Many social systems, particularly those with high levels of interaction like online communities, often follow power law distributions, which include a significant 'long tail.' We argue in this position-paper on the criticality of researching and designing semantic computing architectures, especially those based on inductive Artificial Intelligence (AI) methods, that apply robustly to this long tail. The long tail is an important area of focus because it presents both technical and social challenges. Its inherent irregularity poses a test to the generalization abilities of current technology, including generative AI models like the large language models (LLMs). As machine learning and generative AI increasingly become part of user-facing systems, the complexities of the long tail must be addressed by both systems engineers and the AI community. We discuss two case studies with significant social impacts - detecting and fighting online human trafficking, and managing information in real-time during humanitarian crises - where AI and semantic computing designed for long-tail issues are crucially applied, often necessitating markedly different design approaches than those aimed at maximizing average accuracy.

In this research paper, we explore the essential role of High Performance computing (HPC) in the current technological era, highlighting its extensive use in various sectors, while also considering growing alarm over its environmental footprint. High performance computing systems are essential for managing large data sets and solving complex challenges. However, their significant contribution to escalating energy consumption and carbon emissions in the information and communication technology (ICT) sector cannot be ignored. Our study identifies the increasing energy demands and environmental challenges associated with HPC activities, including resource use, electrical waste and greenhouse gas emissions. It highlights the importance of understanding these environmental impacts in detail. It also contributes to the ongoing dialogue on sustainable computing, promoting a harmonious future where technological progress and environmental sustainability can coexist in unison.

With the widespread application of cloud computing and edge computing, achieving optimal allocation of computing resources in a heterogeneous network environment has become a key issue. The objective of this context is to design a network mechanism for computing power awareness to enhance the efficiency of computing power transmission and allocation in heterogeneous networks. The proposal involves adding a computing power identification field in the routing selection to enable the active perception and intelligent scheduling of each node's computing power. This significantly alleviates the network overload problem and improves resource utilization rates. The integration computing network cloud platform is constructed to orchestrate various computing power resources. Additionally, multi-path transmission technology is applied to the designed network to form a cloud-edge collaborative computing power optimization mechanism. Simulation results demonstrate that the designed network mechanism can achieve dynamic computing power optimization in heterogeneous environments and exhibits good scalability and adaptability.

This paper proposes an algorithm called RL-MATCH for performing the distributed task offloading in the fog computing networks based on the matching theory and reinforcement learning. Fundamentally, RL-MATCH aims to match each task node (TN) having computation needs with each helper node (HN) with available computing resource for task offloading realization. Given the dynamic of IoT and fog computing environment featured by the time varying of task requirement and resource states, online learning is needed to estimate the network context as well as construct preference relations for the two sides of matching game. We, therefore propose to use Thompson Sampling (TS) method for this bandit learning problem to acquire better exploitation and exploration trade-off, therefore allowing TNs to achieve the informed preference relations of HNs quickly. Extensive simulation results demonstrate the potential advantages of the TS based learning over the.-greedy and UCB based baselines.
