The main problems of the development of the higher education system in the Russian Federation, characteristic of both the federal system as a whole and its regional components, are considered. The directions of solving these difficulties in order to improve and effectively develop, ensure the state order for education are proposed. This includes the development of communication systems, distance learning, issues of expanding the training of foreign students. The possibilities of modeling the processes of functioning and development of educational institutions based on the use of the methodology of scenario research of complexsystems are considered. A basic simulation model of an educational institution based on the method of constructing operator graphs is proposed.

The air bag vibration isolation device has an important application in ship vibration and noise reduction. However, traditional fuzzy control has problems such as slow response and low accuracy when dealing with complex environments and multi-variable coupling. In this paper, a new method based on Adaptive Model Predictive control (AMPC) is proposed to improve the attitude control performance of the airbag isolation system. Firstly, the system is modeled and a discrete-time state space model is established. By dynamically adjusting the model parameters, the future state of the system is accurately predicted. Then, a rolling optimization MPC controller was designed to select the optimal airbag for inflating and deflating operations by using the real-time collected pressure and displacement data, so as to realize the precise control of the attitude. Experimental results show that compared with the traditional fuzzy control method, the control algorithm based on AMPC shows significant advantages in control accuracy, response speed and pressure balance. This study provides a new technical approach for the efficient control of the air bag vibration isolation system, and lays a foundation for the application of more complex ship vibration and noise reduction system in the future.

In model-based control of dynamical systems the order of the necessary controller is that of the time-derivative of the generalized coordinate of the system that immediately can be set by the controller. It is determined by the "physics" of the system to be controlled. In finite time-resolution approach the digital controllers model the derivatives by finite differences, and the simplest numerical integration via Euler's method also uses such differences. Whenever some fractional order derivative of the tracking error is fed back, this long memory term allows the realization of such control strategies for various integer order systems by appropriately "masking" and weighting certain elements of longer sequences. On this mathematical basis the idea of controlling a higher order system by the application of a lower order strategy can be formulated, too. The main benefit may be achieving monotonic decrease in the components of the tracking error. In this paper the first order control of a popular second order system often used for benchmark applications, the van der Pol oscillator is considered. The realization of a simple proportional feedback first order controller in two variants, and a PID-type Computed Torque control are considered in the fixed point iteration-based adaptive framework to tackle the problems caused by modeling imprecisions. The applicability and the limits of the investigated approaches are concluded.
