On the basis of literature sources analysis, the paper provides the rationale for the necessity of considering the limited digital devices capabilities when designing closed digital controlsystems for the complex electrical power grids. The problem of design is decomposed into two subproblems: design of current state observation vector digital transmission systems and current controlled process state estimation;design of digital systems for optimal control vector calculation, transmission and control actions realization. The paper presents consideration of the former problem, i.e. design of current state observation vector digital transmission systems and current controlled process state estimation: the mathematical model of digital system of information transmission and state estimation considering speed and reliability of technical means of implementation is presented;the functional structure of simulation complex is developed;the paper provides the formulation of the problem of estimating the optimal amount of information about the control object state, resulting in a solution of computational experiments simulating complex. Predicting the evolution of the Covid-19 pandemic during its early phases was relatively easy as its dynamics were governed by few influencing factors that included a single dominant virus variant and the demographic characteristics of a given area. Several models based on a wide variety of techniques were developed for this purpose. Their prediction accuracy started deteriorating as the number of influencing factors and their interrelationships grew over time. With the pandemic evolving in a highly heterogeneous way across individual countries, states, and even individual cities, there emerged a need for a contextual and fine-grained understanding of the pandemic to come up with effective means of pandemic control. This paper presents a fine-grained model for predicting and controlling Covid-19 in a large city. Our approach borrows ideas from complex adaptive system-of-systems paradigm and adopts a concept of agent as the core modeling abstraction.
