A Machine Translation (MT) system is an automatic process that translates from one human language to another language by using context information. We evaluate the use of an MT-based approach for query translation in an Arabic-English Cross-Language information Retrieval (CLIR) system. Me empirically evaluate the use of an MT-based approach for query translation in an Arabic-English CLIR system using the TREC-7 and TREC-9 topics and collections. The effect of query length on the peformance of the machine translation is also investigated to explore how much context is actually required for successful MT processing.

Several medium to large companies are currently in the process of using external hosting to deploy their Internet applications. External hosting by such application service providers (ASPs) as IBM provides a Low-cost, SE Cure and reliable way for companies to deploy e-commerce enterprise applications without the need to purchase costly infrastructure. However, white designing software for applications that run on the servers of external hosts, performance may suffer if the data and the application reside at two different locations. In this paper, we provide a technique for improving the performance in such applications. This technique is implemented in large software systems that the authors are associated with industry as consultants. We provide the software architecture and preliminary performance results.

This paper presents two pieces of work which together form part of a chain of information transformation leading from engineering design models to useable hypermedia technical documentation. The building of such a. chain needs to take account of two major constraints, those of efficiency of the transformation process and that of usability of the end result. The first piece of work presented. here addresses the first problem by providing a means of automatically simplifying a model to 6, stage where it is usable as an interactive VRML document. The second piece of work addresses the second issue by investigating and prototyping novel means of presentation which provide greater 'readability' for the resultant models.

The needs for managing similar documents in different languages increases with the growing amounts of electronic information available in documents of the same type (e.g. news streams). This paper proposes a viable approach to information access emphasizing the hypertextual paradigm in a multilingual framework. This task of processing/structuring text so that cross-lingual hypertext links are generated will be called Multilingual Authoring (MA). Methods from Natural Language Processing, especially information Extraction, to both monolingual and Multilingual Authoring will be described and a general architecture for MA will be defined. Effectiveness of the proposed approach will be discussed the description of the NAMIC prototype system.

A unified method for optimization of video coding algorithms on general-purpose processors is presented. The method consists of algorithmic, code, compiler, and SIMD (Single Instruction Multiple Data) media Instruction Set Architecture (ISA) optimizations. H.263, H.263+ and emerging H.26L are used as example cases. For the realization of the unified method, the coding elements in all the codecs are analyzed and optimization techniques suitable for one or several of all the coding elements are presented. Results show that a nine-fold improvement can be obtained in H.26L decoding speed in terms of frames per second with video quality equivalent to a non-optimized implementation.

The National Institute of Standards and technology (NIST) has just publicly announced the Rijndael block cipher proposed by Vincent Rijmen and Joan Daemen to be the Advanced Encryption Standard (AES) from October 2nd 2000. Basing on its mathematical and cryptography basis we have studied and devised extended versions of this new standard to improve its strength and resistance against the rapidly increasing capability and strength of computers. We describe the results of our recent experiments related to this problem. © 2002 IEEE.

This research investigates the synergies of applying a Rapid Application Development (RAD) process model to support e-Business project management. The paper reports on the results of eleven unstructured interviews with practicing e-Business project managers. The interviews were undertaken (1) to document the current development approaches being used by e-Business project managers and (2) to identify the risks and issues with which they are dealing. The research outcome supports a RAD approach for e-Business development and develops a framework of strategies and tactics which e-Business project managers could use to defend themselves against the threat of failure in a difficult and rapidly changing environment.

Many job applications on the web [3, 4, 6, 9, 8, 7] provide only simple boolean comparing using only basic requirement information (i.e., decree, age)for searching and matching jobs to candidates. The net effect: too many 'hits'. [5] showed that personality is an important factor for hiring process and satisfaction of employers and employees. In designing better filters for searching and matching a job application on the web, we considered this factor with general Job requirement and then combined it to our matching process. We have tested our model by using data obtained from applicants who applied for Jobs with a company in Thailand. The results show that we are able to give a better match than achieved using basic qualifications only.

In this paper we present the development of a multimedia system for real time delivery of the online courses. The system provides the instructor with a real life environment to teach in a manner similar to classroom. The instructor's video, audio, hand writing, drawing, and slide presentation are synchronized and streamed, at the same time, the students can view the lectures online for a simulated classroom environment. One of the main strengths of this system is that the instructor's lecture can be archived for the future usage by the students. The students can interrupt the teacher and are also given opportunity to ask questions.

The concept of virtual private networks offers a simple and cheap alternative to dedicated secure networks in corporate networks and Internet environments. The choice, however, of authentication and encryption techniques and protocols affect issues such as data throughput and performance throughout the network. This paper looks into the effects of video and audio streaming on performance, while deploying secure communications. Two operating system platforms are implemented in this investigation: Novell Netware and Windows 2000. Performance of the two arrangements is, subsequently, analyzed and evaluated. © 2002 IEEE.
