Today, mobile data traffic explosively increases and it can be load to operator's core network. To reduce the load, 3GPP proposes the offloading solutions such as local IP access (LIPA) and selected IP traffic offload (SIPTO). For offloading algorithm, there are many related works based on the LIPA/SIPTO but some research works beyond the LIPA/SIPTO. However, these related works don't consider network utilization. Thus, this paper proposes a new offloading algorithm that decides the offloading ratio based on the network utilization and offloading preference. By the simulation, we show the performance of the proposed algorithm.

Proposes a reactive distributed artificial intelligence (dynamic) using immune networks and other soft computing methods. Firstly, extended soft computing is defined by adding immune networks and chaos theory including fractals and wavelets to conventional soft computing which is the fusion or combination of fuzzy systems, neural networks and genetic algorithms and is suited to cognitive distributed artificial intelligence (static). Next, a novel fuzzy neural net (general parameter radial based function neural network) is developed in order to use it for communication among agents in immune networks. The general parameter method is extended to an adaptive structured general algorithm to obtain much faster convergence rate. An unbiasedness criterion using distorter (a radial based function network) in order to optimize parameters resulting in the reactive distributed artificial intelligence kind of GMDH is applied to obtain better generalization properties. Then, this developed neural net is extended to obtain high performance.

When multiple parameters jump simultaneously, a multiple models adaptive decoupling controller using dimension-by-dimension technology is presented to solve the problems such as too many models, long computing time and so on. To find the optimal parameter, it adopts one-dimension optimization method in series instead of multiple-dimension optimization method in parallel. At any time only one parameter is focused to find the optimal value and other parameters are kept constant, which can reduce the number of the system fixed models greatly. According to the switching index the best model is chosen and the controller is designed accordingly. By the choice of the weighting polynomial matrix, it not only places the poles of the closed loop system arbitrarily, but also decouples the system dynamically. At last the global convergence is obtained. In the simulation example, if the same number of the fixed models is used, system transient response and decoupling result are improved greatly

Single Root Input/Output Virtualization (SR-IOV) is a key feature in the PCI Express (PCIe) specifications, which facilitates the shared use of the same device in a virtualized environment by different virtual machines (VMs) and enables network traffic to bypass the usual virtualization stack, reducing interference among Virtual Functions (VFs). However, guaranteeing Quality of Service (QoS) as mandated by Service Level Agreements (SLAs) in these environments is challenging due to the host stack bypassing. This paper discusses these challenges and proposes an approach to ensure accurate QoS in SR-IOV environments by monitoring and regulating traffic from the host side through QEMU Guest Agent. The proposed approach automatically manages active VFs to meet SLA while fully utilizing the host bandwidth.

However, we feel that applying component based design into mobile applications in resource constrained devices can be very efficient in terms of modifiability, robustness, and time-to-market. This paper discusses a component design of a mobile, highly automated documentation system. Along with the actual design, we focus on the benefits of component based software engineering in our mobile environment and discuss a case study in which a documentation system for emergency medical care is constructed.

Network Functions Virtualization (NFV) consists of implementing network functions as software applications that can run on general-purpose servers. This paper discusses the application of NFV to the Mobility Management Entity (MME), a control plane entity in the Evolved Packet Core (EPC). With the convergence of cloud computing and mobile networks, conventional architectures of network elements need to be re-designed in order to fully harness benefits such as scalability and elasticity. To this end, we design and implement a distributed MME with the three-tier architecture common to web applications. We deploy the components of the distributed MME on two separate OpenStack clouds and evaluate the latency of the attach procedure. We find that the placement of the components within the data center significantly affects the attach latency.

The benefits of transcoding make it possible an incompatible or obsolete contents to be run at any device in a modern format. Nowadays, it is a common way to transcode contents to another format, different bitrates or qualities. As there are some limitations on the source computer which is like thin client with very low H/W specification, it is preferably recommended to be processed on the cloud environment recently. In this paper, we introduce a new way which uses a virtualization technology to provide transcoder resources as a cloud-service with efficient manner. This has the benefit that one can use scalable cloud infrastructure to transcode large amounts of data in a short time. Whereas, it has also drawback that is the time spent downloading source contents into the cloud. So, we design and implement a cloud transcoder with our own efficient scheme which can effectively improve the transcoding process time.
