Traditional MPEG-2 video compression uses test model 5 (TM5) as the rate-control algorithm, which does not consider the perceptual quality of the compressed sequence. This paper proposes a new rate-control algorithm, which integrates TM5 with the Watson's digital-video-quality (DVQ) metric. As a proponent of the VQEG (Video Quality Expert Group), the Watson's DVQ is a subjective quality metric based on the human visual system (HVS) which estimates the perceptual quality of human viewers. Simulation results indicate that the proposed algorithm outperforms TM5 for low-motion video sequence, and performs about the same as TM5 for high-motion video sequences.

Quality is subjective, Quality can be objectified by the industry standards process represented by such consumer items as compact disc ("CD") and digital versatile disc ("DVD"). What is lacking is a means for not only associating the creation of valued intangible assets and extensions of recognition but establishing responsibility for copies that may be digitized or pass through a digital domain. Digital watermarking exists at a convergence point between piracy and privacy. Watermarks serve as a receipt for information commerce. There is not likely to be a single digital watermark encoding scheme that best handles the trade-offs between security, robustness, and quality but several architectures to handle various concerns. The most commercially useful watermarking schemes are keybased, combining cryptographic features with models of perception. Most importantly, in audio watermarking there currently exists mature technologies which have been proven to be statistically inaudible. In this paper, a description of several of the decoding system applications, and why watermarks are a necessary feature of any workable market for the commercial exchange of content is highlighted.

Since modern programmable devices contain embedded memory blocks, there exists the possibility of implementing finite state machines (FSM) using such blocks. However, the size of the memory available in programmable devices is limited. The paper presents a general method for the synthesis of sequential circuits using embedded memory blocks. The method is based on the serial decomposition concept and relies on decomposing the memory block into two blocks: a combinational address modifier and a smaller memory block. An appropriately chosen decomposition strategy may allow reducing the required memory size at the cost of additional logic cells for address modifier implementation. This makes possible the implementation of FSMs that exceed available memory by using embedded memory blocks and additional programmable logic.

Real-time streaming video is expected to emerge as a key service in different telecommunications systems, including wireless networks. This paper presents the functionality and implementation of the wireless Video Control Protocol (VCP). The protocol has been implemented for developing the functionality for real-time video stream transmission over heterogeneous wireless network technologies. VCP is embedded into a wireless video demonstrator. The demonstrator consists of Windows NT hosts containing a real-time H.263 encoder, video stream parsing functionality, and several network connections, such as wireless LAN, Bluetooth and GSM data. The protocol contains functionality for protecting the video stream transfer and adapting different network technologies together.

The two most significant planning factors in mobile agent planning (MAP) are the number of agents used and each agent's itinerary. These two planning factors must be well-scheduled, since badly-scheduled factors can cause longer execution times because of the higher routing costs. In addition to these two factors, the time constraints that reside on the nodes of the information repository (i.e. the information servers) also have to be dealt with. Consider the nodes that present correct information only for a certain time interval. If an agent is sent to gather information and arrives earlier than a specified update time, it may retrieve useless or corrupted information. To cope with these types of information retrieval, we propose a time-constrained MAP method which finds the minimum number of agents needed and the best scheduled agent itineraries for retrieving information from a distributed computing environment. The method works under the time constraints mentioned above, allows the completion time to be lower-bounded and minimizes routing overheads. Simulation results show that the proposed method produces results that are highly applicable to the time-constrained distributed information retrieval problem domain.

Since edge detection is in the forefront of image processing for object detection, it is crucial to have a good understanding of edge detection algorithms. This paper introduces a new classification of most important and commonly used edge detection algorithms, namely ISEF, Canny, Marr-Hildreth, Sobel, Kirsch, Lapla1 and Lapla2. Five categories are included in our classification, and then advantages and disadvantages of some available algorithms within this category are discussed. A representative group containing the above seven algorithms are the implemented in C++ and compared subjectively, using 30 images out of 100 images. Two sets of images resulting from the application of those algorithms are then presented. It is shown that under noisy conditions, ISEF, Canny, Marr-Hildreth, Kirsch, Sobel, Lapla2, Lapla1 exhibit better performance, respectively.

Demonstrates that, in an ideal distributed information retrieval environment, it can be effective to take into account the ability of each collection server to return relevant documents when selecting collections. Based on this assumption, we suggest a new approach to resolve the collection selection problem. In order to predict a collection's ability to return relevant documents, we inspect a limited number (n) of documents retrieved from each collection and analyse the proximity of search keywords within them. In our experiments, we vary the underlying parameter n of our suggested model in order to define the most appropriate number of top documents to be inspected. Moreover, we evaluate the retrieval effectiveness of our approach and compare it with both the centralized indexing and the CORI (COllection Retrieval Inference) approaches. Preliminary results from these experiments, conducted on the WT10g test collection of Web pages, tend to demonstrate that our suggested method can achieve appreciable retrieval effectiveness.

Describes a fast block-matching algorithm (BMA) for motion estimation exploiting the center-biased motion vector distribution characteristic more efficiently than the center-biased hybrid search (CBHS) algorithm does. This proposed algorithm, which is called the "fast center-biased hybrid search" (FCBHS), employs a hybrid method of a compact plus-shaped search, an X-shaped search and a diamond search to reduce the search point for motion vectors which are distributed within a 2-pixel radius of the center of the search window. Experimental results show that the FCBHS algorithm is about 44 times faster than a full search and 7-10% faster than the CBHS algorithm. Such a fast sub-optimal motion estimation algorithm is essential for situations which have limited processing power and constraints on the amount of power consumption, like real-time mobile video coding applications. This paper compares the popular sub-optimal block-matching technique with FCBHS, for which both the processing speed and the accuracy of motion compensation are tested over widely-used H.263 test video sequences.

While the persistent data of many advanced database applications, such as OLAP and scientific studies, are characterized by very high dimensionality, typical queries posed on these data appeal to a small number of relevant dimensions. Unfortunately, the multidimensional access methods designed for high-dimensional data perform rather poorly for these partially specified queries. A potentially very appealing idea, frequently suggested in the literature, is to adopt a node-splitting policy that takes into account the "importance" of individual dimensions, which could be determined either a priori or through a statistical sampling of actual queries. This paper presents the results of some carefully controlled experiments conducted to observe the effects of query-based splitting on the performance of KDB-trees. The strategy is compared to a splitting policy that selects the split dimensions in a "cyclic" fashion, which has been shown to be very effective, especially in high-dimensional situations. Based on the results, the query-based splitting does not appear to be a very appealing splitting strategy for KDB-trees.

High bandwidth requirements in multimedia transmission make the efficient use of limited network resource a challenging task, especially when multiple clients make their requests to the server simultaneously. We propose a self-adjusted network transmission mechanism for multiple clients. Instead of assigning a fixed bandwidth for each client, the server determines the transmission rate for each client connection according to the buffer packets and playback rate at each client. Transmission rates are adjusted when the total requested bandwidth is larger than the network bandwidth. In addition, the proposed mechanism can minimize the bandwidth allocation and maximize the client buffer utilization. A simulation is performed and the simulation results show that the proposed mechanism can dynamically change the transmission rate for each client to avoid overflow of the client buffer, and achieve the optimal utilization of the limited network resource in multiple client network environments.
