneity. It affects, even more, the appropriate content delivery. Thus, the objective of the presented tool is the treatment of Web pages taking into account the mentioned heterogeneity and adapting contents in order to improve the performance on the Web.

The paper presents a methodology to design and to develop personalizable educational content to be used by learning communities on the Web. As the cost of design and creation of educational materials for web-based courses is normally expensive and time consuming, there is an obvious advantage in exchanging course material between educators involved in the same field. To this end we are claiming that other than the adoption of re-use methodologies, a valuable saving is obtained by realizing content that best fits the actual needs of different students engaged in diverse learning scenarios. A methodology that couples re-use techniques with personalization methods is discussed and a layered modelling process is proposed. A system based on this model is considered, and some of its peculiar implementation aspects are highlighted. In particular, focus is placed on the benefits of using XML technology as a straightforward solution to our modelling requirements.

The World Wide Web has provided the facility of bringing information to the fingertips of its users. Since most of the documents available on the web are machine-readable but not machine-understandable, ensuring the retrieval of relevant information continues to be a difficult task. In the traditional text representation approach, high frequency keywords are used as term representatives of text. However, the main drawbacks in this approach are lack of direct relationship between word frequency and its importance, and the effect of the word ambiguities. Considering these shortcomings of the keyword-based method, this paper presents a phrase-based text representation approach that uses rule-based natural language processing (NLP) techniques. Extraction of key-phrases from text documents is based on a process of partial parsing. By making the indexing terms more meaningful through reduction of the ambiguity in words considered in isolation, improvement in retrieval effectiveness is sought to be achieved.

A task-given-type examination is a system of compiling questions for examinations. In this system, teachers show students some samples of examination questions beforehand, which in turn, teachers choose questions for a examination from these samples, and then give them to the students at the examination. It is very important to develop supportive software for marking, because this system requires more questions than others and, respectively, more time for marking. In this paper, the software for marking answers is described. With the system support users scan answer sheets into a computer as digital images with a scanner or digital camera. Users put answers into score boxes for each question manually. The result of our experiments shows that with this software support almost the same amount of time is needed as in the case of manual marking, however software-based marking is easier and more accurate.

Recent studies of high quality; high resolution traffic measurements have revealed that network traffic appears to be statistically self similar. Contrary to the common belief, aggregating self-similar traffic streams can actually intensify rather than diminish burstiness. Thus, traffic prediction plays an important role in network management. In this paper, least mean kurtosis (LMK), which uses the negated kurtosis of the error signal as the cost function, is proposed to predict the self similar traffic. Simulation results show that the prediction performance is improved greatly over the least mean square (LMS) algorithm.

The InterLabs state-of-the-art Web-lecturing tool for online education has been designed, developed, and tested at the InterLabs Research Institute at Bradley University, Peoria, IL, as a part of the National Science Foundation's CCLI-EMD grant # 0196015. It is based on active utilization of innovative software engineering, streaming multimedia, communication, teaching, and learning and information technologies. Student formative and summative evaluations and academic performance clearly demonstrated the advantages of the innovative online courseware based on Web-lecturing technology. This technology along with reusable learning objects (including SCORM, IEEE LTSC, IMS and Dublin Core standards for learning objects), multiagent technology, intelligent tutoring systems, new developments in instructional design, XML, PHP and other programming languages lead towards a new generation of virtual learning environments - open, learner-centered, knowledge-driven, intelligent, agent-based, collaborative, interactive open learning environments (OLE).

In this paper we present a distance-hereditary decomposition of optimal chordal rings of 2k/sup 2/ nodes into a set of rings of 2k nodes, where k is the diameter. All the rings belonging to this set have the same length and their diameter corresponds to the diameter of the chordal ring in which they are embedded. The members of this embedded set of rings are non-disjoint and preserve the minimal routing of the original circulant graph. Besides its practical consequences, our research allows the presentation of these optimal circulant graphs as a particular evolution of the traditional ring topology.

In the 1990s, two major issues emerged globally for tertiary mathematics educators: declining standards in the mathematical proficiency of students at tertiary-entry level and the advocates for the incorporation of IT into the processes of teaching and learning. Addressing these issues required significant reform of both curriculum content and classroom practice to ensure that the technology was used appropriately and effectively. These reforms were largely implemented by staff from tertiary Schools of Mathematics. Rather than leading the reform, the Education community lagged behind and in some instances has taken research into the use of IT in Mathematics Education in a questionable direction. In this paper, we outline what we contend has been a failure on the behalf of the Education community to tackle and address problems experienced by mathematics educators (particularly at the tertiary level) and make some suggestions for the directions of future research in Mathematics Education.
