As key carriers of the low-altitude economy, Unmanned Aerial Vehicles (UAVs) have become an effective means for addressing the "last mile" delivery problem in the logistics industry due to technological advancements and industrial development. However, during the initial stages of UAV technology development, high investment costs posed significant barriers to the decision-making processes of UAV manufacturers and logistics companies regarding the advancement of UAV delivery technologies. To address these challenges and promote UAV technology development, this paper constructs a tripartite evolutionary model involving the government, UAV manufacturers, and logistics companies based on evolutionary game theory. Under conditions of limited government regulation, the replicator dynamic equations were constructed to analyze the evolutionary stability of strategic choices made by all parties and to explore the key factors influencing these choices. The results indicate that: (1) Initial government incentives are insufficient to offset high costs and technological immaturity, leading UAV manufacturers and logistics companies to avoid investment and cooperation. Even with subsidies, net benefits remain low;(2) With ongoing government support, logistics companies find cooperation profitable, even without technological improvements. UAV manufacturers adopt a "free-rider" strategy to benefit from others' investments;(3) Government subsidies make technology investment highly profitable for UAV manufacturers, driving technological progress and economic growth for logistics companies. Logistics firms prefer "free-riding" to avoid additional costs;(4) Stable government incentives enhance cooperation and mutual benefits.
